        Book Description

This volume assembles and presents a new database on bank regulation in over 150 countries (included also on CD). It offers the first comprehensive cross-country assessment of the impact of bank regulation on the operation of banks, and assesses the validity of the Basel Committee’s influential approach to bank regulation. The treatment also provides an empirical evaluation of the historic debate about the proper role of government in the economy by studying bank regulation and analyzes the role of politics in determining regulatory approaches to banking. The data also indicate that restrictions on the entry of new banks, government ownership of banks, and restrictions on bank activities hurt banking system performance. The authors find that domestic political factors shape both regulations and their effectiveness.

            Book Description

This volume focuses on current problems in banking that have the potential not only for disrupting the smooth provision of banking and other financial services, but also for adversely affecting domestic and even international macroeconomic activity. Because serious banking problems have been experienced in most countries in recent years, the papers both focus on fragility and regulation in different countries and are authored by leading financial economists in six different countries including Belgium, Germany, Italy, The Netherlands, the United Kingdom and the United States. By providing an international perspective, the papers provide insights into the commonality of banking problems in different countries and the role of regulation both in attempting to prevent and in potentially, albeit unintentionally, encouraging bank crises. As such, the papers add to our storehouse of knowledge on the causes, symptoms, and consequences of banking problems across countries.

                        Customer Reviews:

4 out of 5 stars The rise and fall of Curtiss-Wright from the aviation industry.......2007-08-04

This is the second book that I got about the decline of Curtiss-Wright. It is still lacking in many details, but is much better than the book "Whatever Happened to Curtiss-Wright?: The Story of How a Very Successful Aircraft Company Took Itself Out of the Business", which I have also reviewed.

Curtiss-Wright was at one time the largest aviation corporation in America. It was formed in 1929, only months before the great stock market crash, as a holding company of some 12 separate aviation businesses that had been founded by either Glenn Curtiss or the Wright brothers.

At the start of WWII, Curtiss-Wright's P-40 fighter and radial engines and propellers made it enormously profitable and its continued dominance in aviation seemed to be assured.

However, the book makes clear, through recitation of the reports of the Truman Committee and other governmental oversight reports, that during WWII, Curtiss-Wright chose the route of huge sales and profits over excellent engineering. This resulted in an unremitting pattern of over-promising and over-reaching for profitable government contracts, followed by failure to deliver. The book documents how Curtiss-Wright actively discouraged its plants and engineers from making field-requested modifications on successful products such as the P-40, as this would interrupt production and lower profits. There were severe and prolonged problems with several important Curtiss-Wright products - the SB2D Helldiver, C-46 Commando, the R-3350 engine - that would permanently damage its reputation as a reliable aviation company. Finally, Curtiss-Wright also failed to successfully develop either new aircraft or new engines that would carry it through the post-war years.

President Guy Vaughn chose to save the huge war profits (some $100 million in surplus) rather than spend it during the war on hiring more engineers and doing further research and development. Postwar, a new state of the art wind tunnel and research center that Curtiss had built in 1944 would be given away to Cornell University. The huge surplus then became the focal point of battles with shareholder that eventually resulted in the money being distributed out as dividends.

The final nails in the coffin of the aviation business of the Curtiss-Wright company were the demise of Curtiss-Wright's F-87 and J-67 engine. The F-87 jet lost out in competition with Northrop's F-89, and it is stated here in this book that it could have gained a government contract, except for a pricing and developmental funding dispute that Curtiss-Wright chose to pick with the government. Barely hinted at in this book is the story of the J-67 engine, a project that collapsed from managerial and engineering incompetence.

The book focuses mainly on the business aspects of the history of Curtiss-Wright. There is a good section on Clement Keys, the financier who put Curtiss-Wright together, and sections on Guy Vaughn, Paul Shields, William Jordan, Roy Hurley, and Ted Berner, including numerous stories of their corporate battles and technological missteps. What's missing are the engineers and designers - there are only the barest mentions of Charles Lawrence (the developer of the first Whirlwind engine) and Donovan Berlin, the designer of the P-40, and no words on what happened to either. None of the engineers involved in Curtiss-Wright's failed or underperforming projects of WWII or in the post-war years are named.

Another annoying aspect of this book is the apology that the author makes for Curtiss-Wright's failures. Much gets blamed on "overextended engineering", which is simply rubbish. The problem was never that Curtiss-Wright could not hire enough good engineers, it was simply that its corporate culture was oriented towards sales and profits, not quality engineering, and repeatedly, it would either mismanage the engineers that it had, or choose not to retain or hire enough of them to do the necessary engineering to see the project through in a timely fashion. Curtiss-Wright's corporate structure was also characterized by multiple layers of management and sales people located in cities far distant from the engineers working on its products. All of these factors would hurt its ability to compete with other aviation companies.

I found it instructive to read two additional books - "Mustang Designer", and "P-51 Mustang - Development of the Long-Range Escort Fighter". The success of North American Aviation (NAA) and the P-51 provide a stark contrast to the failures at Curtiss-Wright.

The first book focuses on the story of Edgar Schmued, the chief designer of the P-51. The book gives an excellent look at the corporate culture of NAA during WWII, which directly contributed to the successful design of the P-51, with the first airframe built in a mere 100 days. The first Mustangs were flawed (as were all initial designs during WWII), and the aircraft only became the legendary world-beater that it did because of the tightly coupled engineering culture of NAA, which was willing to listen to suggestions from the field. It was a suggestion from the British to install the British Merlin engine in the Mustang, together with other improvements made as the result of observations from the field, that caused the Mustang to rapidly overcome its initial flaws to become the dominant fighter plane of the USAAF.

The second book describes the confused and highly political process that the USAAF went through before it finally settled on the Merlin-engined P-51. Curtiss-Wright's offerings to succeed the P-40 did have their champions in the USAAF, and the P-38 and P-47 were also used in Europe before it finally became apparent that only the P-51 had both the range and the performance needed to succeed as an air-superiority fighter to wipe out the Luftwaffe from the skies of Europe. The P-51 was never written into any USAAF specifications and had no early champions in the USAAF - it was instead just an excellent airframe designed originally for the British that was adapted for the USAAF through a series of field requested modifications. It succeeded in the intensely competitive environment of WWII, beating out Curtiss-Wright's many projects to build a successor to the P-40.

And so today, Curtiss-Wright has shrunken to become only a subcontractor manufacturer of highly specialized parts, and a service business in metal treatments.
