Sine - qua - non treatise on Pensions.......2001-03-29
This is a sine qua non treatise for anybody having to deal with the subject of pensions. Edited admirably by actuarial scholars Mitchell, representing academia, and Hustead, representing private industry, the book covers all aspects of pensions in the private, public and academic sectors. The editors also write several individual chapters on their areas of super - expertise. Actually the most useful and comprehensive chapter, the one on governmental and military pensions, is written by the team Mr. and Mrs. Hustead. Mrs. Hustead is an expert attached to the White Houses' office of the budget. The most interesting chapter, this by Mr. Hustead alone, is the one with his lucubration on the pensions system, sometimes debacle, of the District of Columbia, Washington DC, the capital city of the USA. Although it was not the obvious intention of the author, it shows in a very peculiar and amazing way the vicissitudes of such a political entity that fully justifies the usage of vehicular license plates with the proclamation of "Taxation Without Representation" kindly exemplified by firmer President Clinton in the First Limousine, and, of course, immediately rejected by the Bush's administration. Finally, the selection of the goddess Minerva for the cover, is a master, and artistic, stroke.

While providing a detailed history of the development of public sector pensions from colinial times to 1920, tghe authors have taught their readers about the economic theory of pensions, informed them about the origins of the modern welfare state, and guided them to better understand the policy implications of recent proposals to reform Social Security. In the end, this book accomplishes much.

The analysis of the distributional impact of policy reforms on the well-being or welfare of different stakeholder groups, particularly on th e poor and vulnerable, has an important role in the elaboration and implementation of poverty reduction strategies in developing countries. In recent years this type of work has been labeled as Poverty and Social Impact Analysis (PSIA) and is increasingly implemented to promote evidence-based policy choices and foster debate on policy reform options. While information is available on the general approach, techniques, and tools for distributional analysis, each sector displays a series of specific characteristics. These have implications for the analysis of distributional impacts, including the types of impacts and transmission channels that warrant particular attention, the tools and techniques most appropriate, the data source typically utilized, and the range of political economy factors most likely to affect the reform process. This volume provides an overview of the specific issues arising in the analysis of the distributional impacts of policy and institutional reforms in selected sectors. Each chapter offers guidance on the selection of tools and techniques most adapted to the reforms under scrutiny, and offers examples of applications of these approaches. This is a companion to the first volume, which offers guidance on trade, monetary and exchange rate policy, utility provision, agricultural markets, land policy, and education. Also includes a CD-ROM containing chapters from companion volume 1, the PSIA User's Guide, Good Practice Note, E-learning course, and links to resources.

Across different countries and economies, the World Bank has put out this study of the efficacies of many reforms undertaken. For pensions, both provided by the state and by private companies. For the labour market, in such aspects like the setting and adjusting of a minimum wage and the providing of unemployment benefits. Very contentious public issues in many countries. Where the providing of a social safety net might be widely approved. But where there might also be concern about the arising of a permanent underclass, dependent on and devoted to handouts.
The health sector also takes up a significant amount of the book's discussion. Here, issues of gender arise. Where women might not have adequate access to treatments in some countries, due to discrimination.

Aside from serving as an incentive to recruit younger skilled workers, supporters of cash balance plans say that these plans can change the continued shift from defined benefit pension plans to defined contribution plans. This paper provides an assessment of the funded pension system and the quality of the regulatory framework for both accumulation and payout phase. It suggests that the lack of portfolio diversification may contribute in the future to low returns and poor pensions and provides a number of recommendations to expand the opportunities of investments to pension funds. The paper also finds that pension fund administrators are not exploiting the scale economies in certain areas of the business such as collection of revenues and account management, and proposes mechanisms to reduce costs and increase efficiency through greater competition. The paper examines the products and options offered at retirement age and finds a bias toward the payment of pensions in the form of lump sums and suggests alternatives for improving the availability of other instruments. Enhancements to the regulatory framework of insurance companies are also proposed.
