          In emergencies, distributing cash in a targeted manner can often meet people's immediate needs more quickly and appropriately than the direct distribution of commodities such as food aid. Cash gives people choices and thereby preserves their dignity. Commodity distribution may pose logistical problems, takes time, and in the case of food aid, may disrupt local markets if food is actually available within the affected country or region. But among humanitarian agencies there are fears that cash transfers will pose security risks, create inflation, and fail to be used to meet basic needs.

          In this guide, the first of its kind, Oxfam staff members present the rationale behind cash-transfer programs, considering the arguments for and against cash as an alternative to commodity distribution. They also give guidance on when cash is the most appropriate intervention and how to assess this. Different types of cash intervention are compared--cash grants, vouchers, and cash-for-work--and the guide uses checklists to explain the practical steps involved in implementing them. They draw on the experience of Oxfam and other agencies of operating such programs, including responses to the devastation caused by the Indian Ocean tsunami in December 2004.

          The guidelines are primarily intended for NGO personnel: humanitarian program managers, food-security specialists, public-health engineers, finance staff, and logisticians. Policymakers in donor organizations and international agencies will also find them relevant.

          The sixteen cards contain key elements from the book to explain how to assess whether cash is the most appropriate response to any particular emergency. The cards and the paperback are also available as a set.

The risk associated with the challenges mandates the development process include computer simulation models capable of predicting weapon system performance from the engineering level to assessing the military worth of employing HEL systems in combat scenarios. This research effort focuses on developing laser performance data at a higher fidelity engagement model and integrating the performance data into a mission level model. The propagation of the laser from the transmitting aperture to the target is modeled at the engagement level through the employment of the High Energy Laser End-to-End Operational Simulation (HELEEOS), developed by the AFIT Center for Directed Energy (CDE). The output from HELEEOS directly transfers into data lookup tables for the Extended Air Defense Simulation Model (EADSIM). The EADSIM simulations asses the combat performance of a proposed new HEL weapon, the Advanced Tactical Laser (ATL), in a well-defined mission level scenario based on HEL Joint Technology Office (JTO) requirements for future HEL systems. EADSIM is a mission level simulation model included in the Air Force Analytical Tool Kit. Specifically the research explores the development of the necessary information requirements for HELEEOS and EADSIM to accurately model ATL effects and evaluates challenges related to modeling HEL engagements in EADSIM.

Specifically, the thesis evaluated the effectiveness of the Army Task Force XXI AWE in providing information to support investment decisions and refinement of requirements for information age technologies. A detailed analysis of the 1997 Operational Test and Evaluation Command (OFTEC) Live Experiment Assessment Report identified program developmental recommendations. Data were collected from appropriate program offices and user representatives to determine the perceived utility of the recommendations and level of implementation. Qualitative data detailing why specific recommendations were or were not implemented were used to determine the contributing factors to a program's ability to benefit from participation in the experiment. Overall, fifty-two percent of the OPTEC recommendations were reported as either fully or mostly implemented. Other potential benefits of AWE participation were identified to include (1) marketing and exposure of program, (2) refinement of user requirements, and (3) information on integration, interfaces, and interoperabilty. Risks from participation in the 4WE included (1) a poor return on investment, (2) potential negative exposure, and (3) extensive changes in requirements.

                              There are all sorts of typical measurement results for outdoor infrared signature measurements--not military targets but backgrounds and material samples, as well as a pretty complete explanation of the underlying physical processes, along with all the equations you'll ever need. The presentation is a little basic by modern standards, and the overall level of difficulty is high, more than the "Tutorial Texts" in the title suggests.

                              The book disappointed me at first, a little, because I thought I was getting something more of physics, more mathematical, like a high school study book. But as it turned out, it is quite fascinating and pretty! The images taken there are so beautiful, it will not disappoint anyone even if they're into plane physics and not images. I recommend it to everyone who likes physics and light!

                              Austin is one the foremost scientists in the exciting field of electronic imaging. It was my pleasure to review this book when I was an editor in chief for a trade pub several years back and it is one of my favorites. It is not a tech heavy book, rather well written and a favorite in my personal library. Buy it and you will learn so much and get in on a growing field of applications that now includes ultraviolet imaging in Austin's vast knowledge of emerging photonic and electronic imaging.

First, the various different methods of accessing the THz range discussed here should serve to convince the reader that there have been qualitative and significant improvements over older, more conventional techniques. It should be clear that these improvements enable practical "real-world" applications of THz technology, in a manner which would not have been possible before. The reader should be convinced that this is a realistic goal within the next few years. Second, the demonstrations and feasibility tests described here should serve as compelling evidence of the utility of such devices. Owing to the unique characteristics of THz radiation and its interaction with materials, these devices have substantial advantages over other, competing technologies in a number of different areas.

Based on both demand- and supply-side dynamics, market shares by country of origin are then calculated across each country market destination. These shares lead to a volume of import and export values for each country and are aggregated to regional and world totals. In doing so, we are able to obtain maximum likelihood estimates of both the value of each market and the share that China is likely to receive this year. From these figures, rankings are calculated to allow managers to prioritize China compared to other major country markets. In this way, all the figures provided in this report are forecasts that can be combined with internal information sources for strategic planning purposes.
