The main Nordic residential electricity markets (Norway, Sweden and Finland) effectively opened to retail competition around 1998. They have not been subject to regulatory controls on prices or other contract terms. Competition is developing well. Between 11% and 32% of residential customers have switched to other suppliers, and a further 19% or more have chosen new terms with their local supplier. Terms available include fixed-price contracts ranging from 3 months to 5 years duration and spot price-related terms, in addition to the standard variable tariffs. The use of these new products is increasing over time, and there is considerable product innovation. This raises questions about the ability of regulation to substitute for retail competition.

From the supplier: Federal regulations requiring electric utilities to provide fair access to transmission lines for all generators could result in a competitive situation where only the industry benefits while the consumers and the environment suffer. Utilities will still maintain a monopoly over local distribution but they will be forced to compete with non-utility generators to provide the lowest-cost electricity. In their bid to survive and dominate in this new environment, the electric industry may take drastic measures that may negatively affect consumers.

As a result of European Directives 96/92 and 2003/54 on the liberalisation of the internal market for electricity, the Italian electricity sector has been subject to extensive institutional changes which have affected the competitive nature of the market. In this paper we attempt to assess the likely effect of these institutional changes on the Italian electricity industry, and focus particularly on the impact of the introduction of a centralised wholesale market. The assessment of the likely impact of these institutional changes is based on the comparison with the international experience of countries where extensive liberalisation measures have been implemented (such as the US, UK and the Scandinavian region). On the basis of this international comparison, we draw some lessons about how to promote effective competition in the Italian market and in other electricity markets which have not been fully liberalised.

One of the central challenges in the international community today is how to make globalization work for the benefit of all. This volume examines Denmark-one of the few countries to successfully integrate the global economy on the basis of balanced social and economic policies.

Sustaining competitiveness at a global level while maintaining high standards of labour and social protection is often a challenge, but this study reveals how Denmark has pioneered mechanisms to achieve this crucial balance and promote decent work for all. In fact, this volume shows how such standards are not only a consequence of economic growth, but also an essential basis for growth and competitiveness. Welcome to Mr. Dooley's place, a neighborhood saloon in the working-class community of Bridgeport, located on Chicago's near southwest side. Dooley holds forth from behind the bar, benevolently dispensing equal portions of wisdom and comical misunderstanding.

As Charlie McCarthy is to Edgar Bergen, so is Martin T. Dooley to newspaper humorist Finley Peter Dunne. Mr. Dooley in Peace and in War, originally published in 1898, collects brief, humorous pieces Dunne wrote for the Chicago Evening Post and the Chicago Journal. In an Irish-American dialect as thick as the foam on a pint of stout, Mr. Dooley and his friends discuss the military "sthrateejy" for American action in Cuba, "iliction" day shenanigans, Queen Victoria's jubilee, the "new woman," and the strange American sport of football, in which a player puts "a pair iv matthresses on his legs, a pillow behind, [and] a mask over his nose" and tries to kill his fellow men. Through his tall tales and speculations, Mr. Dooley reveals the pleasure and pain of being Irish in Chicago at the turn of the twentieth century.

Clothed in the charming hyperbole and mislocution of the unflappable Mr. Dooley, Dunne's incisive social criticism flies unerringly to the target, exposing prejudice, hypocrisy, insensitivity, and plain old-fashioned humbug.

