                          The structural adjustment programs that were developed to address the debt crises of the 1980s forced governments to finally recognize the great burden of maintaining state enterprises that were becoming increasingly costly. This volume of readings, drawing from a wide variety of sources including publications of government and multilateral organizations as well as private sources, throws useful light on the problem of restructuring and privatizing state enterprises, with special focus on approaches and experiences of developing countries. Drawing upon their extensive experience, each of the editors has prepared an introductory essay to provide a framework for the volume's collected readings. Mr Upper's essay is a clarifying summation of the issues and choices that are faced in a restructuring program; Mr Baldwin's essay provides a valuable historical context to the problem. The book then addresses, in a systematic fashion, the problem of privatization and restructuring, beginning with a discussion of the reasons for dissatisfaction with SOEs. It then provides a framework and methodology for evaluating the performance of SOEs and the welfare consequences of privatization. One of the book's great practical values lies in its Part III, a survey of a range of reform alternatives, including lease and management contracts, conversion of SOEs into independent corporate entities, establishing regulation of monopolies, and build-own-operate and build-own-transfer arrangements, among others. Case studies from all regions of the developing world are included in Part VI. Another eminently useful feature is a lexicon gathered from multiple sources.

                            From the author: Based on insights from Joseph Berliner's work on innovation in the Soviet centrally planned economy and its reform variants, we analyze process innovation (technological development) and product development in restructuring Hungarian companies from 1992 to 1995. Using data from a survey questionaire responded to by 325 Hungarian companies, we conclude that decision-makers recognize the increasing uncertainty in their business environment and respond to it by taking more aggressive strategies. However, Hungarian companies practice product imitation rather than product development as only about a third of new products introduced are new to either Hungarian or global markets. Furthermore, although technological development is recognized as important, only about a third of the respondents indicate any improvement in the company's technology and, of these, only about a quarter report that the change resulted in an up-to-date technology. Berliner identifies public ownership as a major impediment to innovation and considers the invisible foot of market competition to be a significant incentive for innovation. From cross tabulations of responses to various questions probing a company's implementation of new production processes, we find that foreign-owned companies are more likely to be involved in such activity and of all companies engaged in process innovation, state-owned companies find it less profitable that do companies of other ownership types. Regarding research and product development, we find that state-owned companies spend significantly less on applied research than do foreign-owned firms. Measuring exposure to external market competition by export intensity in a sub-sample of the companies, we find that a company with higher export intensity is more likely to introduce minor technological improvements. Although ownership type is not a significant determinant of export intensity, state-owned companies tend to adjust their product lines in foreign markets to compete to compete with other Hungarian companies. Global market competition promotes minor technological development and makes state-owned companies more conscious of product development while public ownership deters process innovation in Hungary. Hence, in transition economies, the imitation stage comes first as restructuring companies try to catch up to world class standards in both technologies and products; however preventing foreign participation in the privatization process is likely to impede and stall company restructuring.

                              Book Description

                              This study sheds light on the efficiency of corporate control allocation in Chinese listed firms. Using a panel data set for the period 1996 to 2006, it examines the frequency, causes and consequences of changes in corporate control. The results indicate that poorly performing firms are the predominant targets of control changes; shareholder and creditor control generally act as a complement for changes in control. Following the change in ownership there is a substantial amount of corporate restructuring and an improvement in operating performance. Significant differences in these dimensions emerge, however, between State and private transfers of control. The findings not only provide insights into the motives and constraints of the key players involved in governance practices in China; but they also contain useful implications for other emerging markets around the world that have weak legal systems and weak property rights protection.

                                    Edited by the working-class lesbian feminist author and activist, Michelle Tea, "Without a Net" powerfully documents the diverse lives of women living in poverty. While this inclusive multi-narrative text dramatically testifies to the strength of low-income women in the United States, it fails, however, to provide any real collective strategy for female resistance to capitalist exploitation. Nevertheless, I applaud this book for holding the mainstream feminist movement accountable for its classism and insisting, once-and-for-all, that economic justice is integral to women's liberation.

                                    My parents divorced when I was 7 years old. My mother had primary custody. She was the first in her family to get a college education, even though she had to go back to night-school to finish her degree due to my arrival on the scene. Dad had a master's degree in social work, never a big money-making field. So, during my early years, we were fairly poor and I spent a whole lot of time with many different babysitters while Mom labored in the white-collar world to move us up from working class to middle class.

                                    I don't have many memories of my poor years. When I was 6 or 7, I do remember pretending a porcelain cat bought at a yard sale with my grandmother was actually a Barbie doll, because we couldn't afford a real Barbie at the time. But I was young and didn't really figure out that money was at all tight until middle school. Then the typical image-conscious BS became part of my existence. I always worked to make extra for school clothes, so I could keep up appearances. I had to have the "right" Levis. The "right" WBLM t-shirt. The L.L. Bean tote bag purse. I couldn't look like one of those Salvation Army rejects. Thrift stores were not cool where I came from, possibly because the racks were filled with redneck cast-offs. Kids can be so stupid.

