Political economy offers a more comprehensive view of social interactions and the human condition than is available through the separate and specialized social sciences. The book reveals the underlying value judgements and ideological commitments that fuel the debates over public policy. Recognizing the absence of any consensus regarding the meaning of political economy, Clark begins his work with an introduction to the alternative meanings and historical evolution of the field. This is followed by chapters describing the four comparative approaches, and offering detailed analyses of the thinkers and perspectives that make them up. The rest of the text is devoted to major issues of modern political economy, including a new chapter on science and ideology. Readable, interesting, and up-to-date, this is the ideal text for any course on Political Economy, History of Economic Thought, or Political Theory.

A truly superb book! Clark is kinder to economists in the Introduction to the 2nd ed. than he was in the 1st ed., though his criticisms of economists for their pretense of being "value free" and "objective" probably was more accurate in the 1st ed. We'll find unicorns grazing in the flower bed before we find value free and objective economists, or value free and objective science for that matter.

The 1st 2 chapters read very much like a text book and may be difficult to wade through for those with minimal backgrounds in economics and political science. But this should not discourage readers as Clark's discission of the 4 major schools of political economic thought--Classical Liberalism, Radicalism, Classical Conservatism, and Modern Liberalism--is excellent. Though relatively succinct and written at an "introductory" level, Clark does an excellent job of laying out the fundamentals of each of the 4 schools of thought as well as the evolution of thinking within each school through summary discussions of the "architects" of each school. He then offers a brief and very fair critique or each school of thought. For those unfamiliar with the diversity of political-economic thought, which is most people (and, sadly, certainly includes virtually everyone who majored or minored in "business school" economics in college), these 4 chapters alone make the book worthwhile reading .

But for most readers, the real forte of the book comes in Part III in which Clark examines the major issues in political economy today; such as, inflation, unemployment, poverty, inequality, labor, minorities (to include women within the political-economic arena), education, culture, the enviornment, and international trade. Within each of these areas, Clark identifies the arguments of each of the 4 schools of political economic thought in terms of what each sees as the roots of the issue, the nature of the issue today, and what should and/or should not be done about it.

For someone looking for a relatively brief examination of these issues, which gives a genuinely fair presentation of diverse and competing views, there simply is no other book published today. One important strenght of Clark's work is it does explode the myth of economics as a "science", as well as the myths of the discipline of economics being value free and not grounded in ideology, and the myth there is some kind of general consensus among economists.

Regardless of a person's political-economic ideological orientation, readers will become more aware and more appreciative of alternative and competing points of view. And they will be able to see more easily what passes for "economic" reporting and analysis in the news media and by government officials is little more than propaganda--the promulgation of the favored econmic world view as truth. This is extremely important because, even (especially) for those who agree with "mainstream" economic analysis, there are numerous dangerers in falling into the trap of believing the fundamental ideological/value questions of economics and the relationship between the economic and political system have been asked, answered, and agreed upon. Such tunnel vision is a prescription for disaster which Clark's book can help us avoid. So put on the hip boots; wade through the 1st two chapters (heavy but necessary); and then enjoy.

      A detailed yet wonderfully readable account of the development of French policy on European monetary cooperation and integration from 1968 to the start of European Monetary Union in 1999. If you want to understand why the Europeans (led by the French) moved to EMU look no further. Unlike many accounts of the move to EMU, this book is neither too theoretical nor too economics-orientated. Howarth's convincing study is set in the context of French economic power objectives in relation to the Americans and the Germans.

          A historically informed, highly authoritative exploration of the negotiations that led to the Treaty on European Union, "The Road to Maastricht" significantly contributes to our understanding of the process of European economic integration. By highlighting the role of the structure of beliefs of the various participants, both individuals and institutions, in determining the ultimate outcome of the intergovernmental negotiations, the authors underscore the notion that the Maastricht treaty was the outcome of political elitism to the seeming detriment of democratic polity. Opposition to the ratification of the treaty in France and Denmark demonstrated the diminution of the so-called European permissive consensus: political elites no longer held sway over a Europe which was governed for four decades from the top.

          The key actors were themselves straitjacketed by the dynamics of the intergovernmental negotiations. Debate, according to the authors, was managed in such a way that negotiating positions agreed "at the top" would not be undermined. Criticism was constrained by the prospect of exclusion in the policy process, and influence in the negotiations depended on toeing the line established by the executive elite, the authors contend. Most telling in this regard was a quotation in the book from Erik Hoffmeyer, Danish Central Bank governor at the time of the negotiations: "It would be wonderful if I could break free by yelling like the boy, Oskar, in Gunther Grass's Tin Drum or write like one of the favorite authors of my youth, Voltaire, who so effectively demolished the hypocrisy and stupidity of the conventional wisdom of his age in the four days it took him to write Candide. But I can do neither."

          Obviously, the outcome of the negotiations was a set of compromises with long-term implications for the political and economic milieu of the Continent. The treaty deferred a number of critical issues for later resolution, such as the requirements of political union for a sustainable European union. Whether European political union will be decisively addressed by future agreements, given the limbo that the European Constitution is currently in, remains to be seen.

