    "Financing Public Universities" addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms.

    Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning; they do not raise research performance; they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities; and they act as automata in place of proper governance and management.

    "Financing Public Universities" addresses policy makers, higher education administrators, scholars and students of higher education management. After an introduction to the theme and to the book (Chapter 1), "Financing Public Universities" covers the evolvement of mass higher education and the associated curtailment of funding (Chapter 2), the public management reform debate (Chapter 3) within which performance-based budgeting or funding evolved (Chapter 4), sketches alternative governance and management modes which can be used instead (Chapter 5), and epitomizes inertia or challenges (Chapter 6). Four appendices cover more technical matters, such as a comparative exposition of the research performance of universities by nation (Appendix C) and examples of funding systems in the UK and in the USA (Appendix D).

      I think the author was treated unfairly in the some of the earlier reviews. They must have been referring to the older editions of the book. The current edition of the book does talk about the new 529 plans without becoming an accounting textbook. What I like about Davis' treatment of the subject is the "you can do it yourself" approach instead of being a referral tool to financial advisors. Especially valuable is the worksheet on federal financial aid which gives one the ability to see how changes in one's finances can change computed financial need. Most financial aid websites just give you a grand total without explaining how the numbers were calculated. This isn't a book for those who love mind-numbing detail, but it is a good basic guide for getting started with a college savings plan.

      This book is terrifically up to date. I wonder how the three people who gave it one star reviewed it five months before it was published. If they'd read the current edition (or any. I wonder just who these three people were who all happened to have reviewed the book on April 6. I smell a rat.), they would have found it to be wonderfully current, well written, comprehensive. Anyone with kids--whether teens approaching college or tots--would benefit from this book.

      Should be called "Financing College in the 1990s." But it's now 2001 and a lot of the suggestions in this old clunker of a book just don't hold water any more. Lots of free web sites run by state treasurer's office will give you current advice on newer college investing plans and it's free. Also check out Nellie Mae or Sallie Mae which are not-for-profit organizations that arrange for money so that kids or adults can afford to go to college. Skip this book however because it's N-O-T worth it.

      I didn't notice that this insipid book was published more than three years ago and a lot has changed since then!

      Tax-advantaged college savings investments have improved--some have even been created--since this stale book was written. Even qualifying for financial aid isn't what it was back in the old days when this book was published.

      This author should either update this relic or stop selling out of date advice. In the meantime check out the multitude of free web sites that give better and also current advice.

      Many of the college savings plans as well as the rules for qualifying for financial aid have changed substantially since this book was written three years.

      This old book caused my kids to lose out on money that they could have gotten:

      1) It doesn't even mention many of the new and improved college savings and investing plans that are now available.

      2) And the rules for qualifying for financial aid have changed significantly since this book was published so this book omits viable options.

        This book is an extremely fine guidebook for the adult student who is returning to college or beginning college for the first time. If they are decided, they have to read it, which is a practical guide on the complex subject of obtaining financial aid and paying for their education. In addition, it offers a means of facts and many options on how they might afford to reach their educational goals. "Financing Your College Degree" has seven chapters which are you are important to your college, financial aid and your options, calculating the cost of your education, applying for financial aid, financing alternatives, sources of information and help, and going to college: one student's story. I advise this book every adult student, because it has answers all questions.

                  This is the first book that has ever left my stomach in horrible pain after finishing it. The Blood Jaguar is the very definition of pure [...]. I decided to read it for two reasons; one, I heard it was furry, and two, I heard it was serious.

                  My God, was I ever wrong. This book is [...]. Seriously, it is beyond bad. First off, its not furry. But that became the least of my worries near the end. Nothing happens in this entire book. It is merely one lame dialogue after another. There's no point. There's no characterization. There's NOTHING. I'm serious - I can't tell you the plot, because there is NO PLOT. There is NO ENDING. This book is plain non-existence. I can't tell you just what these pseudo-furries were doing in the book, because they don't do anything. Its as if they were being filmed going about their daily lives. There is a fox that combusts into flames, and some cobras, and some kind of animal court - I think - I have no idea honestly, because they just appear, and then disappear.

                  This book is about as furry as a can of paint. There is no plot. The most entertaining thing about this stupid book is the pathetic map of what *MAY* be the United States, but I'm not sure. The only thing I found entertaining was that it had a place labeled as "The Bear Republics", which I found incredibly stupid. Lo and behold, however, "The Bear Republics" does NOT EVEN APPEAR in the pseudo-story. And to make things funnier, it appears to be located in what APPEARS TO BE the desert.

                  Looking for furs? Won't find none here. There's all of *WHAT MIGHT BE* America, and yet no wolves, no deer, no skunks, no raccoons, no nothing. There is one fox, but he doesn't matter. This book is a joke and an abomination.

                  4 out of 5 stars This one surprised me.......2006-03-01

                  I saw it in the dollar store once, and my experience with dollar store books has not fared well. I didn't buy it then, I bought it online some years later. I'm not sure why I didn't buy it when I saw it. The cover caught my eye, so why didn't I?

