    The International Monetary Fund (IMF) is in eclipse as the preeminent institution promoting international economic and financial stability. The IMF should not focus primarily on its low-income members and the challenges of global poverty nor should it focus exclusively on international financial crises affecting a small group of vulnerable emerging-market economies. Instead, it must be engaged with each of its members potentially on the full range of their economic and financial policies and play a central role in shaping global economic performance. This important new book strongly argues that systemically important countries, starting with the Group of Seven, must support the IMF in this role. Its recommendations cover all key aspects of IMF responsibilities and operations: (1) In the crucial area of governance, the membership of the IMF should promptly address the reallocation of IMF shares (voting power) and the reallocation of chairs (representation on the IMF executive board), and it is time to discard the old conventions and to adopt a merit-based approach to the choice of the IMF’s leadership; (2) mechanisms should be put in place to increase the IMF’s leverage over systemically important members, and the IMF must act more forcefully in discharging its responsibility to exercise firm surveillance over members’ exchange rate policies; (3) the Fund’s central role in external financial crises should be reaffirmed; (4) the IMF should narrow and refocus its involvement with its low-income members; (5) the IMF’s activities should be updated with respect to members’ capital account policies and financial sectors; and (6) the IMF should put in place procedures for borrowing from the market to guard against the possibility that it will not receive timely increases in its quota resources.

          In the field of molecular evolution, inferences about past evolutionary events are made using molecular data from currently living species. With the availability of genomic data from multiple related species, molecular evolution has become one of the most active and fastest growing fields of study in genomics and bioinformatics.

          Most studies in molecular evolution rely heavily on statistical procedures based on stochastic process modelling and advanced computational methods including high-dimensional numerical optimization and Markov Chain Monte Carlo. This book provides an overview of the statistical theory and methods used in studies of molecular evolution. It includes an introductory section suitable for readers that are new to the field, a section discussing practical methods for data analysis, and more specialized sections discussing specific models and addressing statistical issues relating to estimation and model choice. The chapters are written by the leaders of field and they will take the reader from basic introductory material to the state-of-the-art statistical methods.

          This book is suitable for statisticians seeking to learn more about applications in molecular evolution and molecular evolutionary biologists with an interest in learning more about the theory behind the statistical methods applied in the field. The chapters of the book assume no advanced mathematical skills beyond basic calculus, although familiarity with basic probability theory will help the reader. Most relevant statistical concepts are introduced in the book in the context of their application in molecular evolution, and the book should be accessible for most biology graduate students with an interest in quantitative methods and theory.

          Rasmus Nielsen received his Ph.D. form the University of California at Berkeley in 1998 and after a postdoc at Harvard University, he assumed a faculty position in Statistical Genomics at Cornell University. He is currently an Ole Rømer Fellow at the University of Copenhagen and holds a Sloan Research Fellowship. His is an associate editor of the Journal of Molecular Evolution and has published more than fifty original papers in peer-reviewed journals on the topic of this book.

          Overall it is a good and complete book on Molecular Evolution, and basic DNA analysis techniques.

          I don't look for any one book to answer all my questions. This one carries its weight, though, and maybe a bit more.

          The first section gives the clearest and most detailed description of nucleotide sequence comparisons I've seen. I'm no biologist, but it really got me thinking about some new ways to talk about substitution matrices.

          The bulk of the book covers what I hoped for originally: phylogenetic trees. The authors choose an unusual approach - it doesn't quite meet the authors' initial promise of math-minimization, but doesn't climb too far up the ivory tower, either. I find it a very practical, usable level of presentation. I'd be nervous about going beyond their formulas, since the math for real understanding isn't all there. Still, the phylogeny discussion covers a lot of material, and covers it well enough for me to write programs about most of it.

          The final section addresses population genetics. I have nothing against population genetics, it just never seemed to point where I'm headed. Nei and Kumar corrected my mis-impression. Population gentics is the background model, the null hypothesis, behind the functions that score population differences. It really shows what happens when the tree of life branches out.

          The book has some minor weaknesses. It emphasizes nucleotide sequences at the expense of peptides; I can't fault an author for writing what they want as opposed to what I want. On page one, the authors decline an intensely mathematical approach. By page 25, they're up to Poisson and gamma distances. The typography make the section breaks into a "Where's Waldo" experience. Nei's favorite author, based on citations, is Nei. Well, false modesty is no virtue. This book seems authoritative and Nei seems to be an authority, maybe not just in Nei's opinion.

