In comparing the situation of American children in low-income families with their counterparts in 14 other countries—including Western Europe, Australia, and Canada—they provide a powerful perspective on the dynamics of child poverty in the United States.

    Based on the rich data available from the transnational Luxembourg Income Study (LIS), Poor Kids in a Rich Country puts child poverty in the United States in an international context. Rainwater and Smeeding find that while the child poverty rate in most countries has been relatively stable over the past 30 years, child poverty has increased markedly in the United States and Britain—two of the world's wealthiest countries. The book delves into the underlying reasons for this difference, examining the mix of earnings and government transfers, such as child allowances, sickness and maternity benefits, unemployment insurance, and other social assistance programs that go into the income packages available to both single- and dual-parent families in each country. Rainwater and Smeeding call for policies to make it easier for working parents to earn a decent living while raising their children—policies such as parental leave, childcare support, increased income supports for working poor families, and a more socially oriented education policy. They make a convincing argument that our definition of poverty should not be based solely on the official poverty line—that is, the minimum income needed to provide a certain level of consumption—but on the social and economic resources necessary for full participation in society.

Based on over 2,000 interviews with household heads in Los Angeles, Alameda, San Joaquin, and San Bernardino Counties, their estimates cover direct expenditures by families and indirect costs due to employment reductions. They also examine participation rates in public assistance programs and estimate the likelihood that families with disabled children will exit these programs to independence.               In 1996, Democratic president Bill Clinton and the Republican-controlled Congress ended "welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in actuality, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II.

              Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.

                      SMU Professor Ravi Batra's significant work outlines why America has become a debtor nation. The main cause is free trade. This policy has caused real wages to fall for 80% of the work force despite increased productivity because of manufactured goods falling relative price. This phenomenon is known as "agrification".
                      Moreover, poor leadership has allowed foreign nations such as Japan, South Korea, and China to sing free trade's praises while following protectionist policies as tariffs, quotas, exchange controls and the like at home. The post WWII General Agreement on Tariffs and Trade rounds or negotiations have resulted in a lack of reciprocity for American exports. Before GATT lowered tariffs, to permit imports to flood U.S. markets, the country was largely a closed, self-sufficient economy. However, since we have become an open economy the country has become awash with red ink in the current or trade account.
                      To remedy this critical situation, Dr. Batra suggests a national policy of "competitive protectionism". This solution entails raising the average tariff from 5% to 40% while promoting domestic competition to spur innovation by prohibiting most mergers and monopolies. The result might be an improved living standard for Americans. The standard of living has declined for most workers as measured by the real wage since 1973 - - the year the U.S.A. became an open, free trade economy.

                      4 out of 5 stars Myth of "Free" Trade now needs a follow-up.......2004-06-01

                      Batra has done a fine job of pointing out the problem. Some want more figures, but the key here is the concept of "averaging". For that, I wish Batra had given us a simple example like the one below:

                      With some 6 Billion People on the planet, 5 Billion earn less than $1,000 per year (say $5 Trillion) - only about 1 Billion earn around $25,000 or more ($25 Trillion) - with 300 Million those in the USA. So, if 6 Billion people "share" the $30 Trillion total World GDP, that means an "average" of $5,000 for each person.

                      While a peasant in China might be temporarily better off, it would mean the economic end of the USA, Japan and Europe, then total collapse for the West. If China's current goal is to conquer the West, they can do it without a shot fired - just keep exporting while we keep importing and closing factories.

                      I only hope that Batra writes a follow-up book quite soon and offers up an overview that all of us can internalize. My further hope is that he can present his comments on CSPAN, CNET and CNN before the US election in November.

                      Well done. It's a shame however that Batra doesn't follow through on this topic in his later books, and gets side-tracked instead by other factors which at best have secondary impact on global economy and ecology. After suffering an entire generation (30 years) of decoupling of per capita productivity and per capita real wage, one wonders how much more stress the US economy can take before it collapses. Then again, what are the limits of human ingenuity and resiliency? Can these factors reverse the damage done by the Free Trade policy? Batra's addressing this factor would have been extremely helpful.

                      Batra explains clearly why free trade has not been as beneficial as advertised. Though tariff cuts are generally seen as a tonic for the economy, Batra reviews statistics which show that real wages have fallen during the same era in which tariffs have been cut. In fact, Dr. Batra makes it clear that free trade can make the real GDP rise -- while simultaneously leading to the impverishment of the working class. Like a good economist, Dr. Batra realizes that tariffs are not a cure all. He intelligently points out that domestic competition behind tariff walls has historically been more important than international competition in spurring innmovation and productivity increases. In this light, he combines recommendations for tariffs with recommendations for an aggressive anti-trust and anti-merger policy. Even more interesting is Batra's focus on trade's negative environmental effects. By making necessary the extensive use of transport and shipping, trade encourages oil use and resource waste. Thus, encouraging consumers to buy things near their production site is both sound economics and sound ecology. A great book. I just graduated with honors as an undergrad with degrees in economics and history. Reading Dr. Batra got me started in economics. Now I want to get a master's in econ. Batra is truly an inspiring, intelligent vioce for an economy that is both humane and efficient. Its been five years since i read this book, and i still regard it as a vital source of heretical wisdom on the trade issue.
