I have yet to meet a prudent investor that thinks the government would do a better job of spending the money that the investor has accumulated, than they would do spending it themselves.

Doug Rogers' Tax-Aware Investment Management guide is timely. Doug gives you questions to ask your advisor. He provides a historical prospective while injecting humor. Doug even synthesizes the implications of taxation on investment results in a readable fashion.

Wall Street serves institutions (they live in world of relative "better than the benchmark or at least awfully darn close to it so they can keep their job" performance evaluation.

Private clients are often sold what institutions bought 5 or 10 years ago. The individual investor's best interests would be better served by thinking about this topic before, during and after they invest. You can only spend what you have after tax, after fee. I suggest you invest some time in thinking about the wisdom that Doug shares.

This book could/should be used as a handbook for investment professionals considering tax aware investing. Doug has compiled years of research, insight and practice into a concise "manual" to shed some light on this complicated,and ever-changing aspect of investment management. Billions of dollars are needlessly lost each year from investors' portfolios because investment professionals fail to consider the impact of taxes when constructing and managing investment portfolios.

The book is very well written and organized. Hopefully, more people will realize the importance of taxes on portfolio performance and be drawn to firm's who can add value by having the knowledge and the ability to "play the game". This is especially true in a low return environment where the tax burden can have a meaningful impact in overall returns.

Now in an updated fourth edition, Minding Her Own Business is a guide to taxes and financial records written especially for self-employed women, but highly recommended for entrepreneurs everywhere regardless of gender. Written in plain and simple terms, Minding Her Own Business covers licenses and permits, bank accounts and credit cards, records the IRS expects one to have, ledger books and recordkeeping systems, 1099 Forms, identifying deductible expenses, filling tax forms and much more. A thorough overview of the monetary basics every business owner has to know.

      In all sectors of the economy competition has increased and changed, for instance by technological developments and vanishing trade barriers. The world of work changes like never before. Anybody who works is confronted with new work circumstances, new tasks and new demands. Old rules no longer apply. Organizations desperately look for new formulas of success. The human resources function, too, has to reflect on its own role and future, amidst all of this turbulence. That is what is happening now. HR slowly but surely has begun to transform itself fundamentally in many companies. This book is about that revolution.

      The professionalization of the personnel function (nowadays usually called HR) first expressed itself in the development and implementation of procedures and systems for recruitment and selection, appraisal and reward, job descriptions and job evaluation and career development. At the same time the HR-person became the one who guarded the compliance with employee rights legislation.

      In the last decade, the HR-function has increasingly become a target of criticism. The criticism is that the HR-function is too bureaucratic, controlling, too operationally focused, reactive and powerless. The author of this book, Weiss, says that HR indeed has not kept up with developments elsewhere in organizations. He says that HR professionals have become numb by the monopoly position they long enjoyed.

      Weiss describes in High Impact HR not only how he views the role and positioning of HR in the future but also how HR can transform itself. An entire chapter even deals with the question how HR can systematically get rid of old activities by disposing of them, postponing them, or outsourcing them.

      The role of HR can, according to the author, become a very important one, that of a strategic business partner responsible for the return on investment in personnel and organisation. As main contributions of HR the following remain:

      1) Business transformation processes: the cultivation of a flexible culture, alignment of initiatives, the implementation of changes and transition and the return on investment in human capital.

      2) Organization value added processes: HR technology processes, creation of a continuous learning environment, organization development and consultancy.

      3) Core people processes, for instance recruitment and selection, performance development, compensation, etc.

      To a lesser extent than before, HR will play a purely operational, administrative and service delivery role. Administration and execution remain important but a considerable part of these activities will be automated or outsourced to external suppliers. HR then becomes more a distributor than a producer of services. Another part of the HR activities will disappear through new technology applications. HR-information systems for example, take over routine tasks by automating the processing transactions and administration. Further, personnel itself will more and more be able to retrieve information from and change information in databases.

      I find this book interesting bu not great. Not all ideas in this book get clearly worked out, for instance how HR could play a role in facilitating adding value to external customers. Another point of criticism is that Weiss defines the role of HR very broad. He states for instance that HR can help the company in developing excellence in managing relationships with its suppliers. Must HR be involved in everything and have expertise on everything? Weiss marks out the role of HR too broadly and vaguely, I think. The book contains several other examples of this. I think has little chance of becoming a classic. It does address, however, a very interesting and (still) timely topic. It also offers some useful and relevant knowledge. And, there are not too many other books on this. For that reason I think it is worth reading for HR people (in particular of larger organizations).

                The first two books in this Oxford University Press series on Astronomy and Astrophysics are E.N. Parker's "Spontaneous Current Sheets in Magnetic Fields with Applications to Stellar X-rays" and C. F. Kennel's "Convection and Substorms: Paradigms of Magnetospheric Phenomenology." This third book, "Interplanetary Magnetohydrodynamics" is primarily intended for advanced graduate students and scientists who are not specialists in interplanetary physics.

                My own particular interest in interplanetary physics was sparked by the incredible journeys of the Voyager spacecraft to the edge of our Solar System and beyond. This book describes some of the fundamental structures and processes of the interplanetary medium that these brave voyagers helped to measure. It deals with specific properties of the heliosphere (the region extending from the sun to the termination shock) as measured by the Voyagers and other spacecraft, and treats the interplanetary medium as a Magnetohydrodynamic (MHD) flow.

                (While the exact location of the termination shock is not known, it is now estimated to be located at about 90 ± 10 Astronomical Units (AU). Voyager 1 should reach 90 AU by the end of this year (2003). What will it experience when it ventures beyond the solar system's interplanetary magnetic field and into interstellar space?)

                "Interplanetary Magnetohydrodynamics" was published in 1995 and relies primarily on data from various Pioneers, Mariners, Helios 1 & 2, Vela 3, and Voyager 1 & 2, rather than a newer generation of spacecraft such as the rechristened RHESSI - the Reuven Ramaty High-Energy Solar Spectroscopic Imager, which became operational on 02/12/2002, SOHO (Solar and Heliospheric Observatory), IMAGE (Imager for Magnetopause to Aurora Global Exploration), and TRACE (Transition Region and Coronal Explorer spacecraft). As a result, there is for example, no mention of the exciting new research on solar flares and the theory that they may be 'powered' by magnetic reconnections (a reexamination of the forty-year-old Sweet-Parker model).

                However, this is more a book about the really large-scale structures of the heliosphere: the solar wind and the interplanetary magnetic field, the streams and interaction regions that corotate with the period of the sun's rotation, the shape of the heliospheric current sheet and its boundary conditions, and large-scale periodic fluctuations in the plasma and magnetic field.

                Dr. Burlaga was a co-investigator on several of the magnetospheric and plasma cloud experiments performed by Helios 1 & 2, Voyager 1&2, Giotto (Comet Halley), etc., and is currently a Goddard Senior Fellow at the Interplanetary Physics Branch, Laboratory for Extraterrestrial Physics at the Goddard Space Flight Center.

                If you're at all interested in solar sailing and want to know 'what the weather is like out there,' and if you have a good background in physics and calculus, "Interplanetary Magnetohydrodynamics" presents a detailed picture of our Sun's exotic and interesting environment.
