      American political culture and military necessity were at odds during the War for American Independence, as demonstrated in this interpretation of Continental army administration. E. Wayne Carp shows that at every level of authority—congressional, state, and county—a localistic world-view, a deferential political order, and adherence to republican ideology impeded the task of supplying the army, even though independence demanded military strength.

      Placing military history within the context of colonial and revolutionary historiography, Carp finds that the colonial American belief that authority and political power should be decentralized deeply influenced Congress's approach to the task of supplying the army. Furthermore, most Congressmen had neither military experience nor any idea of how to administer an army, while local governments constantly thwarted the army's efforts to obtain supplies—they blocked impressment and interfered with the movement of food and clothing.

      Carp shows that political leaders eventually adjusted their ideals to the imperatives of winning the war. He offers a revisionist analysis of the origins of the Nationalist movement of 1780-83 that was begun by army officers and state legislators fearing the imminent failure of the Revolution. Lacking unity and blinded by republican ideology, the Nationalists did not markedly improve the administration of the army. Instead, it was largely through the efforts of Superintendent of Finance Robert Morris, the cooperation of the French, and sheer luck that the British were ultimately defeated. Carp concludes that the Americans won the Revolution "in spite of, rather than because of, their political beliefs."

      When deciding whether or not to read this book the reader must pay particular attention to the subtitle of the work: "Continental Army Administration and American Political Culture; 1775-1783." Mr. Carp takes the "starving" for granted; assuming the reader is aware of the bad winter encampments at Valley Forge and Morristown, for example, and instead probes the reasons why the Continental Army was always hungry. In a nutshell; the Continental Army eventually prevailed in the war in spite of the ideals of the revolutionaries, rather than because of them. The author catalogs the various shortcomings of the Confederation period, and demonstrates how these shortcomings generally derived from the impetus for independence itself. For instance, the general mistrust of remote authority (embodied in the Crown and Parliament) and resulting localism prevalent among colonists, translated into caution and sometimes outright hostility in the relationship between the states and Congress. Congress too, unable to rid itself of the fetters of ideology, chose to attribute failure in the commissary department to graft and corruption among staff officers, rather than to a flawed system in which it periodically meddled; intent upon improvement but generally resulting for the worse. Everything came to a boil in the catastrophic year of 1780, and from out of the cauldron of defeat and financial collapse arose, not surprisingly from current and former army officers who had borne the brunt of a system designed to be ineffectual, the Federalist movement.

      The book does what it sets out to do and is something of a tour de force. It is scholarly, well footnoted and methodical.

        Adam Smith, a Scottish Professor of Moral Philosophy, published his classic Wealth of Nations in 1776, the year the American Revolution began. Smith became widely known for his ideas of free markets, laissez-faire capitalism, and the 'invisible hand' of a wealth-creating business society. Yet British politicians and the landed gentry paid little attention and enacted none of Smith's suggested reforms. Smith was read avidly, however, by the Founding Fathers, including Alexander Hamilton, James Madison, and Benjamin Franklin. Knowing that unless a sound and prosperous economy could be created in America, the experiment in democracy might fail, and they turned to the ideas of Adam Smith to create and jump-start an economic system for America with both immediate and long-sustained results.

        Roy C. Smith offers a readable, straight-forward, right-of-center review of the famous economist, Adam Smith. The book introduces Smith's thoughts in basic detail, and spends a great deal of time putting Smith in the context of the American revolution, which of course is when "The Wealth of Nations" was published, in 1776. At times the history seems to drown-out the thems of Adam Smith's contribution, but by the conclusion the author ties up his thesis that Adam Smith's thought had a pervasive and substantial impact on the Founding Fathers, and upon the way Americans have done busness since then. A good read for introductory or undergraduate readers. Author's focus remains on Smith and American context. Little mention of John Maynard Keynes is made, and no discusion of Marx or socialism as a competing alternative. This did not detract from book, as plenty of other books and articles speak to those subjects.

The resources available to states to carry out those duties, however, are also limited to their ability to raise revenues from their own residents.

                In this report, Harold A. Hovey explores the constraints that states face in collecting taxes and assesses which states are best and least prepared to finance any added responsibilities. Among the forces Hovey examines that affect state fiscal capacity: competitive pressures among states to keep taxes low, tax systems that may or may not collect revenue at the same rate that incomes rise, the impact of local and national economic cycles, the economic resources within each state, and mismatches between revenues and needs.

                      The widening of the gap between the rich and the poor since the early 1970s has been well documented. Relatively little attention has been paid, however, to whether the devolution of governmental responsibilities from the federal to state level will simplify or complicate efforts to alleviate inequality.

                      In this report, John D. Donahue analyzes devolution from the standpoint of four realms of public policy: workplace laws, education and job training, antipoverty efforts, and taxes. Policymakers attempting to improve life for Americans at the lower end of the income ladder are apt to consider using tools available in each of those areas. But, largely because of devolution, Donahue concludes, the effectiveness of those tools in addressing inequality is likely to be weakened.