          This book really has given me a lot more to work with than most. Education isn't cheap these days, and this book is very educational. I just hope no one asks me to lend it any time soon.

          Nei and Kumar's "Molecular Evolution and Phylogenetics" is basically an updated version of Nei's 1987 "Molecular Evolutionary Genetics" book. Accordingly, attention is shifted to reviewing many recent advances in methods of phylogenetic inference with an obvious bias towards distance methods, particularly those which the senior author devised. In fairness, they give decent coverage to the more popular parsimony and likelihood methods as well. The great strength of the book is the number of real examples used to illustrate properties of the methods, and their focus on statistical methodology without miring the reader in detailed mathematics. The disappointment is that while breadth of coverage is tolerable, depth is lacking. Expanding their views on the shortcomings of likelihood in choosing tree topology and likelihood ratio-tests in choosing models of sequence evolution would have been most enlightening, particularly as these issues have been brushed lightly aside by phylo-likelihoodists. Other methods (Hadamard transformations, Bayesian phylogenetic inference) were absent altogether. Further the chapter on molecular clocks was disappointing--old 1980s controversies were rehashed, while there was nothing on methods that relax the assumption of rate constancy while still allowing divergences to be dated. Admittedly some of this is very new and research is ongoing, but there isn't even a hint of these developments in this chapter. Another plus though is the addition of a chapter on inferring ancestral states of molecular sequences.

          Unlike Molecular Evolutionary Genetics, far too little of the book is devoted to methods at the population level, and what is there again smacks of state-of-the-art 15-20 years ago. I was hoping for much more coverage of microsatellite and AFLP data. There was very little for either, while now rarely-used RFLPs were given extensive coverage.

          In short, this book was too short, particularly for the price, and I almost gave it 3 stars rather than 4. However, if you are a phylogeneticist, you will probably want to have this book on your shelf. A lighter introduction for the uninitiated would be Rod Page's "Molecular Evolution" or Graur and Li's "Fundamentals of Molecular Evolution". However, my hopes for a good comprehensive text and reference on phylogenetic methods now rest on publication of Joseph Felsenstein's "Inferring Phylogenies".

          This book is an excellent text and reference for both graduate students and faculty. It covers several topics in molecular evolution and phylogenetic analysis, as the title suggests. It stands as a unique contribution because the authors explain the mathematical and conceptual framework of a given topic in molecular evolution or phylogenetic analysis and give subsequent examples to show how various analytical methods can be applied to the study of that topic. In that context, the explanation of concepts was exceptionally clear, which made it easy to understand potentially difficult subject matter. This book is highly recommended to those wishing to study the analysis of genes and proteins in an evolutionary framework.

          Our basic question is: Given a collection of DNA sequences, what underlying forces are responsible for the observed patterns of variability? To approach this question we introduce and analyze a number of probability models: the Wright-Fisher model, the coalescent, the infinite alleles model, and the infinite sites model. We study the complications that come from nonconstant population size, recombination, population subdivision, and three forms of natural selection: directional selection, balancing selection, and background selection. These theoretical results set the stage for the investigation of various statistical tests to detect departures from "neutral evolution." The final chapter studies the evolution of whole genomes by chromosomal inversions, reciprocal translocations, and genome duplication. Throughout the book, the theory is developed in close connection with data from more than 60 experimental studies from the biology literature that illustrate the use of these results. This book is written for mathematicians and for biologists alike. We assume no previous knowledge of concepts from biology and only a basic knowledge of probability: a one semester undergraduate course and some familiarity with Markov chains and Poisson processes. Rick Durrett received his Ph.D. in operations research from Stanford University in 1976. He taught in the UCLA mathematics department before coming to Cornell in 1985. He is the author of six books and 125 research papers, and is the academic father of more than 30 Ph.D. students. His current interests are the use of probability models in genetics and ecology, and decreasing the mean and variance of his golf score.

          Rick Durrett was a graduate student in operations research at Stanford. Rick was Iglehart's prize student and was even then predicted to surpass Iglehart in his achievements.

          Rick has been an academic his entire career and has made major contributions in applied probability. He also explains things in very intuitive ways and has thus been able to publish a number of successful books on various aspects of probability theory and stochastic processes. In this book Rick presents a variety of probability models to explain the evolution of DNA sequences that are found in humans. This represents an interesting and important area of research that has tremendous impact on medical treatments, pharmaceuticals and genetic engineering. Most of all it has the rigorous touch that Rick always gives to his work.
