      Description:
      Epidemiological, demographic and environmental crises, transition to a new political regime and exceptionally severe economic crises were powerful stimuli to health sector reform in Russia. The Russian Federation responded by introducing medical insurance whilst decentralising public administration. Yet despite intense contextual pressures to do so and a new policy climate, Russian hospitals found it difficult to reprofile services and reallocate their resources. A case study analysing governance structures in Sverdlovsk oblast reveals that medical insurance created incentives to reduce costs by reducing bed-days, but if hospitals did so they would lose money under the formulae through which decentralised local government still allocated around three-quarters of hospital income. If instead hospitals tried to increase budgetary income by increasing numbers of bed-days, the insurance system would penalise them. This specific form of policy mess can be called 'governance in gridlock'. The juxtaposition of two overlapping but incompatible sets of governance structures practically immobilised official hospital management systems. It is as one-sided to blame residues of the Soviet system for this gridlock as it is to blame the medical insurance system. Gridlock resulted from the interaction of the two, a problem to which all health system reform is potentially vulnerable.

                                      From the supplier: The Massachusetts Board of Accountancy found David R. Volin guilty of unlicensed accounting practice. Volin offered to perform accounting services while using the title of 'accountant.' He was also alleged to have provided a transmittal to a client with descriptions of the services that he performed. No individual without a CPA or a PA license is allowed to use the terms 'accountant,' 'auditor,' or 'accounting' under the Massachusetts accountancy law.

                                          From the supplier: Varied interpretations of SFAS 34, an accounting law that covers full disclosure of interest capitalization decisions, abound. There are at least four alternate interpretations: use of a specific financing rate, matching average accumulated construction expenses with contemporaneous financing, use of an interest rate alongside construction expenses and inclusion of accrued interest in the measure of particular new borrowings.

                                            From the supplier: The National Society of Public Accountants (NSPA) has unanimously found the exposure draft of the proposed Uniform Accountancy Act as deficient because of its lack of provisions pertinent to the adoption of safe harbor language for transmittal of reports. This concept of safe harbor language had been earlier suggested by the NSPA for use by unlicensed accountants without the risk of being sued.

                                            Leponcin's book needs work. I picked this book up hoping to invigorate my mind but found it lacking. I like the exercises, but her system has holes. For example, she gives the reader a set of exercises to complete inside a time limit. Then the reader scores himself based on quickness and accuracy.
                                            Leponcin provides a table of times to measure performance:
                                            All correct answers in under thirty seconds 3 points
                                            Two correct answers in under one minute 2 points
                                            One correct answer in under one minute 1 point

                                            What if I score one correct answer in forty-five seconds? I guess that garners a zero. Thus, the smartest thing I did was to throw this book out.
