An important building block for further advancing world-system theory, this book considers the theory from the perspectives of global processes and antisystemic movements, feminist theory, and the aftermath of the colonial system. The volume addresses three myths tied to Eurocentric forms of thinking: objectivist and universalist knowledges, the decolonization of the modern world, and developmentalism. All three myths, the authors argue, conceal the continued hierarchical and unequal relations of domination and exploitation between European and Euro-American centers and non-European peripheral regions. In this volume, world-system scholars address these and related aspects of the modern/colonial capitalist world-system. Addressing the myth of universalist knowledge, the volume reminds us that our knowledge is situated in the gender, class, racial, and sexual hierarchies of a specific region in the world-system, while the coloniality of power additionally situates our knowledge. The volume further argues that the postcolonial era retains the hierarchy of colonialism, and the possibility of national development without global structural changes is one of the greatest 20th-century myths. Taking these perspectives into consideration, the contributors examine and help to refine classic world-system theory.

Good historical overview of W. Oregon resource management to 1980.......2007-06-06
When author Elmo Richardson wrote and published this book in 1980, he was senior research associate with the Forest History Society in Santa Cruz, Ca. He had taught American History at five noted universities. "BLM's Billion-Dollar Checkerboard" used to be required reading for foresters, engineers and resource specialists who were beginning their Bureau of Land Management careers in western Oregon. Sadly, today's new crop of young professionals with the agency may not fully understand or appreciate the significance and history of the Oregon & Calif. Railroad Revested Lands (and Coos Bay Wagon Road Reconveyed Lands) that lie in a checkerboard pattern throughout 18 western Oregon counties. These intensive timber management lands have been a model for sustained-yield forestry and ecosystem management.
The book is a bit dry in parts, but it does a good job of establishing the context for O&C land management. Many well-researched historical facts and figures are provided, along with about a dozen black and white photos. Over fifty pages in the book address the design of a new charter (1931-37), simple and flexible management framework (1938-44) and fundamental problems of government (1939-49). It's interesting to examine changes in Federal forest policy in the years after WWII as production/supply climbed, technology improved, housing and construction markets boomed, and pressures increased to preserve areas for recreation. Of particular interest to me was Richardson's take on various political maneuverings that took place with changing administrations. Effects on the allowable cut are tracked. For example, in 1959 the cut was raised for the tenth time since 1937 ... to 874 million board feet. And the subsequent fiscal year saw over a billion board feet sold from the O&C (and unclassified Public Domain lands that had also been placed under O&C management). Fortunately, Walter Horning was assigned the task of researching and analyzing the yield. The implications of various decisions for both politicians and local economies are frequently referenced. By 1974, the cut had rose to 1,233 million board feet. For comparison's sake, today's "annual sale quantity" from western Oregon under the Northwest Forest Plan (and BLM's Resource Management Plans) is 268 MMBF (along with annual non ASQ volume of 87 MMBF). Of course, protests, appeals and litigation continue to hamper that volume from actually reaching the mills.
Richardson emphasizes many of the same challenges that continue to face public land managers in western Oregon today. Timber receipts from the O&C have much importance to the provision of jobs and services in western Oregon counties. The author's bottom-line in 1980 was that "O&C management will insure high-quality productivity and sustain local and national economic benefits. In doing so, it will continue to serve as a model for the nation's administration of its natural resources." Today, there continues to be many opportunities for cooperative and collaborative management, but conflict and adversarial actions also continue. "BLM's Billion-Dollar Checkerboard" should be required reading again for the next generation of the agency's professionals. It's a good historical overview of resource management in our democratic society and political system. Gaining appreciation for how O&C management was shaped will hopefully lead to wise stewardship of those lands into the future. I'd like to see another book or comprehensive article address the topic from 1980 to present. There are many additional fascinating stories to tell from the last thirty years since publication of this book. (Joe Ross, Roseburg, OR.)

By 1994 the total cost of health care in the United States approached $900 billion annually. In reaction to this explosive growth, the managed care industry, acting as the agent and administrator for government and health care payers, has taken an increasingly aggressive stance on controlling costs with a view toward hospitalization as the last option for mental health treatment. This new emphasis on cost containment demands effective and less costly alternatives to hospitalization.
Although most clinicians have grudgingly accepted the inevitability of both managed care and cost controls, the question remains: How can we develop a coherent mental health care system that controls costs while working effectively for both patients and clinicians? In Managing Care, Not Dollars, leading clinical experts argue that in order to survive, psychiatric institutions must offer a full range of services to large numbers of patients.
