      Product Description

Domestic government debt markets play a critical role in managing public debt effectively and reducing the vulnerability of developing countries to financial crises. Many aspects of debt markets - money, primary, and secondary markets; a diversified investor base; and sound securities custody and settlement systems and regulation - interact in complex ways and are affected by previous policies and developments. Developing the Domestic Government Debt Market: From Diagnostics to Reform Implementation draws insights from a joint pilot program set up by the World Bank and International Monetary Fund to design relevant reform and capacity-building programs in twelve countries. The experiences of these geographically and economically diverse countries - Bulgaria, Colombia, Costa Rica, Croatia, Indonesia, Kenya, Lebanon, Nicaragua, Pakistan, Sri Lanka, Tunisia, and Zambia - illustrate the challenges, obstacles, and progress in applying principles of market development. Developing the Domestic Government Debt Market will serve government officials contemplating or in the process of reforming their practices, providers of technical assistance, and practitioners working on building capacity in debt market development. Because effective development of debt markets is one key piece in sound public debt management , readers will also be interested in the companion volume, Managing Public Debt, published by The World Bank in February 2007, based on the same joint pilot program.

      Book Description

In most of the currency crises of the 1990s, the largest output falls have occurred in those emerging economies with large currency mismatches, a phenomenon that occurs when assets and liabilities are denominated in different currencies such that net worth is sensitive to changes in the exchange rate. Currency mismatching makes crisis management much more difficult since it constrains the willingness of the monetary authority to reduce interest rates in a recession (for fear of initiating a large fall in the currency that would bring with it large-scale insolvencies). The mismatching also produces a "fear of floating" on the part of emerging economies, sometimes inducing them to make currency-regime choices that are not in their own long-term interest. Authors Morris Goldstein and Philip Turner summarize what is known about the origins of currency mismatching in emerging economies, discuss how best to define and measure currency mismatching, and review policy options for reducing the size of the problem.

5 out of 5 stars Strongly recommended reading for policy makers.......2004-07-14

In Controlling Currency Mismatches In Emerging Markets, Morris Goldstein (Dennis Weatherstone Senior Fellow at IIE) and Philip Turner (Head of the Secretariat Group in the Monetary and Economics Department, Bank for International Settlements) collaborate in revealing and dealing with past and present weaknesses in economic policies and institutions in contemporary and emerging markets around the globe. But more than a simply litany of flawed policies and economic ills, the authors present an effective and practical plan of action to control currency mismatches through a managed floating currency regime, an inflation targeting regime for monetary policy, regular publication of data on currency mismatches at the sectoral and economy wide levels, stepped up supervision and monitoring of currency mismatches in banks and in the loan customers, changes in official safety nets and in IMF policy conditionality, implementation of more prudent debt and reserve management policies in emerging economies, and a higher priority with respect to developing domestic bond markets, hedging instruments, and reduced barriers respecting foreign-owned banks within emerging economies. Informed and informative, Controlling Currency Mismatches In Emerging Markets is a sold work of seminal research and strongly recommended reading for policy makers with respect to international economic issues.

      Book Description

Can knowledge of financial policies in developing countries over four decades help the socialist economies of Asia and Eastern Europe become open market economies in the 1990s? In all these countries the loss of fiscal and monetary control has often resulted in high inflation that undermines the liberalization process itself. In the second edition of The Order of Economic Liberalization, Ronald McKinnon builds on his influential work on the liberalization of financial markets in less developed countries and outlines the progression necessary to move from a "repressed" to an open economy.

New to this edition are chapters that contrast the gradual Chinese approach to liberalizing domestic and foreign trade with the "big bang" approach followed by some Eastern European countries and republics of the former Soviet Union. Financial control and macroeconomic stability, McKinnon argues, are more critical to a successful transition than is any crash program to privatize state-owned industrial assets and the banking system.

