    Book Description

In their earlier report, Reform in Eastern Europe, the WIDER group assessed the main building blocks of a successful transition in Eastern Europe: stabilization, price liberalization, privatization, and restructuring. For the last three years this group of leading economists has been heavily involved in the reform process. In this new report, they take stock, returning to the original themes and assessing progress and prospects, particularly in Russia.

Stabilization in the major Central European countries was done very much by the book. Russia, in contrast, is following a path of restructuring without stabilization. The authors discuss how far this alternative strategy is likely to get. Turning to privatization, they note that initial plans started from the assumption that the state owned the assets. As slow progress of those plans has painfully shown, this was the wrong assumption. They point out that assets have in fact many de facto claimants, from managers to workers to local authorities to ministries, and discuss how the current Russian privatization program starts and builds up from this more realistic assessment.

In the face of a collapse of trade in Eastern Europe, triggered by reform in Central Europe and a similar collapse between republics following the breakup of the Soviet Union, the authors show how simple measures such as a payments union can be used to increase trade and output.

Post-Communist Reform concludes with a look at restructuring in Poland. The authors focus on the behavior of the state, the growth of the private sector, the role of financial systems, and the coherence of overall government policy, ending on a note of cautious optimism.

      4 out of 5 stars A Good Read!.......2001-03-20

James Buchan has written an enthralling book about the history and impact of money. He treats money as an evolving concept from early Greek writings to symbolic references in art. He considers the ability of money to speak for human desire, including its role in the primary needs to wage war and to make love. The book's style shifts from detailed historical review to literary criticism, so it is not always an easy read, but it is always fascinating. We at getAbstract recommend this book to executives who want to learn more about money's intrinsic power. Read it to learn how money shapes your world in ways you may not have considered.

5 out of 5 stars In the top five of the most important books I've ever read........1999-05-05

James Buchan is not apt to win friends or influence people in the world of commerce with the views put forth in this book, but he has won my undying gratitude. His strong opinions caused me to reflect deeply on the meaning of money in my own life and my responsibilties towards it. While I disagree strongly with some of his conclusions, I admire both his scholarship and his literary skills. My hat is off to this masterpiece of misarguria.

4 out of 5 stars money, still a mystery, but a nice overview........1998-07-13

James Buchan has produced a history of money: thoroughly researched, scholarly, and accurate; But also, highly opinionated, literate and a joy to read. This is not the money of the economists or the financiers...this is the money of the writers and artists..... it probably wont help you make any money, but it will give you a lot to think about. Highly recommended.

      4 out of 5 stars Fascinating.......1997-11-09

This book is hard to categorize...is it philosophy, economics, history or essay? It has to be all of these, and while it is not fully satisfactory in any of these categories, never quite reaching its stated and implied aims, it is a fascinating read. For one thing it is beautifully written, in a rich meandering prose, which gives the seemingly dull subject a shine like the gold around which the tale is woven. There are fascinating characters, stories and vignettes, and the book suceeds in at least stirring the reader to question the nature of money, even if it does not provide answers.

          Book Description

This sweeping survey constitutes the first comprehensive treatment of the forty-seven individuals—forty-six white males and one African American female—who have been chosen to represent Illinois in the United States Senate from 1818 to 2003. David Kenney and Robert E. Hartley underscore nearly two centuries of Illinois history with these biographical and political portraits, compiling an incomparably rich resource for students, scholars, teachers, journalists, historians, politicians, and any Illinoisan interested in the state’s heritage.

An Uncertain Tradition: U. S. Senators from Illinois, 1818–2003 is a fresh and careful study of the shifting set of political issues occurring over time and illuminated by the lives of participants in the politics of choice and service in the Senate. Kenney and Hartley plot the course of the state’s varied senatorial leadership, from the state’s founding and the appearance of political parties, through the Civil War and its aftermath, and into the diverse political climate of the twenty-first century. From the notorious to the heroic, the popular to the pioneering, the senatorial roster includes such luminaries as “The Little Giant” Stephen A. Douglas; Lyman Trumbull, who served three terms in the Civil War era; “Uncle Dick” and “Black Jack,” also known as Richard Oglesby and John A. Logan; the “Wizard of Ooze” Everett Dirksen; and modern leaders such as Adlai Stevenson III, Paul Simon, and Carol Moseley-Braun.

Kenney and Hartley offer incisive commentary on the quality of senate service in each case, as well as timeline graphs relating to the succession of individuals in each of the two sequences of service, the geographical distribution of senators within the state, and the variations in party voting for senate candidates. Rigorously documented and supremely readable, this convenient reference volume is enhanced by portraits of many of the senators.

