5 out of 5 stars Why I passed the Life and Health Exam.......2000-04-04

Before getting this book I knew absolutely nothing about life or health insurance. After studying for 1 WEEK, I took the test and passed it. Of course I studied on average for about 7-8 hours a day and took over 100 pages of notes during that week but I was told that it would be impossible to learn all that material and pass the test in that amount of time. This book covers every detail and leaves nothing to chance. After every chapter, there is a mini-exam based on all the important information covered in that chapter, and the questions were exactly like those on the actual exam. There is even a final exam at the end of the book. Studying this book carefully, regardless of how fast or slow you want to do it, will make you 100% prepared for the exam.

This book is typical of many text books; dry and confusing. The material is presented in a dry and boring fashion. You will NOT want to read this book for any reason other than passing the insurance exam.

4 out of 5 stars Good combination of Life & Health (Accident & Disability).......2002-07-06

Combines the Dearborne Pastrack Health Insurance & Life Insurance License Exam Manuals.

Overall it is a good study guide (I passed using this book with 2 weeks of leisurely at home study), but the test section could be revamped - it did not include enough questions that were like the ones on the actual exam (I took an Experior Online state exam).

                    Book Description

Financial incentives play an important role in the behavior of public institutions of higher education. Incentive-Based Budgeting Systems in Public Universities examines alternative uses of these financial incentives, and reviews the consequences of their implementation.

The contributors to the book explore diverse areas including:

                    • faculty behavior in an incentive-based environment
                    • effects on teaching, evaluation of decentralized approaches to budgeting
                    • efficiency implications at the state level
                    • the ramifications of revenue flux on institutional behavior.

Case studies from the University of Toronto, the University of Michigan and Indiana University are also presented, and the volume concludes with recommendations regarding possible implementation strategies.

The first to analyze the implementation of various permutations of incentive based budgeting in public institutions of higher education, this book will be of enormous interest to policy makers, trustees, administrators and faculty members of these institutions. It will also appeal to those involved in higher education programs offering courses in the economics and finance of colleges and universities.

                      Book Description

Focusing on one of the last untold chapters in the history of human flight, Dictatorship of the Air is the first book to explain the true story behind twentieth-century Russia’s quest for aviation prominence. Based on nearly a decade of scholarly research, but written with general readers in mind, this is the only account to answer the question ‘What is ‘Russian’ about Russian aviation?’ From the 1909 arrival of machine-powered flight in the ‘land of the tsars’ to the USSR’s victory over Hitler in 1945, Dictatorship of the Air describes why the airplane became the pre-eminent symbol of industrial progress and international power for generations of Russian statesmen and citizens. The book reveals how, behind a façade of daredevil pilots, record setting flights, and gargantuan airplanes, Russia’s longstanding legacies of industrial backwardness, cultural xenophobia, and state-directed modernization prolonged the nation’s dependence upon Western technology and, ultimately, ensured the USSR’s demise.

                      5 out of 5 stars Highly recommended.......2006-12-30

Dictatorship of the Air is an innovative, thoroughly researched and very well-written book on a fascinating subject: the meaning and influence of aviation in Russian history. The author, Scott Palmer, uses an impressive number of archival materials and contemporary sources to build the case that the Russian approach to aeronautical modernization (combining state initiative, crash campaigns, and the acquisition of foreign technology) ultimately achieved far less than Imperial and Soviet leaders claimed. The book's treatment of technology transfer is particularly effective. Palmer does an terrific job explaining the internal economic and ideological factors that forced Russian officials to use espionage to keep up with competitors in Western Europe and the US. The book also contains (among other things) a fascinating discussion of the various "prestige" flights of the 1930s, insightful analysis of the religious foundations of Soviet-era aviation propaganda, and more than four dozen photographs and illustrations that readers will find nowhere else. This is certain to become the point of departure for future work on the history of Russian aviation. ***Highly recommended***

                      5 out of 5 stars Red Wings.......2006-09-13

Palmer's book isn't another treatise about the design of Russain
aircraft or WWII military air campaigns. Instead readers will find a sophisticated treatment of original Russian sources, including newspapers, propaganda, poetry, and insitutional state directives that provides a myriad of perspectives on a single, but monumental, event in the history of mankind: human flight. The story of flight in Russia is more compelling and offers a greater understanding of Russian-Soviet life than similar histories of European and American aviation because it
coincided with another unprecendent and no less monumental event: the establishment of the Soviet Union.

