                  This book focuses on recent financial market reforms, and their implications for social, economic and political exclusion. In particular it considers the hitherto under-researched question of whose interests govern the design of regulatory mechanisms and who influences the decision-making process. This process is set out as contested terrain, in which there are winners and losers, and in which there are inevitably circles of exclusion. The authors, comprising financial authority experts and academic specialists, expand the concept of exclusion beyond its typical social dimension to incorporate all actors, be they individuals or institutions not permitted to contribute to financial market regulation as a public good. As they point out, this may take the form of political, economic or indeed cultural exclusion. The book examines the conflicts that arise between various interests and how these are managed within the process of regulation.

                  The book has a focus on political financial sector reforms at the global level with special emphasis on how these reforms are implemented in the EU. The authors conclude that financial governance has to be embedded in broad legitimization structures, encompassing the participation or representation of a variety of interests affected by it, if they are to be deemed democratically legitimate. Furthermore, inclusion also has to show substantive effects on governance outcomes.

                  This volume opens up the debate about the future of financial market regulation and hence, policy makers, NGOs, researchers and scholars will find this interdisciplinary book of great interest. It will also appeal to political scientists, economists, financial market participants, regulators and economic policy makers in general and academics of sociology, political science, economics and finance in particular.

                        From the supplier: The Tax Court validated the use of Crummey trusts with very limited withdrawal rights to make use of the $10,000 annual gift tax exclusion in Estate of Cristofani, but IRS rulings since that decision indicate that Crummey arrangements must meet certain requirements. The IRS has disallowed gift tax exclusions in TAM 9532001, AOD 1996-010, and TAM 9628004 because taxpayers failed to provide beneficiaries with notice or provided them with notice that was not sufficient to realistically allow them to exercise their withdrawal rights.

                          From the supplier: The Federal Deposit Insurance Corp (FDIC) has asked the House Banking Committee to create legislation that would remove regulatory exclusions from banking industry and financial institution executives' liability insurance. The FDIC believes that the current exclusions prevent federal regulators from filing over $500 million in mismanagement claims against insolvent savings and loan officers. Many insurance and banking industry officials maintain that removing the exclusions would limit the availability of or increase the cost of hiring the executives.

                              On average, about 25 percent of students leave higher education (HE) institutions annually in South Africa because they are excluded on academic and financial grounds. To resist such putouts, student boycotts and protests are common despite the fact that student organizations were incorporated into decision-making processes at HE institutions (defined as universities and technikons in South Africa) in 1997. By examining recent student protest behaviour, this paper explores the dimensions of various protests and examines some of the effects of student participation in HE governance structures.

This book uses a new institutional economics perspective to review the effects of market liberalization on services to smallholder farmers. In many parts of the world, particularly in Sub-saharan Africa, the private sector has failed to fill the gaps left by the collapse of state supported input and credit supply systems. Using case studies from Ghana, Tanzania and Pakistan, the book investigates the difficulties facing the private sector in supplying inputs and credit and the conditions required for sustainable private sector investment to the benefit of rural people.
