Uninsured risk has far-reaching consequences for rural growth as well as poverty reduction. A range of informal mechanisms to insure rural households against the impact of shocks, but they are a modest component of a risk layering strategy for well-off households and even less protective for low-income households. Formal insurance mechanisms have inherent market imperfections. State interventions to address these limitations have proven costly and generally are targeted poorly. Recent developments in microfinance as well as in insurance marketing have opened new possibilities for household risk reduction. Index insurance, such as weather indexing, addresses other inherent problems in insurance by using an indicator that is not affected by individual behavior and may address monitoring costs and moral hazard. A number of innovations using index insurance are being tried currently in diverse settings ranging from India to Mongolia to Malawi. Marketing costs may limit the provision of such insurance to small farmers, but even in such cases microfinance institutes may serve as market intermediaries. Moreover, state and sub national governments can use insurance to achieve countercyclical funding of programs. In this vein, municipal governments in Mexico have used insurance to finance disaster contingency while the World Food Program has insured a portion of its emergency assistance to Ethiopia. Humanitarian organizations and NGOs may also seek insurance in this manner.

Poor people in developing countries are often affected by droughts, floods, illness, crop failure, job loss, and economic downturns. Much of their energy goes into coping with these shocks and into day-to-day survival. While insurance and credit markets, combined with widespread social security, provide an important cushion against poverty in rich countries, the need for immediate survival may lock the poor into persistent poverty in developing countries. The poor in developing countries do have informal mechanisms to cope with risk and misfortune. These are based on income diversification, risk avoidance, self-insurance by saving together with family, and community-based mutual assistance. Nevertheless, the scope of these mechanisms remains limited. Repeated individual-specific shocks such as illness or pests, or covariate risks associated with drought, flood, or recession, undermine the ability of individuals and their families to cope with risk. We now know much more about vulnerability to risk and how poor people cope. Even more importantly, we have learned much about the large long-term consequences of these risks, which condemns many to persistent poverty and excludes them from economic growth. But there is much that can be done. The micro-level studies that underpin this book offer new insights on how effective public action could be more effective in protecting the vulnerable against persistent poverty. Policy should focus on providing a comprehensive menu of ex-ante and post-crisis protection mechanisms, including new forms of insurance, savings, safety nets, and the means to strengthen the poor's asset base. Local communities have a big role to play: public funds should not be used to replace indigenous community-based support networks; rather they should be used to build on the strengths of these networks to ensure broader and more effective protection. With numerous thematic chapters and case studies of both best practice and of failure, from a mix of low-income and middle-income countries across the developing world, this book evaluates alternatives in widening insurance and protection provision, and makes an important contribution to the topical field of insurance and risk.

When I lost my hand at 10, I did not want one more reason to be `different.' I wanted to use the tools, and systems the others kids used. This why I push using a normal keyboard - just like the other kids.
If you know of the Chicken Soup for the Soul® books, you might have heard, or read the story of my learning to type in the `60 after an accident which took a great deal of one hand. When the story became so famous in th e'90's, I began to get calls weekly, from parents and typing teachers, wanting my help to find the One Hand Typing Manual. It is almost impossible to find, so I wrote my own!
I filled it with personal messages from some of my friends, people who have done very well with one hand: Jim Abbott the famous baseball player, Sen. Bob Dole, and Bree Walker, the Southern California News anchorwoman. Also, throughout are motivational quotes, and short DID YOU KNOW's, which tell about some famous people who overcame a disability.

If the student has a severe disability regarding an upper limb, they receive a great deal of support from vocational, occupational and vocational therapists, who usually suggest alternative keyboards, and voice activated computers.
However, the student with good use of one hand, usually does not receive much attention. They are able to make their way in the world, and don't seek professional advice. So, when it comes to learning to keyboard and type, they are often told, "Oh, you'll learn something else." I know, I fall into this category. When I was hurt they told my parents, "Oh she'll do other things." That was bad advice 30 years ago. It is horrible advice today! In today's world, keyboarding skills are vital.
If you, or your student, has good use of at least one hand, a standard keyboard can easily be used. When alternative systems are used commonly in the mainstream, then the one-hand typist should commonly be encouraged to should use them. Until then, these people should be helped to use mainstream tools whenever possible.
Unfortunately, most researchers suggest the keyboard layout system known as Dvoark. The Dvoark system has layouts for two hands, just the right, or just the left hand. Although it only takes 30 seconds to set up most computers to the Dvoark system, I am strongly against it. My experience is that Dvoark is pushed on the one-handed child by a two handed adult, who themselves does not use the two-handed Dvoark system! (Yes, this makes me crazy).
One hundred years ago, typing was a new skill. The typists went so fast (crawling by today's standards) the keys would jam. So they created the QWERTY layout (see the keys on your keyboard starting at the top left) because it was so hard, it slowed us down! Dr. Dvoark came up with a layout that is faster, and easier for the typist, but it is not smarter for the person with one hand.
Why use the standard QWERTY one hand typing method?
One: Sellablity in the job market. The reality is, the easier it is to bring someone into the workplace, the more appealing they are as an employee. I am a one hand typist. I can step up to any standard keyboard, ask a two handed person to move over, and assist them with the challenges they are facing with the task at hand (no pun intended!). I am not disadvantaged by using me mainstream equipment, my employers are not disadvantaged by hiring me. The 30 seconds needed to change a keyboard over to Dvoark would separate me from the other workers.
Two: MY main issue in alternatives to the standard keyboard, is these kids do not want one more reason to feel different. The number one toy today is the computer, hence, the keyboard. Imagine a child not being able to play with his friends because he does not know how to use their "normal" keyboard. Or, if he does play with them, he must struggle to figure out the keyboard they are using. That tiny 30 seconds needed to change a keyboard over to Dvoark is unthinkable to children at play.
You can learn to type easily with hand!