Palmer argues that state officials in both Imperial Russia and the Soviet Union latched on to aviation as symbol and tool of their nation's progress and as proof of their standing in the modern world. Importantly, while the Russian autocracy failed to successfuly create a nation of fliers through voluntary associations (as was acheived in Western Europe and the United States), the Soviet Union also failed to do so, and rather spectacularly. As in many other endeavors, Soviet officials refused to face the difficulties inherent in their undertaking. They sought to create both a modern state and a modern aviation culture by fiat. Palmer rather dramatically explains how the
tragic story of the Soviets' failed attempt unfolded to the detriment of their citizens.

The book's numerous photographs, prints, and propaganda posters as well as Palmer's original translations of poetry, literature, and state archival material make this a book that stands out from its scholarly peers. Between these fascinating materials and Palmer's elegant prose one almost forgets that this is a work from an academic press.

Palmer's history is well researched and his depiction of avaition under the Imperial and Soviet regime is convincing. My only quibble is with the final chapter wherein Palmer makes a nod to the post WWII era of Russian history arguing that subsequent events demonstrate continuity with the patterns he has described for the first half of the 20 century. It is only in hindsight (and after 1991, save Robert Conquest) that one
could refer to the Soviet period of Russia's history as a complete failure. Given the obstacles and backwardness that so many historians, like Palmer, have described in the Imperial and the Soviet eras, it may be worth examining in more detail the relative success, however ugly the means, that the Soviets achieved in space flight and creating an air fleet second only to the United States during the height of the Cold War.

An insider's view into the U.S.-Russian space program With great fanfare, the 36-year game of one-upsmanship known as the Space Race officially ended in 1993, and in its place the U.S.-Russian space alliance was born. But beneath all the official rhetoric of a bold new era of space exploration, the ""marriage made in the heavens"" has been plagued from the start by misunderstandings, suspicion, high-level chicanery, and outright official lies that threaten to drag down the alliance and the space programs of several other nations. In Star-Crossed Orbits, space veteran and bestselling author James Oberg combines riveting personal memoir with top-notch investigative journalism to tell the complete untold story of the U.S.-Russian space alliance. With unparalleled access to official Russian archives, facilities, and key individuals associated with the Russian space program, he describes the strengths and weaknesses that each side of the alliance brings to the table. And he reveals for the first time the full story of Russia's decaying space program and how it ultimately was saved from collapse by Western funds.

                                3 out of 5 stars nitpicking critic.......2003-03-23

James Oberg is a big critic of the Russian space program - has been following it for decades - and poses as a sort of "Crusader for Truth", on a mission to expose lies and cover-ups. A reviewer of his book "Star-Crossed Orbits" described him as "rather too pleased with his role as the unsparing truth-teller picking his way through a minefield of lies and deception". He is obviously knowledgeable about his subject, and "Star-Crossed Orbits" is an informative read, but his pedantic nitpicking gets a tad irritating. He seems to feel that the Russians have the advantage in their partnership with NASA. He is a former NASA engineer, so it's obvious where his loyalties lie (though he can be critical of NASA, too). He mentions all the friends he has in the Russian space industry, yet is savagely critical of their way of doing things, regarding many in the industry (particularly at management level) as cunning and deceitful. If those friends read this book, they might be a bit more reluctant to talk to him!

3 out of 5 stars Fast food reading.......2002-10-03

How do you fault someone for writing a book that the "common man" could read and understand? The constant barrage of self-aggrandizing/first-person anecdotes (i.e. 'I was the lone voice of reason testifying to Congress about xyz corruption.') doesn't fit in with the "just a link in the chain" most NASA engineers/astronauts espouse and is distracting from the facts. More importantly, a large percentage of this book relies on personal interviews with sources that insist on anonymity. Sure, some is to be expected, but when it becomes a significant portion of the source material it's a house of cards. (I considered leaving this review anonymous, but that would be hypocritical.) Finally, the entire book could be summed up as follows: Pages 1-351, NASA & Russia cannot be trusted to run a space program; Page 352, Space exploration is a worthy cause, so forget what I previously wrote.

