    This book presents the complete derivation of the Periodic Method of Moments, which enables the reader to calculate quickly and efficiently the transmission and reflection properties of multi-layered Frequency Selective Surfaces comprised of either wire and/or slot elements of arbitrary shape and located in a stratified medium. However, it also gives the reader the tools to analyze multi-layered FSS's leading to specific designs of the very important Hybrid Radome, which is characterized by constant band width with angle of incidence and polarization. Further, it investigates in great detail bandstop filters with large as well as narrow bandwidth (dichroic surfaces). It also discusses for the first time, lossy elements used in producing Circuit Analog absorbers. Finally, the last chapter deals with power breakdown of FSS's when exposed to pulsed signals with high peak power.

    The approach followed by most other presentations simply consists of expanding the fields around the FSS, matching the boundary conditions and writing a computer program. While this enables the user to obtain calculated results, it gives very little physical insight and no help in how to design actual multi-layered FSS's. In contrast, the approach used in this title analyzes all curves of desired shapes. In particular, it discusses in great detail how to produce radomes made of FSS's located in a stratified medium (Hybrid Radomes), with constant band width for all angles of incidence and polarizations.         With the near bankruptcy of centrally planned economies now apparent and with capitalism seemingly incapable of generating egalitarian outcomes in the first world and economic development in the third world, alternative approaches to managing economic affairs are an urgent necessity. Until now, however, descriptions of alternatives have been unconvincing. Here Michael Albert and Robin Hahnel support the libertarian socialist tradition by presenting a rigorous, well-defined model of how producers and consumers could democratically plan their interconnected activities.

        After explaining why hierarchical production, inegalitarian consumption, central planning, and market allocations are incompatible with "classlessness," the authors present an alternative model of democratic workers' and consumers' councils operating in a decentralized, social planning procedure. They show how egalitarian consumption and job complexes in which all engage in conceptual as well as executionary labor can be efficient. They demonstrate the ability of their planning procedure to yield equitable and efficient outcomes even in the context of externalities and public goods and its power to stimulate rather than subvert participatory impulses. Also included is a discussion of information management and how simulation experiments can substantiate the feasibility of their model.

        Is there an alternative to the exploitation,
        boss domination, environmental havoc, dog-eat-dog
        competition and other
        ills of capitalism? "Well Soviet central
        planning was tried and that failed," you say?
        Hahnel and Albert argue that there is a third
        alternative -- Participatory Economics or
        ParEcon. (The other reviewer's description of
        ParEcon is an inaccurate caricature.)
        This book provides a concise introduction to
        an economic model that is neither Soviet-style
        central-planning nor based on the market. The
        critique of both markets and central planning is
        written clearly. At the same time, this book
        contains formal proofs of the economic adequacy
        of their model, and is therefore, in parts,
        more technical than most of Albert and Hahnel's other
        little books like "Moving Forward."

        I buy a product because I find it useful and if someone makes something better then I spend my money on that instead. There's a simplicity to that system I can understand. Instead, these guys say classlessness is more important, so dump the market and have a committee of self managing workers decide on the product's worth and then mediate and refine their desires in the light of feedback by other committees taking into account issues of classlessness, race and environmental impact. Pay will be decided on the basis of who has made the most effort and sacrifice in making the product. As far as books are concerned, the committee of self participatory workers will decide the worth of the book and whether or not it is worth making the neccessary sacrifice to make the book and then presumably send it to the printers so they can have a meeting as to whether they wish to participate in printing the book and send back their imput as to their desires and the commitee will have another participatory self managing meeting to take this into account and come to a mutually beneficial agreement on whether or not to proceed. This simpler system falls apart over one unanswerable question. What the hell are we going to do about Oliver Stone?

          Can the Poor Influence Policy? is a clear and authoritative review of experience with the major new phenomenon of Participatory Poverty Assesssments (PPAs). Caroline Robb documents the scale and depth of a quiet revolution in thinking and practice with profound implications for development professionalism and policy. She shows how participatory methods and approaches can enable poor people to analyse their realities and express their priorities, and how these can differ from those assumed by policy makers.

          It should be read by all who are concerned with policy and practice to reduce poverty. It should inspire many more Governments, donors and NGOs to initiate PPAs and to disseminate and act on the results.

          Can the Poor Influence Poverty?, published as it is by the World Bank, is a landmark book. It shows how PPAs have spread, and the potential they have to influence policy. After this book, things should never be the same again, for there will be less excuse than ever for ignoring the realities and priorities of those who are poor and disadvantaged.

          4 out of 5 stars An Insight into President Kim's Views.......2004-01-01

          It is not often (well, actually never) that I get to review a book written by a country's ex-President. So I read with interest this recent offering, written by Kim Dae Jung, who was President of South Korea till February 2003.

          He writes from the viewpoint of a historian and an economist, and above all, as a human rights activist. He describes, with the manifest pride of any Korean, the stunning rise of South Korea from ruins and famine in the 1950s to the world's 8th largest economy.

          But the book is not a dry recitation of statistics. He devotes much space to analysing the society. Most notably, he points out that Korean capitalism grew up under and was nourished by the military dictatorships. In fact, it uneasily closely parallels the economic systems of Germany and Japan before World War 2, and those of many Latin American dictatorships after the war. He calls it an unholy alliance of "monopoly dictatorship" capitalism, where the state actively promotes favoured companies. In South Korea, as in other places, this was done by getting banks to lead cheap capital, and by the government stifling independent trade unions.

          Kim describes how he wished to break this by truly promoting fair competition between firms and to give consumers greater choice of products. He warns that otherwise, the continued military-industrial ties may lead South Korea to disaster, as had happened in Germany and Japan.

          Though he is no longer President, so long as he remains an important influence in Korea, this book is indispensible for understanding his views.