              The European Union is a "union" in name only. In reality, it is an anarchy because it has no governmental authority. As long as it remains unable to move realistically toward high politics, it will continue to be a community of only low politics.

              The two key aspects of high politics - security and money - are analyzed in the European context, revealing the hollowness of the common foreign and security policy as well as the fragility of the EMU. Any leap into twenty-first century high politics for European society will require a completely new conceptualization of political union. In particular, Holm foresees a potential conflict arising from the role of the USA as the continuing guardian of the European peace and that of the dollar as the dominant international currency. The enlargement with twelve more countries makes it imperative to develop a political complement to the European project of economic integration.

              Erik Holm closes with trailblazing suggestions to such an innovative polity, ushering in a European empire with a composite emperor, an empire that leaves the nation-state room to breathe.

              3 out of 5 stars Book Review: The European Anarchy.......2002-11-26

              In his book, The European Anarchy, the Danish author Erik Holm addresses many salient issues facing the European Union (EU) and Eastern Europe to include, but not limited to, nationalism, the North Atlantic Treaty Organization (NATO), the European Security and Defense Identity (ESDI), EU enlargement, as well as state and supra-national institution (EU), high politics and low politics. Of note is his discourse on the "new" phenomenon of the intersection of economics and high politics, which, simplistically, is the politics involving state sovereignty, security, and survival. Furthermore, he imparts a general "European" view of America and Americans and the manner in which Europeans think Americans perceive themselves, that is truly unique and hard to find in current international relations literature. Finally, he concludes that the EU is a supra-national institution that needs an "emperor" but is lacking one. In all, Holm's work is truly fascinating but somewhat tedious to read as some of the chapters a more lengthy than truly needed and do not tie well with others, as well as contain some dangling "cliff-hangers."

              First, Holm's work on the intersection of high politics and economics at both the state and EU levels is truly remarkable. His experiences on both the International Monetary Fund (IMF) Staff and Danish Prime Minister's Staff as an economist truly come to the fore, allowing him to write as both a practitioner and an academic. Furthermore, his assertion that economics is the driving force in the Europe of the 21st Century at both the EU and state levels is cogently made as he demonstrates that state survival and EU survival his inextricably wedded to economic and monetary policy at both levels. Furthermore, he demonstrates that this economic "wedding" plays a role not only within intra-EU relations but as well with the trans-Atlantic relationship with America and the rest of the world.

              Next, Holm's work on EU enlargement is novel. His assertion that aspirant members are looking through a "glass wall," is dead on target, even if they are admitted. By this, he means that because of economics, the EU has stalled membership application and processes to poorer, generally eastern European states, because the current EU members do not want to share the economic burden of their admittance. Furthermore, if they are admitted, the EU will most likely adopt rules and procedures that benefit the "modern" original members and not fully account for new "poorer" members. Thus, any way the aspirant members turn they will, whether admitted or not, continually be looking through a "glass wall" that they cannot fully penetrate.

              Third, Holm's discourse on America and American nationalism in Chapter 6 is truly unique and controversial. He goes to great lengths to point out that American politics and perceptions, although of similar origins to European, are distinct and separate. He asserts that God and religion play a much larger factor in the American psyche, and thus in American foreign relations, than they do in the European model. Furthermore, because America was originally a frontier state carved out of the wilderness by intrepid pioneers, that American's by nature are more independent and resolved than Europeans. Thus, when god, religion, and the pioneer origins are combined, Americans believe that it is their given right to make the world better in their image or along their own ideological constructs/ guidelines. As Holms asserts on page 200, "the United States is a idea-state, based on a secular ideology that has universal validity."

              However, the bigger controversy in this chapter is his discourse on American elites. Holm states on page 204, that "although American culture claims to be egalitarian it does have an elite." On the same page, he goes on to point out that, the role of politician is "to bridge the gap between the people and the elite." However, he asserts that in America's case this gap can become so wide that it can result in "schizophrenic" policies. While this may be the case, and Holm's limited definition of American elites being of either the liberal or realist school is good, he does not do a good job of clarifying all the elite actors within American politics. In particular, the political elites themselves who must consider their constituency and the impact this has on American decision-making. Furthermore, by this omission he leads one to believe that American elites are more influenced by things that national elites the "world over" are themselves influenced by. Finally, it leads one to wonder if Holm does not think that American policy and decision-making is driven solely by special interest, which is true to a very limited extent, but nowhere near the extent, Holm seems to infer.

              Finally, Holm's chapters on nationalism and European history are truly fascinating and in tune with the current literature on these topics, however, they are long-winded and not as prominent in the book to warrant such lengthy discourse. For example, while nationalism is a recurring theme throughout the book, Holm would have been better served just defining it instead of spending an entire chapter deriving its definition through all of its major academic origins. Furthermore, it was unnecessary for him to trace the nation-state and Europe from the Middle Ages to present, as it really had little bearing on his thesis.

              In short, Holm's work is well researched and written despite being long-winded and somewhat controversial. For those interested in the origins of the nation-state and nationalism, it is a good synopsis. For those who wish to gain insight into the role of economics in "high-politics," it is equally good. The only major problem is grinding through it all to get to the conclusion that the EU has many problems that are not easily solved or are possibly insurmountable given the 21st Century's new complexities and the preceding centuries "emotional baggage."