                                4 out of 5 stars that's great.......2002-09-20

The author, a former space engineer with Houston Mission Control for 22 years (his speciality was orbital mechanics), writes about the odd relationship that developed between the U.S. and Russian space programs after the collapse of the Soviet Union. The Russian program, starved for funds, often at war with itself, managed to get by on a wing and a prayer (and considerable tinkering and luck), while NASA poured money into Russia, made absurd apologies for Russian screwups and missed deadlines, and covered up a lot of what went wrong on Mir and International Space Station flights. In many ways, Russia continued to behave as if the Cold War was still on: jealously guarding photocopiers, refusing to share information with American astronauts in orbit, insisting on carrying guns on every mission(!). Individually, astronauts, cosmonauts, and engineers got along famously across the borders (well, there was the sexual harassment of Western female astronauts), but political considerations repeatedly trumped safety, engineering, and other values. It's a bracing and depressing tale by an ever-hopeful science journalist.

5 out of 5 stars Congress- read this book.......2002-07-21

James Oberg is an unaffected, genuine expert on the subject. He has written thousands of articles and the like. He has also appeared frequently as a TV or news commentator on this subject. He has authored 10 books or more. This subject matter is right in his area of expertise. The breath and depth of his knowledge is hard to match. It is almost as if he was born to this field of expertise.

What is perhaps more amazing in this day of public cynicism is that he seems to keep his sources in that they continue to feed him material again and again. They must trust him. Is it necessary to remind the reading public of his writings on the Soviet downing of Korean flight 007 and how with time James Oberg was proven right?

The fires on MIR is an interesting topic. Oberg gives a detailed history of the fires in the Soviet space programs especially those inside the space capsules. The Soviets generated oxygen by burning solid fuel oxygen generators. These are the same type of mechanism that destroyed ValuJet flight 592 in Florida in 1996, he points out. He supplies a quote from a NASA official that the "American program experimented with a chlorate candle emergency breathing device... but it was dropped because they couldn't be sure it would not start a fire."

Another interesting topic is, the arming of the Salyut -3 space station. It was armed with a Nudelman air to air cannon designed for Soviet jet fighters. It was there as a contingency in case the Americans tried to take the Salyut station. Oberg also has a photo of the Soviet Soyuz survival kit which included a three barrel survival gun for firing bullets, shotgun shells and flares.

On the policy making level, Oberg supplies lots of information, facts and opinions bearing on the topic of Russian-American cooperation in space. I do hope members of Congress and the executive branch read this book.

For Oberg, space is his life. His destination is the second star on the right. Maybe he will bring us along on the trip.

2 out of 5 stars Fun Reading but Incomplete.......2002-02-04

Oberg's book is required reading for anyone interested in the space station and our partnership with the Russians. Chatty and informative Oberg delivers a stream of detailed revelations about problems NASA and the Russians have chose to hide. In this role he serves as one of the few "gossip columnists" of the space program.

Two key themes of the book is Oberg's observation that 1) the International Space Station was a creature of politics rather than technical necessity, and 2) NASA deliberately ignored Russian deception and fraud. However the book falters when Oberg attempts to connect the gossip with the claims. The book falls flat in helping illuminate who were the authors of this strategy (other than some vauge paragraphs) and why NASA management and Congress decided to implement and ridigly maintain it for over a decade. Some insightful analysis about why Dan Goldin and George Abbey wrapped this albatross across their neck and were never able to remove it would have made this book an agent of change.

I only wish Oberg had developed as good a set of political instincts and contacts as he has inside NASA.

From the supplier: The joint venture between American manufacturer Baxter International and Russian firm NIIAP demonstrates that it is possible to tap the substantial military resources of the former Soviet Union and gain entry into the potentially profitable Russian consumer market. Baxter, maker of medical equipment and supplies, teamed-up with the former manufacturer of missile-guidance systems NIIAP to form MosMed. The new joint-venture is a majority-owned ruble business that produces surgical instruments using local equipment, supplies and labor. This experience suggests that converting Soviet military enterprises into commercial goods manufacturers may be done more effectively by forming joint ventures that make Western quality products more affordable to the Russian masses through the combination of US technology and commercial skills and Russian production capabilities, rather than by pursuing scarce hard-currency-driven business opportunities in the country.