Finley Peter Dunne(1867-1936),a Chicago Irish-American newspaperman, was the creator of "Martin Dooley",saloonkeeper on Chicago's "Archey Road"(based on the real Irish district of Archer Avenue),who became the most famous fictional commentator and "popular philosopher" in America from the 1890's up to World War One.The Mr Dooley essays, written in a now archaic Irish brogue,appeared in newspapers and popular monthly magazines,and were eagerly read by everyone,from Presidents McKinley and Roosevelt down.Mr Dooley's opinions and ruminations brought a sane, witty, wise and humorous analysis to bear on numerous subjects and controversies,ranging over politics sports and hobbies,personalities and cultural trends of all kinds.Dunne's Mr.Dooley is both a friend of the poor and dispossessed,and a good natured realist about political schemes to "improve" humanity.
"Mr.Dooley in peace and in war"(1898),was the first book collection of the essays which had appeared in newspapers and magazines.It was a response to Mr.Dooley's arrival as a national phenomenon,after his few years as a local Chicago celebrity, which followed the huge success of the essay "On his cousin George",which dealt with Commodore George Dewey's triumph in the naval battle of Manila bay during the Spanish-American war.The collection is approximately half on subjects relating to this war, and half on other topics(hence the title).
To enjoy Mr.Dooley properly,it is first necessary to become accustomed to the dialect brogue used.This is a little daunting at first,but is fairly easy to get used to-and a reasonable knowledge of life,culture and politics in the late nineteenth and early twentieth century is obviously an asset.The latter applies to quite a lot of this collection,with its emphasis on the war with Spain and discussions on the currency issue,populist politics etc.Dunne's next book,"Mr.Dooley in the hearts of his countrymen", is a collection which may in some ways be more immediately accessable to modern readers, as it contains a lot of Dunne's earlier essays on more general subjects-the police,opera, ghosts etc,which can be appreciated entirely without the specific background knowledge of the events being referred to in say,Dunne's "political" essays.
Dunne may now be an aquired taste,but he is an invaluable guide and mentor,both for students of his era,and seekers after deep truths about human nature and the world. By way of an introduction,just read one of these essays "On criminals" and you,like me,should want to hear from the sage of Archey road.

Finley Peter Dunne was famed both for his sportswriting, covering the Chicago White Sox, and for his humorous columns featuring the imaginary
saloonkeeper, Mr. Dooley, who would spout his "wisdom" in a broken Irish brogue. Dunne had been writing these essays for nearly a decade when the
Spanish-American War came and his (and Mr. Dooley's) criticism of it, as an imperialist enterprise, won him a national readership, plaudits from
intellectuals, and friendship with folks like Mark Twain and, improbably, with arch-imperialist Teddy Roosevelt.

The essays rely heavily on wringing humor from dialect, something that got laughs more reliably in that era of minstrel shows and the like. What's most
interesting today about their politics is that they're of a piece with Conrad's Heart of Darkness and Orwell's Shooting an Elephant, in that they're
anti-imperialist because of the effect it will have on the colonizers, rather than the colonized. Here's a representative sample:

**Wan iv the worst things about this here war is th' way it's makin' puzzles f'r our poor, tired heads. Whin I wint into it, I thought all I'd have to
do was to set up here behind th' bar with a good tin-cint see-gar in me teeth, an' toss dinnymite bombs into th' hated city iv Havana. But look

Will I take Porther Ricky or put it by? An' what shud I do with the Ph'lippeens? Oh, what shud I do with thim? I can't annex thim because I
don't know where they ar-re. I can't let go iv thim because some wan else'll take thim if I do. They are eight thousan' iv thim islands, with a
popylation iv wan hundherd millyon naked savages; an' me bedroom's crowded now with me an' th' bed. How can I take thim in, an' how on
earth am I goin' to cover th' nakedness iv thim savages with me wan shoot iv clothes? An' yet 'twud break me heart to think iv givin' people I

throw ye'er thumb back, an' ye have it as ac'rate as anny man in town. 'Tis farther thin Boohlgahrya an' not so far as Blewchoochoo. It's near

wurruld. Ivrybody else has made up his mind. Ye ask anny con-ducthor on Ar-rchy R-road, an' he'll tell ye. Ye can find out fr'm the papers;
an', if ye really want to know, all ye have to do is to ask a prom'nent citizen who can mow all th' lawn he owns with a safety razor. But I don't
know."**

There are some mild chuckles there and you get a sense of how the Mr. Dooley character enabled him to prick America's civilizing pretensions rather gently. On the other hand, Mr. Dooley seems
right, even know, not to know what we should have been doing in places like the Philippines and Cuba. The former seems to have benefitted significantly from our involvement, even if its people
resented us, and the latter would certainly have fared better had we gotten reinvolved as recently as forty years ago. Yet, if you look at how ambivalent we all are about the prospects for
democratizing the Middle East and about whether that's even a fit role for the U.S., you have to wonder if we can ever resolve the tension between our desire to "do good" and out fear of being
morally tainted by our involvement with cultures so clearly "other". One's admiration for Mr. Dunne ends up being tempered by the knowledge that what he's making fun of something that's actually
rather admirable in our national character, our uneasiness over our role as the world's crusader for peace and democracy.