              4 out of 5 stars A Fresh View of Europe's Future.......2002-11-05

              Erik Holm argues that Europe faces an uncertain future unless it can develop a political structure that respects its complex underlying cultural, economic and political characteristics. In a short monograph he provides a very useful overview of the development of the European state system, with special attention to the development of security and economic issues. The specific nature of these historic processes make much of the rhetoric about European unification inappropriate, in his view, and point the way to the emergence of an alternative form of regional organization. While his argument in favor of a European "empire" may strike readers as jarring, he makes a case that deserves careful consideration.
              Written in a lively and engaging style, this is an excellent introductory book for the general reader or advanced undergraduate class concerned with contemporary European economics and politics. Whether or not one accepts his conclusion, Holm offers a refreshing portrait of Europe today that is both revealing and provocative. At a time when a new constitution for Europe is under active discussion, this is a participarly relevant. Let's hope that it will be reprinted n a less expensive paperback edition before long and that some of the very minor copyediting errors will be caught in the process.

                  When it comes down to it, the process of protecting your e-commerce site from malicious hackers isn't too different from that of setting up defenses around any other kind of Internet site. The only characteristic that distinguishes an e-commerce site from other kinds of sites is its ability to take payment information from customers, which means there's one more way to attack the site. The scores of techniques that can bring down ordinary sites apply to e-commerce sites as well. This is why Hack Proofing Your E-Commerce Site doesn't so much distinguish itself from the collection of "defending against hackers" books already out there, as supplement those books' content with additional material that's specific to e-commerce. This book treats site defense generally, with extra material on encrypted services and payment-protection schemes.

                  The sections specifically about buying and selling on the Internet--they make up about a third of this book--appear to have been well researched, and go beyond the merely technical to comment on the legal aspects of attacking digital money transactions. You'll probably learn a lot from the authors' discussions of laws designed to protect the consumer from fraud on the Internet and the amount of trouble they can cause e-commerce businesses.                   I am a senior engineer for network security operations. I read this book to learn best practices for improving the security of my enterprise. I was very pleased to learn that "Hack Proofing Your E-Commerce Site" (HPYES) was not another "hacking book," like so many published recently. HPYES offers a wealth of practical recommendations and solid guidance for anyone responsible for host and network security.

                  Syngress' motto for their "Hack Proofing" series is "The only way to stop a hacker is to think like one." That slogan may be true for vulnerability assessment or penetration testing, but it does the material in HPYES a disservice. This book is less about the thrill of compromise and more about the measured peace of maintaining a well-protected enterprise.

                  HPYES is noteworthy for its mature, reasonable, thorough, and clear approach to explaining security practices. The diagrams and screen captures are excellent. The seven authors consistently present topics through the security tenets of confidentiality, integrity, and [availability]. I believe even managers of technical staff would find this book rewarding.

                  My favorite chapters discussed incident response (10), financial transactions (6), and policy (4). Chapters 6 and 10 were especially enjoyable, as they contained material I hadn't read elsewhere, like descriptions of electronic commerce technologies and a comparison of responses to web site compromise. (Imagine -- original material in a security book!)

                  HPYES offered a few disappointments. I was dismayed to see an installation of Apache on Windows, vice UNIX. Page 336 mentions SSH as "Secured Socket Handler"; I believe the community knows SSH as simply Secure Shell. Chapter 7 also suffered from awkward English, but compensated by introducing Nessus as a sample vulnerability assessment tool. Appendix B was probably not needed, as it's just a reprint of "Fast Track" material from individual chapters.

                  Overall, I recommend HPYES to anyone responsible for enterprise network security. This book won't receive the manufactured hype of books like "Hack Attacks Revealed" or "Hack Attacks Denied," but you will quickly recognize the HPYES authors are both skilled practitioners and effective educators.

                  Anyone with an eCommerce site can benefit from this book. Especially if you have been concerned whether you have covered all of the potential vulnerabilities associated with such sites. It is quite comprehensive in the treatment of risks, vulnerabilities, threats, and how to mitigate them. It is not a How-To book. You won't find absolute answers for firewall configurations and bandwidth requirements. It won't even tell you how to run UNIX commands or code HTML pages. What it does address is the fact that you need to ask the questions. Then it helps you determine the right answers for your site. It certainly helped me become aware of some things I had missed.

                  I bought this "overpriced" three ring binder. What was I thinking? Some of the "important" material is outdated. You'd think Mr. Harmon would have updated it as many laws have changed since he wrote it. Order the "Investment Advisor Registration Package" from the SEC for free. That's where much of the material comes from. The rest is just content that has to do with starting a business. By the way this "binder" has nothing to do with starting a mutual fund company but an investment advisory company.

                  This book was a total waste of money. It was written by a lawyer who admits to not being an expert on careers. "Let me say right up front: I'm not a career counselor" (page 2). If you are miserable in your current career, as am I, then do not expect any help or guidance with this book. It was vague and useless.
