In Ruling the Root, Milton Mueller uses the theoretical framework of institutional economics to analyze the global policy and governance problems created by the assignment of Internet domain names and addresses. "The root" is the top of the domain name hierarchy and the Internet address space. It is the only point of centralized control in what is otherwise a distributed and voluntaristic network of networks. Both domain names and IP numbers are valuable resources, and their assignment on a coordinated basis is essential to the technical operation of the Internet. Mueller explains how control of the root is being leveraged to control the Internet itself in such key areas as trademark and copyright protection, surveillance of users, content regulation, and regulation of the domain name supply industry.

Control of the root originally resided in an informally organized technical elite comprised mostly of American computer scientists. As the Internet became commercialized and domain name registration became a profitable business, a six-year struggle over property rights and the control of the root broke out among Internet technologists, business and intellectual property interests, international organizations, national governments, and advocates of individual rights. By the late 1990s, it was apparent that only a new international institution could resolve conflicts among the factions in the domain name wars. Mueller recounts the fascinating process that led to the formation of a new international regime around ICANN, the Internet Corporation for Assigned Names and Numbers. In the process, he shows how the vaunted freedom and openness of the Internet is being diminished by the institutionalization of the root.

As one who was there for this entire timeline, I can attest to the accuracy of Mueller's book (and the suggestion to read Crocker's account is misguided, as his account is about the most biased treatment available. Be warned on that as well).

What this book, and no other treatment to date has been able to do is capture the flavor of the events. Notwithstanding that, however, Mueller explains what happened and why, and as an academic accounting, is spot on, and his analysis is just as accurate.

Before accepting too much of this author's version of history, PLEASE read Dave Crocker's review in "The Internet Protocol Journal" (December, 2002, pages 27-30). Dave lived through this era as a major participant and his review is well worth the read.

Mueller's work, recounting the Internet's Domain Name Wars, is entirely "interesting." Little is widely known about the history and origins of the Internet; what many think they know constitutes little more than mythology. Here is an excellent recount of the history of the Internet's development, and how conflicts with the naming space came to be. This is required reading for those interested and concerned with the potential success or failure of the Internet governance experiment. This is a continuation of a long history of excellent work by Mueller and is well recommended.

Much of this discussion has been of an increasingly hysterical and political nature and has served to blur rather than inform. This book, written by a team at the ECB, including Otmar Issing the ECB's Chief Economist, provides the first comprehensive, inside, non-technical analysis of the monetary policy strategy, institutional features and operational procedures of the Eurosystem. The goals and the transmission mechanism of monetary policy are explored, as are the theoretical and empirical results underpinning the 'stability-oriented monetary policy strategy' adopted by the ECB. The characteristics of this strategy are also discussed in comparison with suggested alternatives.

                  When the ECB's Chief Economist, Otmar Issing, wrote a book on the Bank's monetary policy, he made no mention at all of the policy's impact on jobs or industry. He larded the book with praise for the monetarist economist Milton Friedman, whose well-known and disastrous impact on Chile's economy was, oddly, not referred to in the book.
                  Thatcher's monetarist fallacy was that the battle against inflation was the overriding economic aim, because low or zero inflation would produce higher growth. But in the real world, other things being equal, low inflation was not the cause of high growth but the effect of low growth, and high inflation was not the cause of low growth but the effect of high growth. Monetarism's battle against inflation was a policy of deflation, forcing unemployment and low wages on the working class. So, just as Thatcher therefore became the deadly enemy of the working class, so now joining the euro has become the main threat to us.

                    The adoption of the euro in 1999 by 11 member states of the European Union created a single currency area second in economic size only to the United States. The euro zone's monetary policy is now set by the European Central Bank (ECB) and its Governing Council rather than by individual national central banks. This CESifo volume examines issues that have arisen in the first years of ECB monetary policy and analyzes the effect that current ECB policy strategy and structures may have in the future.

                    After a detailed description and assessment of ECB monetary policy making that focuses on such issues as price stability and the predictability of policy decisions, the book turns to two important issues faced by European central bankers: the transparency and credibility of decision making and the ECB's decentralized structure. After showing that transparency in decision making enhances credibility, the book discusses the ECB's efforts at openness, its political independence as guaranteed by law, and its ultimate accountability. The book then considers the effects of the decentralized ECB structure, focusing on business cycle synchronization, inflation differentials, and differences in monetary policy transmission in light of the enlargement of the monetary union. The book also discusses options for ECB institutional reforms, including centralization, vote weighting, and cross-border regional banks.

Tommaso Padoa-Schioppa, a central banker who has been involved in the making of European monetary unification since 1979, offers an accessible guide to the euro and the European Central Bank for scholars, students, and the general reader, discussing the related economic, financial, monetary, and international political issues. In the process he also provides an overview of central banking in general and the multiple activities of a central bank; as the case of the European Central Bank illustrates, central banking involves not only monetary analysis and policy but much else, including banknote printing and handling, market operations, payment systems, bank supervision, and coordinating with other public institutions.

                      Padoa-Schioppa begins with the historical background of European monetary integration, starting with the 1957 Treaty of Rome, which lay the foundation for the Common Market, and covering the 1992 Maastricht Treaty, the development of an anchor currency, and the "euroskepticism" of the U.K. Subsequent chapters are devoted to economic policy, monetary policy, the euro as unifier in the financial system, the payment system, the euro as an international actor outside "euroland," and the challenges ahead for the still relatively young project of European monetary integration.
