          James M. Buchanan's The Demand and Supply of Public Goods develops a theory of public goods in response to the more traditional public-goods theory developed during the 1950s by Paul Samuelson in his famous articles in the Review of Economics and Statistics and by Richard A. Musgrave in The Theory of Public Finance. The traditional approach argues that the provision of public goods is justified as a response to market failures. Buchanan argues that just because markets may sometimes fail, it does not automatically follow that government will therefore do a better job. The process of politics is not perfect--group decisions cannot meet individual preferences as closely as can individual decisions. Furthermore, government action is costly (e.g. excess burden associated with taxation, disincentive effects). This is not to say that there should be no government intervention, but government is not the panacea that the political left makes it out to be, and we should be cognizant of its imperfections when deciding how much economic activity to organize through government rather than markets. Whereas the traditional approach focuses on market failure, Buchanan focuses on political failure, arguing that government action should be evaluated by the same criteria by which markets are deemed to have failed. In short, market failure may be a necessary condition for government action, but not a sufficient one.

          The Samuelson-Musgrave approach results in a "social welfare function" (p. 128), which is equivalent to the perspective of an outsider looking in to determine what is good for society, i.e. what choices it should make in allocating its resources. This approach may seem somewhat pontificatory in nature, but this is how public finance sees its traditional function: advising governments.

          Buchanan, in contrast, develops what he calls a "voluntary exchange" (p. 8) theory of public goods. It is based on the notion that insiders in society, i.e. citizens who participate in their role as taxpayers and as beneficiaries of public services, should be the ones to decide what choices are best for them when it comes to determining which and how many goods should be publicly provided, and how to tax themselves to pay for these goods. One advantage to Buchanan's approach is that the social welfare function inherently contains a normative component that is exogeneously determined (assumed, really), and which Buchanan's model does not require, making his a methodologically purer theory.

          Another difference lies in the Samuelson-Musgrave definition of public goods as those that are nonexcludable and nonrivalrous: once provided, no one can be excluded from the provision of a public good, and its provision to additional taxpayer-citizens does not add to its cost. The implicit rationale is that such goods have attributes that make their provision more efficient as a public good than as a private good. In practice, however, only very few goods follow this definition perfectly. Buchanan argues instead that what matters is not so much the physical attributes of a good but how its provision is organized, i.e. whether through market organization or political organization. Thus, Buchanan's model applies to any good of which the provision is to some extent collectively organized.

          The book's core methodology is a standard two-person, two-good microeconomic demand-supply model, except that one of the goods is a private good and the other is a public good. With each chapter, the initial assumptions are dropped, and the conclusions are shown to remain intact. As this description may make clear, the book has very much a microeconomics textbook feel to it (it was originally based on second-year graduate seminar lectures Buchanan gave during the 1950s). If you're a graduate student writing a thesis on public-goods theory, you'll definitely want to include this book among your research (along with the papers in volume 15 of Buchanan's Collected Works series, Externalities and Public Expenditure Theory). If you're a general-interest reader, the book may be somewhat on the abstract side, although if you've ever taken microeconomics 101 somewhere, the economics is by no means difficult to follow.

                      In this accessible book, a leading expert provides a critical assessment of the official sector's efforts to more effectively manage financial crises in emerging markets. Professor Eichengreen reviews international initiatives on both the crisis prevention and crisis resolution fronts. While crises will always be with us, he concludes that good progress has been made in limiting their spread and strengthening the international financial system. Ironically, however, official-sector initiatives in this area may in fact have made life more difficult for the poorest countries. Initiatives to limit the incidence of crises and threats to the stability of the international financial system should therefore be linked to an increase in development assistance designed to offset the extra burdens on the poorest countries. The other place where official efforts have fallen short is in creating new ways of resolving crises. The author argues that the old way-official sector financing through the International Monetary Fund-is part of the problem, not part of the solution. The Fund's financial operations allow investors to escape without significant losses, which in turn encourages them to lend without regard to the risks, weakening market discipline. Moreover, bailouts are inequitable. Because investors are allowed to exit and the IMF ultimately gets paid back, the residents of the crisis country end up footing the bill. This is one reason why IMF programs have come to be regarded with such animus in the developing world. Imagining that the solution is for the official community to simply show the resolve to resist bailouts is too easy. That the International Monetary Fund has repeatedly come under pressure to extend financial assistance reflects more than a lack of political will; it reflects the inadequacy of the alternatives. At the same time, seeking to create radical new alternatives like an international bankruptcy court is too hard. It would do more to increase the efficiency of resource allocation and the stability of financial markets, the author concludes, to concentrate on more modest changes, namely the introduction of restructuring-friendly provisions into loan agreements, enhancing the capacity of creditors and debtors to resolve debt problems on their own.