              Book Description

"The fall of Baghdad in April 2003 opened one of the most secretive and brutal governments in history to outside scrutiny. For the first time since the end of World War II, American analysts did not have to guess what had happened on the other side of a conflict but could actually read the defeated enemy's documents and interrogate its leading figures. . . This two-year project has changed our understanding of the war from the ground up."--Foreign Affairs

"There are some intriguing new answers in this study by military experts who had access to many former officials in Saddam's regime, along with their files. . . . The most interesting parts of the report show just how dysfunctional and twisted the regime's internal workings had become. The culture of fear was so complete that Saddam's underlings routinely lied to him about almost everything, including the capabilities of his own military forces."--U.S. News & World Report

"The report cites captured Iraqi documents that say the Russians had 'sources inside the American Central Command' and that intelligence was passed to Saddam through the Russian ambassador in Baghdad."--Associated Press

This Pentagon study takes advantage of a once-in-a-generation opportunity to delve deeply into Saddam's decision-making processes. A declassified version of a secret U.S. Joint Forces Command report, the work is based on thousands of captured Iraqi documents and dozens of interviews with senior Iraqi military and political leaders conducted by a small team of professionals from the Joint Center for Operational Analysis to determine what drove the Iraqis to do what they did. Such a full investigation of Saddam's leadership and its effect on the actions of the Iraqi military goes a long way towards revealing the inner workings of that closed regime and the lessons to be learned from that knowledge. The release of the report has prompted news stories around the world and been the source of much debate over the role played by Russian intelligence sources in supplying information to Saddam.

3 out of 5 stars Good but difficult!.......2003-05-24

US Government was the first AP course I ever took, and being first, I wanted to make sure I got a good grade on it. So I bought this book and began to study it about every day for a month before the AP test. However, I found the book very confusing in some parts. Most of the words they used you had to get a dictionary to even understand. The other criticism I have is that the practice tests and questions were way harder than on the actual test. I got what would be equivalent to a "2" (out of 5) on the book test while I got closer to a 4-5 on the actual test. Good book though, but I would definitely not reccomend you use it on its own to study for an AP Exam with -- use your textbook too!

                  Book Description

Terrorist activity in Southeast Asia and North Korea's threats to resume its nuclear reprocessing and missile testing activities are the most challenging security issues facing the Asia Pacific region in 2003. The Bali bombings in October 2002, in which almost 200 people were killed, brought the region into full realization that terrorists might strike anywhere. The Korean issue demonstrated the difficulties in developing common positions when national perspectives on risks and approaches vary significantly. Other key issues of critical concern to the team of Asia Pacific security analysts who prepared the Asia Pacific Security Outlook 2003 were the impact of U.S. policy toward Iraq, continued instability in Indonesia, and an increasingly uncertain economic outlook.

The Outlook covers the changing security environment, defense issues, and contributions to regional and global security for most of the member-countries of the ASEAN Regional Forum. It presents not a single view, but places the national perspectives side by side, permitting contrasts and comparisons. The Outlook is an inside view, written by a team drawn from 19 nations either within the region or having significant interests in it.

The Asia Pacific Security Outlook is a signature product of the Asia Pacific Agenda Project, designed to promote thoughtful dialogue on key policy issues. The Outlook is coodirected by Charles E. Morrison, President, East-West Center, United States; Jusuf Wanandi, Founding Member, ASEAN Institutes for Strategic and International Studies; and Yamamoto Tadashi, President, Japan Center for International Exchange. The Outlook is sponsored by: ASEAN Institutes for Stragetic and International Studies, East-West Center, and the Japan Center for International Exchange.

                            Book Description

Donors have poured large sums into funding the delivery of business development services (BDS) to small, medium and micro enterprises in developing countries. Emerging, however, is a feeling that these services have not attained the impacts needed to justify the substantial investments made. While donors and practitioners may have different ideas about how best to develop BDS markets, they generally agree that a more demand-driven and private sector-oriented approach is needed in order to reach larger numbers with relevant services. In the search for a new approach to BDS provision, the chapters in Part I of the book present the findings of new studies and thinking into BDS markets, revealing a greater complexity and diversity than has previously been envisaged. Part II explores the implications of these findings for donor interventions, including the design of BDS products, using information and communication technologies to deliver services, promoting BDS markets for clustered enterprises, and intervening in new markets. It is vital that donors are able to demonstrate that BDS interventions are a worthwhile investment and the book goes on to explore the issue of performance measurement. Using a common framework for performance measurement, Part III presents case studies from across Asia to identify lessons learned on good practice in BDS.
