          From the author: In countries where subnational governments control a large part of the public finances, the central government's ability to keep its commitment to the European Union's Stability and Growth Pact can be a difficult matter. European rules demand that the overall budget be balanced over the medium term; applying this rule at subcentral level may unduly reduce capital outlays and local budgetary autonomy. This article examines the possible impact of budgetary stability legislation on the capital expenditure of Spanish municipalities. The empirical findings suggest that the new budgetary stability framework will oblige municipalities to (i) limit their investments, (ii) raise the tax burden, or (iii) reduce the funds allocated to other budget items. We believe the Spanish municipal experience is generalizable to other federal countries in Europe that are facing hard budget constraints and high earmarked grants.

            Description:
            The purpose of this study is to construct a spatial microsimulation model known as the spatial microsimulation approach for retail market analysis (SMARMA) in order to analyse the retail market at the small-area level in Kusatsu City, Shiga Prefecture, Japan. In this study, we focus on examining the following issues. First, we attempt to create synthetic household microdata from a consumer questionnaire survey using both reweighting and imputation approaches. Second, we present the manner in which the results of the spatial microsimulation model are used for market analysis with regard to grocery stores. Market shares, turnover ranking and detailed consumer characteristics for selected stores are examined. In particular, the spatial distributions of households and their shopping behaviour are discussed in order to identify variations in consumer characteristics. As a result, this study shows that a spatial microsimulation model can generate detailed and reliable synthetic microdata from a consumer questionnaire survey. Besides, it is confirmed that this model is a highly relevant approach for implementing market analysis at the small-area level.

                        Abundant of data, charts and historical records, this book can be a good resource for interested economists, government officials and historians about the longest and still ongoing deflation period of the last century. The exceptionally long 26 page foreword by the Chicago U Professor Robert Aliber also gives any green reader a good summary of the existing economic structure of Japan.

                        However, as a professional trader with heavy trading in dollar yen for nearly a decade, I dont find the book useful. The so claimed original hypotheses which link the periodic sharp upswings of the yen to poor economic performance and the arrogance of BOJ governors, are definitely nothing new. Contrary to what printed in the back cover, no practical advice had been offered to investors at all. The future of yen is still at the mercy of the BOJ governor, if not God, when no fundamental change of the existing bureaucracy is within sight.

                        In short, if you want a resource book, this is okay. If you want a trading or investment book, look somewhere else.

                        This is a commendable book that gives useful advice and guidance to those who wish to enter the management consulting profession. The book is comprehensive which makes it an important reference book to those who wish to have an in-depth insight into consulting.

                        The author explores what the profession entails, the elements that makes one a successful consultant, how one should market and sell the consultancy services, the considerations for setting a fee, how one can be a successful consultant and some of the pitfalls that one needs to avoid, among several useful advice.

                        The reader is also provided with useful tips on the costs that one should expect and the need to ensure that one establishes a trusting and ongoing relationship with clients.

                        This is an important reference book in my library that I recommend.

                        Different from many books promissing the easy way to "become a successful conultant in 5 days". A good primer and refence book. Kubr presents key issues and methods in management consulting in a conzise way giving an overview on the consulting process, areas of work for consultants and management of a consulting firm. Extensive bibliographic information makes it a source of reference. Useful for people who wnat to engage in consultancy other than management.

                        I bought the book thinking that it would provide useful guides in international environmental consultancy. But the book contained very little useful information, plenty of outdated information, and large chunks of the text are superficial that anyone already in the consulting business would already know. There are some factual erros in the text and some stereotyped description of people and business in developing countries. The book is a waste of my money.

                        I found Peter Sam's book to be a tremendous disappointment. The book itself is 300 pages long with a nice glossy cover and a table of contents that promises to get into all sorts of interesting things. The book did not measure up, however, to my expectations.

                        Well over half of the book is devoted to a series of appendices with outdated information that appears to be taken out of old directories or websites. And the insights contained in the body of the book are few and far between. Most of the suggestions are fairly superficial and obvious (e.g., establish networks).

                        I won't buy this book again, nor would I recommend it to anyone.
