Book Description
How do local communities collectively manage those resources that are most important to their own survival or prosperity? Wherever they are located, all communities face similar dilemmas of collective action: how can common goals be realized despite the presence of individual incentives to over-exploit common resources for private gain? The readings collected in Polycentric Governance and Development show the achievements of scholars associated with the Workshop in Political Theory and Policy Analysis at Indiana University in understanding how communities have dealt with dilemmas of collective action. Their analyses also have profound implications for broader issues of development.
The central insight of the research collected in the volume is this: much can be learned by a careful examination of the ways in which local communities have organized themselves to solve collective problems, achieve common aspirations, and resolve conflicts. The first two sections deal with efforts to manage water and other common-pool resources on a relatively small scale. Section three moves to the macro-level of analysis, with particular attention given to examples of constitutional order from Africa, while section four demonstrates that local organizations and informal networks can play essential roles in furthering democratization and development. The concluding section addresses issues at the national level, by linking the practical world of resource management and development policy to the abstract world of the policy analyst. This collection of essays is designed to illustrate how all the pieces fit together and to suggest connections among multiple levels and modes of analysis.

The study of metropolitan political economies in the United States has provided much of the intellectual inspiration for the research of the Workshop in Political Theory and Policy Analysis at Indiana University. The readings collected in Polycentricity and Local Public Economies present an overview of the results of this research program on police services and metropolitan governance as well as enduring lessons for institutional analysis and public policy.
Polycentricity and Local Public Economies presents both explorations of broad general concepts and specific empirical analyses. The many interactions between the two modes of analysis provide valuable insights for the reader. Readings in the first section cover basic theoretical concepts and analytical distinctions that apply to the study of institutions generally. The second section includes conceptual pieces specifically addressed to the nature of governance in metropolitan areas, while section three reports on a series of empirical studies of police performance. Section four again broadens the focus to highlight the overall organization of local public economies. The final section discusses conceptual advances that have continuing relevance for research and policy debates.

Multiple efforts for complicated local public service.......2000-05-12
For so long time, people have though that centralized, unified and developed bureaucratic system is the most useful and efficient institution to produce and provide public service, even local public service. The efforts of Workshop in Political Theory and Policy Analysis at Indiana University tell us that it is definitely wrong. Such system is among the most wasteful and unefficient systems. After so many years empirical research about local police service and metropolitan governance in USA, they strongly argue that over-lapping jurisdiction and polycentric governance are far more efficient than unified and centralized governance. In terms of its som much innovation, I would like to call it as a creative revolution in both theoretical and practical area of local public econoies. The more I would like to say is that this book has been translated into Chinese and the formal publication is forthcoming.

During the nineteenth century, Beirut was transformed from a provincial town of 6,000 to a political and cultural center of 120,000, becoming the leading seaport of the eastern Mediterranean. This study examines the migration that lay behind much of this growth – why the migrants came, what economic changes resulted, and particularly how social relations among the city’s religious communities were transformed. The author shows how Beirut grew from a community where Muslims and Christians lived side by side in harmony to a city where new sectarian tensions reflected fundamental changes in the socioeconomic and political balance, changes that shaped the social relations of modern Lebanon.

This is a well researched and balanced account of the social and economic changes that accompanied the huge transformation of Beirut from a small town to a metropolis in the span of less than 100 years. The book is easy to read and adds quite a bit to what we know about lebanon in the 19th century.

Although the federal appointment of U.S. judges and executive branch officers has consistently engendered controversy, previous studies of the process have been limited to particular dramatic conflicts and have tended to view appointments in a vacuum without regard to other incidents in the process, other legislative matters, or broader social, political, and historical developments. The Federal Appointments Process fills this gap by providing the first comprehensive analysis of over two hundred years of federal appointments in the United States, revealing crucial patterns of growth and change in one of the most central of our democratic processes.
Michael J. Gerhardt includes each U.S. president’s performance record regarding appointments, accounts of virtually all the major confirmation contests, as well as discussion of significant legal and constitutional questions raised throughout U.S. history. He also analyzes recess appointments, the Vacancies Act, the function of nominees in the appointment process, and the different treatment received by judicial and nonjudicial nominations. While discussing the important roles played by media and technology in federal appointments, Gerhardt not only puts particular controversies in perspective but also identifies important trends in the process, such as how leaders of different institutions attempt to protect—if not expand—their respective prerogatives by exercising their authority over federal appointments. Employing a newly emerging method of inquiry known as “historical institutionalism”—in which the ultimate goal is to examine the development of an institution in its entirety and not particular personalities or periods, this book concludes with suggestions for reforms in light of recent controversies springing from the longest delays in history that many judicial nominees face in the Senate.
Gerhardt’s intensive treatment of the subject will be of interest to students and scholars of political science, government, history, and legal studies.
