      The background for this study was the fact that, in 1999, Dutch legislation introduced a duty for the person engaging in biomedical research to take care of insurance on behalf of the test subject. The goal of this legislative arrangement being to guarantee that the test subject would be compensated without great difficulties in case damage arose out of the research. When such an obligation to take out insurance cover exists then, in case of damage, the victim will be able to claim compensation directly from the insurer. A critical evaluation of the functioning of this legislative arrangement has taken place and the situation in other parts of Europe has been examined. Country reporters from Belgium, England, France, Germany, the Netherlands, Spain, Sweden, and Switzerland describe the insurance and liability arrangements concerning biomedical research in their country. A comparative analysis completes the survey.

        Gerald Feldman's history of the internationally prominent insurance corporation Allianz AG in the Nazi era is based largely on new or previously unavailable archival sources, making this a more accurate account of Allianz and the men who directed its business than was ever before possible. Feldman takes the reader through varied cases of collaboration and conflict with the Nazi regime with fairness and a commitment to informed analysis, touching on issues of damages in the Pogrom of 1938, insuring facilities used in forced labor camps, and the problems of denazification and restitution. The broader issues examined in this study--when cooperation with Nazi policies was compulsory and when it was complicit, the way in which profit, ideology, and opportunism played a role in corporate decision making, and the question of how Jewish insurance assets were expropriated--are particularly relevant today given the ongoing international debate about restitution for Holocaust survivors. This book joins a growing body of scholarship based on open access to the records of German corporations in the Nazi era. Gerald D. Feldman is Professor of History at the University of California at Berkeley. His book, The Great Disorder (Oxford, 1993) received the DAAD Book Prize of the German Historical Association and the Book Prize for Central European History from the American Historical Association. He was an invited expert at the London Gold Conference in December 1997 and at the U.S. Conference on Holocaust Assets in Washington, D.C. in December 1998 and served as an advisor to the Presidential Commision on Holocaust Assets in the United States.

          We live in a dangerous world. Numerous hazards can strike us down from infectious diseases and genetic disorders to food poisoning and car crashes. Furthermore, the advances in information technology enable consumers to be more aware of these problems as the latest data on new hazards is spun around the world in a matter of seconds.

          As part of the opinion forming sector (as a think tank researcher and opinion editorial writer) Roger Bate has contributed to this information exchange. His writing over the past five years, as reflected in this book, has focussed on 5 key themes:

          1. Hazards are as likely to come from natural as from man-made substances.
          2. The linear no-threshold hypothesis is rubbish (i.e. the dose makes the poison).
          3. An entire industry has developed to scare us into stopping certain activities, or making us feel guilty for continuing them, or lobbying to have them banned by government.
          4. The public are quite capable of making decisions that involve complex trade-offs if only we would let them; indeed not letting them causes enormous problems as government bodies do not have the dispersed knowledge to do this, and are subject to interest group pressure.
          5. There are innumerable benefits, as well as costs, from risk taking.

          Most articles concerning risk avoid mentioning any of the above five themes.

          The articles for this book were originally published in the Wall Street Journal, Financial Times, Economic Affairs, and The Sunday Times. An introduction will draw all the articles together.

                                          You can read my review of the first book in the series and apply it here. More of the same oft-told stories without trying anything new. I will stick to the Church Chuckles series instead.
