              The Prudential Regulation of Banks applies modern economic theory to prudential regulation of financial intermediaries. Dewatripont and Tirole tackle the key problem of providing the right incentives to management in banks by looking at how external intervention by claimholders (holders of equity or debt) affects managerial incentives and how that intervention might ideally be implemented. Their primary focus is the regulation of commercial banks and S&Ls, but many of the implications of their theory are also valid for other intermediaries such as insurance companies, pension funds, and securities funds.

              Observing that the main concern of the regulation of intermediaries is solvency (the relation between equity, debt, and asset riskiness), the authors provide institutional background and develop a case for regulation as performing the monitoring functions (screening, auditing, convenant writing, and intervention) that dispersed depositors are unable or unwilling to perform. They also illustrate the dangers of regulatory failure in a summary of the S&L crisis of the 1980s.

              Following a survey of banking theory, Dewatripont and Tirole develop their model of the capital structure of banks and show how optimal regulation can be achieved using capital adequacy requirements and external intervention when banks are violated. They explain how regulation can be designed to minimize risks of accounting manipulations and to insulate bank managers from macroeconomic shocks, which are beyond their control. Finally, they provide a detailed evaluation of the existing regulation and of potential alternatives, such as rating agencies, private deposit insurance, and large private depositors. They show that these reforms are, at best, a complement, rather than a substitute, to the existing regulation which combines capital ratios with external intervention in case of insolvency.

              The Prudential Regulation of Banks is part of the Walras Pareto Lectures, from the Universiy of Lausanne.

              This book is useful both for economic and legal analysis of financial institutions. It provides a plausible model to explain the corporate mechanism of a commercial bank, taking into account shareholders', lenders' (depositors'), and regulators' incentives. Although it does not provide any analysis of statutes or codes of banking laws, the model is simple enough to consider any rules in banking industry, from law and economics point of view, both domestic and international. It also provides brief analysis of specific financial schemes, such as scuritization, market value accounting, and more. Anyone who is interested in banking industry will find it worth spending several hours to at least scan through the content of this book.

                    We examine the optimal institutional allocation of bank regulation. We find that centralizing the lending of last resort and deposit insurance functions in a regulator leads to excessive forbearance. It also leads the bank to invest suboptimally in loans. Giving this regulator supervision improves on both problems, but it still does not lead to the efficient outcome. In the multi-regulator arrangement, we find that it is beneficial to give supervision to the deposit insurer. The choice between the unified-regulator arrangement and the multi-regulator arrangement involves a trade-off: The multi-regulator arrangement reduces the forbearance problem at high levels of liquidity shortage but may exacerbate it at low levels. These results assume the absence of information frictions. When banks are better informed than regulators, we show that regulators may have an incentive not to share private information, suggesting it is important to consider regulators' informational advantages when deciding on the allocation of regulation.

                            This paper uses our new database on bank regulation and supervision in 107 countries to assess the relationship between specific regulatory and supervisory practices and banking-sector development, efficiency, and fragility. The paper examines: (i) regulatory restrictions on bank activities and the mixing of banking and commerce; (ii) regulations on domestic and foreign bank entry; (iii) regulations on capital adequacy; (iv) deposit insurance system design features; (v) supervisory power, independence, and resources; (vi) loan classification stringency, provisioning standards, and diversification guidelines; (vii) regulations fostering information disclosure and private-sector monitoring of banks; and (viii) government ownership. The results, albeit tentative, raise a cautionary flag regarding government policies that rely excessively on direct government supervision and regulation of bank activities. The findings instead suggest that policies that rely on guidelines that (1) force accurate information disclosure, (2) empower private-sector corporate control of banks, and (3) foster incentives for private agents to exert corporate control work best to promote bank development, performance and stability.

                                  The Handbook of Entrepreneurship Research: Disciplinary Perspectives strives to increase awareness and stimulate research in numerous important topics in the field, particularly those underdeveloped areas of study with more relevance to scholarship and theory than to the practice of entrepreneurship. For example, less research has focused on the importance of the macroeconomic environment to firm founding, on social and kinship ties as sources of entrepreneurial activity, and the interaction between institutions and entrepreneurship. We do so by drawing attention to the relevant research in the disciplines of economics and sociology. This volume of the Handbook hopes to begin to bridge the gap between the research in entrepreneurship and the core disciplines by introducing views of entrepreneurship from disciplinary perspectives. As such, this volume of the Handbook is intended to complement and build on the first volume by focusing on a select set of issues and examining them in an in-depth manner.
