"Some officers could now spend as many as four years at a duty station before getting a new assignment.
The Air Force is now looking for ways to reduce the number of station-to-station moves for officers, particularly for those in the United States.
By extending the average assignment length for an officer from three years to four years, the Air Force believes it can reduce the number of yearly officer PCS moves. Any moves occurring before four years would primarily be for professional development reasons only, said Lt. Gen. Roger A. Brady, deputy chief of staff for manpower and personnel.
"We don't necessarily want to move people around as quickly as we may have in the past, if there is not a developmental reason for that," he said. "And there is a lot of development that can take place in your first few years of service, wherever you are."
The general said that for many young officers, lieutenants in particular, the greatest professional development comes from gaining expertise and experience at one stable location. For higher-ranking officers, professional development comes from attending schools or by taking a command position. Real professional development, the general said, does not come from simply moving to a new assignment.
"We have always been a force that wanted to develop people, and part of developing people is to give them different opportunities," he said. "But if you are not careful, you can confuse movement with development. So what we are looking at are policies that might create moves that are not necessarily related to development."
General Brady also said fewer moves for officers will put less stress on their families by allowing children to stay in a single school for a longer time and by allowing spouses to find more stable careers.
While the change to PCS policy will mostly affect officers inside the continental United States, it will also affect officers stationed overseas, especially at those assigned to European bases.
"We find that some of our traditional overseas assignments... are perhaps as stable as (in the Continental United States,) and so it begs the question as to whether or not you really need to have that disparity in how you manage units," he said.
Manning overseas units at higher levels increases PCS moves and the costs associated with them. The Air Force will now be more amenable to extending officers that want to stay longer at an overseas tour and will look closer than it has in the past at officers who want to shorten their overseas tours, General Brady said.
The Air Force has other reasons for limiting the number of officer PCS moves. One of those reasons is recouping the cost of the moves and applying that funding in other places.
"We have a budgetary issues in a lot of areas: fighting the global war on terror, high ops tempo, ageing aircraft fleets and growing manpower costs," the general said.
General Brady said more effective management of officer moves will better help their professional development, and will also free up funding so it can be applied to winning the war on terror and to recapitalizing ageing Air Force aircraft."

It is the one book that a practitioner should have when dealing with landslide issues. The quality of the figures, the procedures for making preliminary cost estimates, and the detailed case histories substantially add to the value of the book.

Without question on of the most comprehensive texts about landslides to date. The text is full of practical and helpful case histories which are invaluable and set this book apart from the rest. I can't imagine a clearer, more comprehensive or better organized treatment of this subject. This is a "must have" text for practicing engineering geologists and geotechnical engineers. It contains a wealth of information and many good case histories, and is far superior to anything else I've seen on this subject. I only wish it had been available earlier in my career.

"Landslides in Practice" is the best practitioner's book on landslides I've seen. This excellent book is complete, logically arranged and written with an economy of words that makes the book highly useful as a practical reference. The full discussion of remedial measures - when and when not to use them, and cost estimating will be particularly useful in my work. I know I'll use this book often.

Landslides in Practice is an outstanding technical publication aimed at geotechnical engineers and geologists. I am very impressed with the format, layout and technical content. The book is well divided into three sections, with useful case histories in the third section. All figures are well presented and easy to follow. I am also impressed with the opportunity to estimate "ballpark" costs for various mitigation techniques. This textbook may become the "bible" on landslide design and mitigation. I will definitely keep it as my main resource for landslide/slope stability assignments.

Previous soil surveys across the north-east German lowland have reported significant correlations of soil microbial biomass (SMB) contents and organic carbon and total nitrogen contents as well as texture. Using these data sets obtained from 89 arable sites along a regional-scale transect, a linear full-factorial regression model and a neural network model were constructed and evaluated for landscape-scale assessment of SMB. The validation by means of an additional data set consisting of 30 long-term soil observation sites located in the federal state of Brandenburg was within a confidence range of 95%. Using existing models from other regions with our data sets resulted in underestimation of SMB, while using data sets from another region with our model led to overestimation of SMB. It was concluded that a linear full-factorial regression model approach, as well as neural network modelling are promising tools for the prediction of SMB at the landscape scale but need to be validated for the respective region.