                                    This book gave me a couple of "Aha!" moments, particularly when the contributors wrote about fish-out-of-water feelings when functioning within different social castes. Though I grew up working and then middle class, I went to a very upper class college. There were definitely times when I felt like I was "passing," as some authors put it. My upbringing remained a part of me, but not as some deep-seated shame. I felt power from my roots. It was nice to read about other women who also felt working class pride, pride in their survival skills and values.

                                    I could also relate to the sense of loss of those who felt somewhere in between their class of origin and their current economic class. You can't really go home again, after a certain point. Yet, you never feel like you fully belong where you are either. You have to create a place for yourself. And that's what a lot of these women write about: finding their place.

                                    This is absolutely one of my favorite books- I've recommended it to everyone and so far no one's been disappointed, regardless of their gender or class background. Amazing book- raw and powerful, an inspiring collection of work. Many of the stories can be really painful or difficult to read, but altogether the collection leave a bold and positive impression of strength and beauty in unexpected (or overlooked) places. It's also a great introduction to a lot of kick-ass female writers that you might not be familiar with.

                                    In a society that addresses classism as little as it does michelle tea and the authors of this book do marvels. I did cartwheels reading essays about why its messed up to say things such as 'ghetto' and the offensiveness of white-trash themed parties. I would love everyone to read this book, or at least my middle-class and upper-class activist friends. Class too often gets added on as just one more -ism without ever really being addressed... this book shows that it needs to be, but not in mouthfulls of long feminist theory, but in wonderful first person narratives that are inspiring and thought provoking. Michelle Tea continues to by my sheroe. As do theauthors in this anthology. Read it :)

                                      In this new book, Foley defends an epistemology that takes seriously the perspectives of individual thinkers. He argues that having rational opinions is a matter of meeting our own internal standards rather than standards that are somehow imposed upon us from the outside. It is a matter of making ourselves invulnerable to intellectual self-criticism. Foley also shows how the theory of rational belief is part of a general theory of rationality. He thus avoids treating the rationality of belief as a fundamentally different kind of phenomenon from the rationality of decision or action. His approach generates promising suggestions about a wide range of issues--e.g., the distinction between epistemic and non-epistemic reasons for belief; the question of what aspects of the Cartesian project are still worth doing; the significance of simplicity and other theoretical virtues; the relevance of skeptical hypotheses; the difference between a theory of rational belief and a theory of knowledge; the difference between a theory of rational belief and a theory of rational degrees of belief; and the limits of idealization in epistemology.

                                            Could not put it down. From the stories of his childhood, to the day-to-day workings of the profession - a joy. This book is a must read for an insight into the world of family medicine in rural America. Never short on candor, the author allows us to see through the eyes of OUR doctor.

                                            A real original. Dr. Fox gives the reader a descriptive insight into the many experiences of a male in his generation and upbringing. The stories are many, brief and varied - perfect for the occasional reader with only a few minutes at a time. His descriptions of the events in his life bring life to the whole generation and all the peripheral influences. Quite funny too!

                                                  Linda and Steve Bauer cooked up a big 'ole gumbo pot of the best of Louisiana cuisine. Their timing was a divine appointment as they may have unknowingly preserved precious cultural treasures in the wake of Katrina. Bravo!

                                                  I recently received a couple of books, and Ms. Bauer's was in the stack. After I skimmed it, I called a friend and started talking about the recipes as well as New Orleans in general. An hour later I realized we were STILL talking about her cookbook!

                                                  Bottom Line: I consider Top Ramen a food group and I was enthralled. Anyone with even a slight interest in cooking or New Orleans will be extremely pleased with this offering.

                                                  New Orleans has always, until Hurricane Katrina, been first and foremost famous for its food and restaurants. Recipes from Historic Louisiana is a collection of 120 favorite dishes from chefs at 48 of Louisiana's most famous restaurants. The history, stories and 130 full-color beautiful photographs combine with the recipes to enable you to recreate this incredible cuisine at home. The book is interesting in of itself for its historical content and the recipes are great.

                                                  I served the Mashed Sweet Potatoes with Bananas and Vanilla from G. W. Fins restaurant at a recent dinner party and received several requests for the recipe.

                                                  The authors present easy-to-follow instructions for all the famous Creole and Cajun dishes that will bring back fond memories of New Orleans for those familiar with the Crescent City. And even if you've never been there, you'll have a hard time trying to decide which recipe to try first.

                                                  Some of my favorite recipes from the book are Bananas Foster French Toast, Pesto Cheesecake, Slow Roasted Brisket, and Mashed Sweet Potatoes with Bananas and Vanilla. If you've ever been to Louisiana, or are familiar with its cuisine, you'll love this book. I haven't been there in over 20 years and Recipes from Historic Louisiana was a real stroll down memory lane, in addition to being a cookbook that you'll want to have. The book is beautiful, the recipes are sublime, and a portion of the proceeds from the sale of this book will benefit the National Trust for Historic Preservation Hurricane Relief Fund.