                      Barry Eichengreen, one of the world's foremost economists, presents an illuminating, footnote-rich, reflection on the nature of financial crises and the need for systemic reform. Heretofore, official responses to financial crises have often made the problem of systemic vulnerability even worse. International Monetary Fund (IMF) bailouts of developing countries in crisis increase moral hazard by taking the pain of the consequences away from lenders and investors. The IMF effectively allows such investors to reap upside gains from risky ventures while they place responsibility for losses on the IMF itself. Market discipline needs to be the first line of defense against policies and practices that lead countries into crisis. But many political, institutional and financial players resist needed reforms. We congratulate Eichengreen for doing an excellent job of exploring what is necessary and distinguishing it from what is possible.

                      The terms "Upheavals" and "Market Shock" should not be used to describe the subject matter in this book since it consists entirely of slow, gradual changes in demographics. These changes are only discussed in the most general of terms. There is not one chart or graph in this book. The lack of a timeline makes it impossible to do any serious financial planning. Most of these changes will not have a major effect on the U.S. economy until after most of us are dead and buried.

                      Unfortunately, the financial advice in this book is very limited, consisting mainly of common sense items, such as, "Learn to broil a trout." The useful information in each chapter can be summed up in one sentence: Chapter 1: Americans are aging. They will need health care and retirement homes. Chapter 2: Science is cool, but make sure that a lot of people will pay for it before investing. Chapter 3: Mutual fund fees are too high. (Also contains the crazy theory that all funds will collapse when people figure out they are not FDIC insured.) Chapter 4: One day, white people will be the minority in America. Chapter 5: The Japanese are getting older, too. Chapter 6: Europe needs Euro-denominated junk bonds. Chapter 7:China has a tough row to hoe. Chapter 8: The crime rate will rise. Chapter 9: There's that global warming thing.

                      I would recommend this book to anyone who enjoys historical trivia. On the one hand, I read every page in this book. On the other hand, I don't expect to ever make a dime off of anything that I learned.

                      We all see the changes that are taking place around us (such as the graying of America). This book takes those changes and puts them into perspective with actionable information. I kept slapping my forehead and saying, "I know this, why didn't I see where it leads?" Buchholz makes sense out of our everyday observations and puts them into economic context.

                      A rare book on the economy that is actually interesting and fun to read. Buchholz has taken a very clever approach to making his point (with mini-novellas) that are both insightful and well researched. And humourous. Raises some serious concerns about the not too distant future that we should all be looking at as we contemplate our next investment.

                      This is an excellent book for a novice investor. It offers timely advice n a witty and informative manner. I would certainly recommend it.

                          This book is a collection of short stories. When I began reading this book, I immediately read five or six stories. Later, I realized it was better to read one story at a time, and take time to reflect on its meaning and purpose. I very much enjoyed reading this book, both for entertainment, and for the history and enhanced understanding of Chinese culture. I always thought that American and Chinese cultures were very different, and yet many of these stories deal with themes that are common in English literature. Mr. Ma's command of the English language is amazing. I very much enjoyed this book.

                          This is a very well written book, stays true to the original classic, Liau Tsai. The author has managed to not only translate the language, but also maintained the integrity of the Classic. Kudos to Mr. Ma!
