          From the author: In September 1996 a federal appeals court ruled that broadcasters cannot refuse daytime or prime time television federal candidates' political advertisements containing abortion images. Broadcasters argued the advertisements were harmful to children and, thus, should be restricted. This article explores this public interest dilemma involving two competing interests: the concern for the welfare of children and the public interest in informed political debate. This article also discusses implications of the court decision.

              From the author: Providing a regulatory framework for dozens of unlicensed wartime radio and television stations has been an arduous task for postwar Lebanese governments. Based on Lebanese media monitoring, a review of the Lebanese press, and interviews with media people in Lebanon, this study traces the development of broadcasting in prewar Lebanon, describes wartime changes, and discusses postwar broadcasting regulation in the country within the framework of civil society. Examining the factors that shaped regulation and the forces opposing it, this article calls for a more inclusive regulatory framework preserving national stability and media freedom.

                From the author: In the AOL-Time Warner merger, academics, policy activists, and industry rivals argued (against the merging companies) for transparency and interactivity in communications. This approach, fostering a commons-type environment for both commercial and noncommercial benefit, challenged the supposed naturalness of property arrangements in communications policy. It also offered the structural critique that Streeter (1996) has called for in media reform strategies. Acknowledged only in limited ways in the AOL-Time Warner outcome, the commons model continues to be elaborated among academics and advocates, while creatively challenging the extension of traditional property claims of electronic media to newer domains.

                The concept of common carriage is generally assumed and universally misunderstood. One aspect of the historical mythology that is contorted beyond recognition is the liability of common carriers for the goods carried. If a telegraph, telephone (or dare I say Internet network) mangles the message and causes harm, what liability does that carrier have - and more importantly - why? Barbara Cherry looks at the theoretical underpinnings of the regulatory position and how liability faces new challenges in the post telecom act of 1996 era.

                Among the myriad works attempting to explain what, if any, fundamental logic guided Congress's 1996 decision to amend the 1934 Communications Act, only an exceptional few succeed. One that does, however, is Professor Barbara Cherry's "The Crisis in Telecommunications Carrier Liability."

                Cherry's work employs an historical and institutional approach to decipher seemingly counter-intuitive liability provisions saddled upon incument local exchange carriers and inter-exchange carriers. Rather than focusing exclusively on the text of the Telecommunications Act of 1996, Cherry weaves together a rich tapestry of legal and regulatory history on the one hand, with social policy objectives such as universal service on the other hand. This warp is deftly manipulated with a weft of institutional context to provide one of the most coherent and complete explanations of the state of telecommunications law as it exists today in the United States.

                The contradictions between social policy objectives and the over-arching concern for opening the last mile to competitive entry by unbundling the network elements (Section 251)is thoroughly addressed in Cherry's work. She manages this tension well and proposes well-informed policy remedies obviously aimed at a lawmaking audience.

                Cherry's work benefits from her industry experience as well as her academic style. It is a must read for any student of telecommunication regulation theory as well as telecommunications policy-makers everywhere. It should be included on the syllabi of communications programs nationwide.

                I unequivocally give this book my highest recommendation, and hope that it will spark the kind of informed policy debate it was intended to generate.

                  From the author: Video market entry options available to telephone companies under the Telecommunications Act of 1996 have First Amendment implications that will affect the constitutional value of telephone video. These entry options impose regulatory constraints upon providers and differ in potentials for provider speech, speaker access, and content diversity.                         A breezy, entertaining history which will be added to my list of standard Bar and Bat Mitzvah gifts. I would ask the author, however, to delete the poor-taste NJ joke, which has caused me to think twice about sending the book to residents of that beautiful state in which I grew up. There is no excuse and you risk offending one of the largest, most vibrant, committed to tradition, communities in the country. I am NOT without a sense of humor and enjoyed your other remarks tremendously.

                        As a hebrew school student, I felt that Gleicher's informative and humorous portrayal of American Jewry enabled me to indulge in the history of my coveted religion with rabid enjoyment and intensity. His unorthodox writing style should be marveled by all, and appreciated by both curious readers and avid historians alike. An absolute masterpiece.

                        A well written book touching on the highlights of American Jewish history. The authors anicdotal style lends itself well to the lay reader wishing to receive an overview. Of greater value, however, is this book's ability to serve as a review for those having read a more indepth and intensive history of American Jews. I highly recommend this book for those wishing a lighter approach and urge those having read more intensely to enjoy this book as an enjoyable review.

                        American Jewish history is not one of my favorite topics. In school, I slept through most of it. Mr. Gleicher takes this topic and interjects his own brand of humor and commentary which makes for a surprisingly enjoyable read. Highly recommended!
