A Network Approach to Deal with Global Conflicts.......2001-10-23
While the book focuses on the Balkans in the aftermath of the Kosovo crisis, the reader cannot avoid asking the question of how the experiences from the Balkans could also be used to overcome political instability and poor economic conditions in other conflict regions of the world. For example, in the aftermath of the events in the U.S. on September 11, the international community is confronted with a volatile situation in Afghanistan and the surrounding countries such as Pakistan and India. In many respect, a network approach similar to that in the Balkans will be required to stabilize the conditions in that part of the world as well.
The book is an extremely valuable source for anybody interested in the Balkans. However, it appeals to an even larger audience and is very useful for economic policymakers as well as political scientists. It is highly recommended.

Why did Western European states agree to the enlargement of the EU and NATO? Frank Schimmelfennig analyzes the history of the enlargement process and develops a theoretical approach of 'rhetorical action' to explain why it occurred. While rationalist theory explains the willingness of East European states to join the NATO and EU, it does not explain why member states decided to admit them. Using original data, Schimmelfennig shows that expansion to the East can be understood in terms of liberal democratic community building. Drawing on the works of Jon Elster and Erving Goffman, he demonstrates that the decision to expand was the result of rhetorical action. Candidates and their supporters used arguments based on collective identity, norms and values of the Western community to shame opponents into acquiescing to enlargement. This landmark book makes an enormous contribution to theory in international relations and to the study of European politics.

The United States Supreme Court's 1954 landmark decision, Brown v. Board of Education, set into motion a process of desegregation that would eventually transform American public schools. This book provides a comprehensive and up-to-date assessment of how Brown's most visible effect--contact between students of different racial groups--has changed over the fifty years since the decision.
Using both published and unpublished data on school enrollments from across the country, Charles Clotfelter uses measures of interracial contact, racial isolation, and segregation to chronicle the changes. He goes beyond previous studies by drawing on heretofore unanalyzed enrollment data covering the first decade after Brown, calculating segregation for metropolitan areas rather than just school districts, accounting for private schools, presenting recent information on segregation within schools, and measuring segregation in college enrollment.
Two main conclusions emerge. First, interracial contact in American schools and colleges increased markedly over the period, with the most dramatic changes occurring in the previously segregated South. Second, despite this change, four main factors prevented even larger increases: white reluctance to accept racially mixed schools, the multiplicity of options for avoiding such schools, the willingness of local officials to accommodate the wishes of reluctant whites, and the eventual loss of will on the part of those who had been the strongest protagonists in the push for desegregation. Thus decreases in segregation within districts were partially offset by growing disparities between districts and by selected increases in private school enrollment.

The authors will take you on a 'cook's tour' of the search for cosmic company: habitats where life might exist; what aliens might look like; whether they might read, or simply feed on, the pages of the text; the liklihood of alien contact; communication tools, passive and active; an elegant way to estimate the number of civilizations in our galaxy that have sent signals reaching earth; and a look into the future of SETI including the technology humans will have at their disposal to find evidence of life in the universe.
I liked the book because it clearly explains the intricate world of SETI.