Description:
Rocky Mountain National Park (RMNP), Colorado, USA, contains a diversity of plant species. However, many exotic plant species have become established, potentially impacting the structure and function of native plant communities. Our goal was to quantify patterns of exotic plant species in relation to native plant species, soil characteristics, and other abiotic factors that may indicate or predict their establishment and success. Our research approach for field data collection was based on a field plot design called the pixel nested plot. The pixel nested plot provides a link to multi-phase and multi-scale spatial modeling-mapping techniques that can be used to estimate total species richness and patterns of plant diversity at finer landscape scales. Within the eastern region of RMNP, in an area of approximately 35,000ha, we established a total of 60 pixel nested plots in 9 vegetation types. We used canonical correspondence analysis (CCA) and multiple linear regressions to quantify relationships between soil characteristics and native and exotic plant species richness and cover. We also used linear correlation, spatial autocorrelation and cross correlation statistics to test for the spatial patterns of variables of interest. CCA showed that exotic species were significantly (P
<0.05) associated with photosynthetically active radiation (r=0.55), soil nitrogen (r=0.58) and bare ground (r=-0.66). Pearson's correlation statistic showed significant linear relationships between exotic species, organic carbon, soil nitrogen, and bare ground. While spatial autocorrelations indicated that our 60 pixel nested plots were spatially independent, the cross correlation statistics indicated that exotic plant species were spatially associated with bare ground, in general, exotic plant species were most abundant in areas of high native species richness. This indicates that resource managers should focus on the protection of relatively rare native rich sites with little canopy cover, and fertile soils. Using the pixel nested plot approach for data collection can facilitate the ecological monitoring of these vulnerable areas at the landscape scale in a time- and cost-effective manner.

To identify the functioning of the soil-landscape system and its effects on plant growth for native rangeland the relationships between soil properties and landscape function analysis (LFA) indices and between plant growth characteristics and LFA indices were investigated. The results interpreted based on statistical analysis and expert knowledge. This research was carried out for a semi-arid rangeland in the Lar aquifer in Iran. Land stratification allowed the study area to be subdivided into Land Units, according to specified criteria including landform attributes (slope, aspect, and altitude), and vegetation type. A factorial model on the basis of a completely randomized design was used to analyse the data collected from 236 land units. The landscape function indices including nutrient cycling index, infiltration index, stability index, and landscape organization index were derived by various integrations of soil surface attributes. Landscape attributes differed from one another in their effects on the different landscape function indices. Increasing slope gradient significantly reduced all landscape function indices as well as soil organic carbon and total nitrogen percentages. Slope class exhibited highly significant interaction effects with vegetation type factors for stability, nutrient cycling, and landscape organization indices. Aspect did not significantly affect stability, infiltration, and landscape organization indices, but significantly affected the nutrient cycling index. The Duncan test indicated that north aspect (shady side) had the highest mean value (28.42) and south aspect the lowest mean value (25.57) for nutrient cycling index. These results are consistent with the effects of aspect on total soil nitrogen and soil organic carbon percentage for which the north aspect had the highest values. The values declined in the sequence east, west, and south aspects, respectively. This research indicates that the nature of native rangeland plant communities and their measures of production are closely related to nutrient cycling index.

The archaeological interpretation of past land management practices can be greatly enhanced through examination of soil thin sections. Features relating to manuring practice are among those key to interpreting agricultural practices. The sources and the processes leading to the distribution of these manure materials may further improve knowledge of the past landscape utilisation. The use of quantitative analyses to examine soil thin sections opens the possibility of considering these relationships between manured areas in greater detail and to extract more subtle spatial and temporal changes in past management. In this study the validation of this methodology has been tested with quantitative image analysis methods used to examine manure inputs to a well-documented historical landscape of Papa Stour, Shetland, where intensive manuring has been practised until the 1960s. By using both historic and ethnographic evidence to validate the image analysis protocol, differences in spatial and temporal distribution are examined for the practices of manuring with both fuel residues and with turf. The validation of the hypotheses expected from ethnographic and historical data that quantitative soils-based evidence allows the definition of variations in manuring strategies and provides a more secure basis from which to interpret manuring management strategies in archaeological landscapes. dscapes.
