Poor Kids in a Rich Country: America's Children in Comparative Perspective

ASIN: 0871547023 |
Book Description
In Poor Kids in a Rich Country, Lee Rainwater and Timothy Smeeding ask what it means to be poor in a prosperous nationespecially for any country's most vulnerable citizens, its children. In comparing the situation of American children in low-income families with their counterparts in 14 other countriesincluding Western Europe, Australia, and Canadathey provide a powerful perspective on the dynamics of child poverty in the United States.Based on the rich data available from the transnational Luxembourg Income Study (LIS), Poor Kids in a Rich Country puts child poverty in the United States in an international context. Rainwater and Smeeding find that while the child poverty rate in most countries has been relatively stable over the past 30 years, child poverty has increased markedly in the United States and Britaintwo of the world's wealthiest countries. The book delves into the underlying reasons for this difference, examining the mix of earnings and government transfers, such as child allowances, sickness and maternity benefits, unemployment insurance, and other social assistance programs that go into the income packages available to both single- and dual-parent families in each country. Rainwater and Smeeding call for policies to make it easier for working parents to earn a decent living while raising their childrenpolicies such as parental leave, childcare support, increased income supports for working poor families, and a more socially oriented education policy. They make a convincing argument that our definition of poverty should not be based solely on the official poverty linethat is, the minimum income needed to provide a certain level of consumptionbut on the social and economic resources necessary for full participation in society.
Combining a wealth of empirical data on international poverty levels with a thoughtful new analysis of how best to use that data, Poor Kids in a Rich Country will provide an essential tool for researchers and policymakers who make decisions about child and family policy.

Programs in Aid of the Poor (Johns Hopkins Paperback)

Book Description
In 1964, Lyndon Johnson declared an "unconditional war on poverty," launching a variety of new antipoverty programs and enhancing existing ones. This war is still being fought. But with what success? And at what cost? Incorporating new data from the 2000 census, the eighth edition of Programs in Aid of the Poor provides an up-to-date, comprehensive overview of current federal programs aimed at alleviating poverty in the United States. The authors focus on programs that offer cash support, provide goods and services to poor people, address the well-being of children and youth, prepare young people to earn above-poverty incomes, and offer adults a second chance to earn their way out of poverty. They also discuss the definition of poverty, identify who the poor are, and generalize the causes of poverty.
"To an extent," the authors find, "we have prosecuted our war against poverty the way Senator George Aiken of Vermont advised that we do in Vietnam: 'Declare victory and go home.' Yet the war against poverty has not been abandoned. Skirmishes continue, with widely fluctuating commitment."
Co-authors Garth and Stephen Mangum and Andrew Sum have also prepared a companion volume, The Persistence of Poverty in the United States, analyzing the underlying causes of poverty and its persistence in America.

The Poor in Court: The Legal Services Program and Supreme Court Decision Making
Susan E. Lawrence Manufacturer: Princeton Univ Pr ProductGroup: Book Binding: Hardcover ASIN: 0691078556 |
Book Description
Focusing on the Supreme Court as an integral part of the policy-making process, Susan Lawrence examines how a change in who has access to the Court, and the nature of the institutions that structure that access, has affected its agenda setting and doctrinal development. In her analysis of cases sponsored by the Legal Services Program (LSP) before the Supreme Court during the 1966 through 1974 terms, she explores the effect of this agency in creating a voice for the poor in the judicial policy-making process. The Court's response to cases presented by the LSP--as exemplified in its decisions to invalidate residency requirements for welfare recipients (Shapiro v. Thompson, 1969) but uphold maximum family grants (Dandridge v. Williams, 1970)--is described as emerging from a timely combination of new litigant claims, available legal bases, and judicial values and role conceptions, all of which were shaped by the political climate of the era. Lawrence convincingly argues that litigation before the Court is a powerful method of political participation for the disadvantaged.

Expensive Children in Poor Families: The Intersection of Childhood Disabilities and Welfare
Marcia Meyers , Henry E. Brady , and Eva Y. Seto Manufacturer: Public Policy Institute of California ProductGroup: Book Binding: Paperback ASIN: 1582130558 |
Product Description
Although disabilities affect children of all income groups, poor children are far more likely to suffer from them. In this study, Marcia K. Meyers, Henry E. Brady, and Eva Y. Seto provide important new estimates of the private costs and public effects of childhood disabilities among welfare recipients. Based on over 2,000 interviews with household heads in Los Angeles, Alameda, San Joaquin, and San Bernardino Counties, their estimates cover direct expenditures by families and indirect costs due to employment reductions. They also examine participation rates in public assistance programs and estimate the likelihood that families with disabled children will exit these programs to independence. They conclude that public assistance may be an essential part of an income-packaging strategy for many of these families.

Feeding the Poor: Assessing Federal Food Aid
Peter H. Rossi Manufacturer: American Enterprise Institute Press ProductGroup: Book Binding: Hardcover ASIN: 0844740101 |
Book Description
In 1996, Democratic president Bill Clinton and the Republican-controlled Congress ended "welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in actuality, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II.Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.

The Myth of Free Trade: The Pooring of America
Ravi Batra Manufacturer: Touchstone ProductGroup: Book Binding: Paperback Similar Items:
ASIN: 0684833557 |
Book Description
In a front-page story in the Wall Street Journal, Pat Buchanan named The Myth of Free Trades as one of the cornerstones of his protectionist economic policy. Written by Dr. Ravi Batra, bestselling economist and author of The Great Depression of 1990, The Myth of Free Trade throws down the gauntlet to economic orthodoxy and challenges the gospel of free trade. Dr. Batra states that "laissez-faire has wrecked U.S. industry and shattered the American dream."As an anecdote to our economic ills -- the federal deficit, our reliance on foreign imports, widespread downsizing, environmental destruction -- Dr. Batra sets out a five-year plan for economic revival that includes raising tariffs on imports, banning mergers among giant firms, and encouraging domestic competition by splitting huge corporations into smaller units.

Is Free Trade really Free?.......2006-04-27
Myth of "Free" Trade now needs a follow-up.......2004-06-01
With some 6 Billion People on the planet, 5 Billion earn less than $1,000 per year (say $5 Trillion) - only about 1 Billion earn around $25,000 or more ($25 Trillion) - with 300 Million those in the USA. So, if 6 Billion people "share" the $30 Trillion total World GDP, that means an "average" of $5,000 for each person.
While a peasant in China might be temporarily better off, it would mean the economic end of the USA, Japan and Europe, then total collapse for the West. If China's current goal is to conquer the West, they can do it without a shot fired - just keep exporting while we keep importing and closing factories.
I only hope that Batra writes a follow-up book quite soon and offers up an overview that all of us can internalize. My further hope is that he can present his comments on CSPAN, CNET and CNN before the US election in November.
Well thought out.......2000-06-03