5 out of 5 stars Compilation of good policy decisions.......2003-02-17

This book takes the opposite position of Jeffrey Sachs' big bang theory of economic reform. Instead of a big bang, McKinnon suggests a particular order to economic liberalization in order to maintain some stability during the transition process. He uses many examples to show that, for example, fiscal stability should come first, which is a lesson that has proven itself current with Argentina's and Turkey's cases in the early 2000s. This is a book that, though has a strong economics foundation, leaves something to be desired in terms of rigour of economic analysis. Instead, it was written I think particularly for the usage of policy-makers who may not be familiar with technical economic jargon.

This book gives insight knowledge about the monetary and fiscal policy making in the developing countries. First ten chapters of the book desribes the expereince of Far Eastern and Latin American countries' financial reforms during the 1960-80s. Especially, it would be interesting to read about the reasons of Japanese as well as Korean miraculous growth during the above mentioned period. Besides, last three chapters explain the case of transitional countries of ex-socialist economies. In his last chapters, the author compares the Russian big bang effect with Chinese gradual reforms. He also points out on the importance of fiscal as well as the liberation policies in those transional countries. Since it is based on the development models of many countries in the world,in brief, I think, the book would be very useful for the policymakers in almost all developing countries.

        Book Description

This book assembles current theoretical contributions to monetary theory, banking and finance. The papers published in this collection span a wide variety of themes, from monetary policy to the optimal design of financial systems, from the study of the causes of financial crises to payment systems design. Thereby, the book serves as a useful reference to all researchers interested in the study of financial systems and monetary economics. The papers contribute to two strands of literature: A first group of papers focuses on topics related to the optimality of financial mechanisms, banking regulation, financial crises, financial fragility, and payment systems. A second group of papers is broadly concerned with the efficiency of the decentralized monetary solution in economies characterized by equilibrium heterogeneity.

The authors of this study challenge the assumptions of the World Bank that the expansion in informal cross-border trade is a vindication of the market-liberalizing thrust of structural adjustment, and that adjustment policies have improved the effectiveness of an "independent" bourgeoisie that is emerging out of this trade as an agent of regional integration. Instead, they make the case for the adoption of what they call a "development approach" for tapping the benefits of the informal currency markets, as an alternative to the "market coercion" of structural adjustment.

With the loss of Soviet control in Central and Eastern Europe, as well as the move toward economic liberalization in many developing countries, a huge increase in the number of convertible currencies in the world has occurred. A key aspect of the management of these currencies involves their relationships with the world economy, which is determined partly by type of exchange rate. Contributors to this volume argue that the costs and benefits of fixed versus flexible rates vary systematically across different types of economies

                  Book Description

The 1994-1995 Mexican crisis was the first in a succession of financial crises to hit emerging markets in Thailand, Indonesia, Malaysia, South Korea, Russia, Brazil, Argentina, and Turkey. In almost all these cases, problems in the banking sector played a key role. Any analysis of recent developments in emerging market economies must consider two questions: What is the degree of financial vulnerability in emerging market economies, and what, if any, is the connection between the exchange rate regime and financial vulnerability?

This book furthers understanding of the impact of financial policies on emerging market economies. Following an introduction by the editors, the book contains two main sections. The first presents theoretical and empirical evidence on the relation between financial policy and financial vulnerability. The second considers financial policy in central and eastern Europe in terms of the euro and the European Monetary Union. Although there is no clear-cut answer to which exchange rate regime works best, the book concludes that the financial vulnerability of emerging market economies suggests the advisability of greater caution in financial system liberalization and management.

The book features eight studies related to governance and risk. It provides a critical evaluation of Basel II, and questions the significance of corruption in country risk analysis and investors' decision making. It offers a reliable model of early warning credit signals that helps managers to detect default risks, and provides a risk-based analysis of alternative production systems in Pakistan. It analyzes the effects of market liberalization on volatility spill-over across the globe, and examines past and future prospects for the Iraqi stock exchange. Finally, it proposes securitization as a means to finance costs of reconstruction in Iraq.