                  Anyway, this is a story that can't be summed up easily. It's a quest to save the world, but with some interesting twists. Though you can tell it's a first effort by a new author, it's a good one. I loved the snake dialogue when they were in the desert. It feels like it should rhyme and it's actually a joy to read. The Bison scene is clever, too.

                  I have only two complaints. One is that I'm not sure what animal the Fisher is, and it was weird not knowing how to picture one of the main characters. Did I miss the description or am I just dense? And our trio of heroes spends way too much time traveling, eating, sleeping, walking and not enough time *doing something*. Much of the book comes across as mere filler, and it could've done better with less traveling and more scenes that strengthened the underlying theme.

                  Another draft might've helped fill the hollow spaces, but even in its current state the last few chapters make the whole thing worth it. Where our bobcat ends up saves the whole book! Even if you don't fully understand what all the other stuff means, seeing how Bobcat pulls this off is enormously satisfying.

                  I have a feeling it's more meaningful than meets the eye. It wanted to be more meaningful-you can tell there's an insightful revelation hidden in here somewhere and, again, I wish Payne had run it through another draft to bring this forward. It's just begging to come forward! Unfortunately, it's been left in an unfinished state, and as a result it's unclear what it's supposed to show. But underdone as it is, there's enough there to grasp this deeper meaning, even if only on the edge of comprehension. It's a satisfying read in the end, but I still wonder what it would be like if it were developed all the way. I mean that in the nicest, most fulfilling way possible.

                  4 out of 5 stars READS LIKE A COMIC BOOK..........2003-10-12

                  I've always liked to draw furries, and rarely do I find good novels that have anthromorphic furries in them (maybe I'm not looking hard enough though). So I run across this book.
                  There were two things that irritated me throughout this book:
                  A)The fact that Bobcat and Skink didn't have real names.
                  B)The relationship between a bobcat and a rabbit.
                  I don't really know why B) bothered me so much, considering interspecies couples about in the furry world and I see it all the time. A few times the story lagged, but overall I was satisfied. I especially liked how the gods were explained and their position in the cosmos handled. The religious aspect of these animals' world is the most convincing part of the novel. The whole time I was reading I could easily picture it as a comic book and the characters were vivid (esp. Fisher).

                  The Death Bringer

                  The Blood Jaguar by Michael H. Payne is an exciting story about 3 animals that have to save the land they live in. They also have some help on the way. This book has great humor.

                  Bobcat wakes up in his house, he starts out the morning by going on a walk. But on this walk he meets the death bringer. After that he finds his friend and they go to a witch that might help them with this problem that they discover. But that is only the beginning of there problems that they find on the road they travel.

                  This book is very exciting. Why I also liked this book is because it is full of humor. I also like it because it as a great plot. The characters in this are very believable and they have all different backgrounds.

                  I think that this book was really great, I think that you should read this book to. This book is one of the best ones I have ever read. This book is sort of slow at the beginning but then it picks up very quickly. I would recommend this book to everybody.

                  Animal books in general are great. This one is pretty good, too. At first, its a little confusing to get a hold on how everything works. I wasn't sure if it was anthropormorphic animals that were more human than animal, or whether they were just your typical talking animals. However, after everything fell into place, the book was good. Bobcat, Fisher, and Skink are pretty clueless, and so this is a new twist on the plot, which, when simplified to the maximum, is the same old, same old. Instead of a valiant bunch set out, knowing pretty much exactly what they are doing, they are confused and unsure of what will happen. The confrontation with the Blood Jaguar is very surprising. I liked it, you probably will, too.

                  Allan Serafino has a marvelous gift for bringing the vivid country in which he has sent his story of murder and time travel. Not just the mental eye but all the other senses are engaged as he describes the bustling Mexican bazaar, the dense tropical jungle-and scenes from a time long gone from memory. One can smell the incense and leafmold, hear the screech of the monkeys and the pounding ceremonial drums, feel the steamy humidity and the sting of mosquitoes, see the brilliant patchwork of tropical blooms and the shadowy figures of ancient warriors long dead.

                  The protagonist, Hugh Falkins, is a young man teetering on the edge of adulthood whose impulsive decision to run from what he prefers not to face only forces him to confront a situation he could never have imagined. Mr. Serafino skillfully conveys Hugh's sense of isolation, his sense that he lacks a place that is securely his own. His search for himself slowly unfolds as he faces danger, death and events that take him far beyond anything he could ever have imagined.

                  The pacing of this well-researched adventure is compelling and filled with more than enough plot twists to entertain readers of any age. The cast of characters are varied and all solidly defined, with most of them rarely ending up being who they were thought to be. And, as if artifact thieves and attempted murder weren't enough, the action is further complicated by the addition of an ongoing battle between the Mexican army and Guatemalan rebels.

                  This is a superb adventure-based coming-of-age novel with all the necessary ingredients to keep readers' minds off alternative forms of entertainment for the duration.

                  This is one of the best Young Adult adventure novels I've read in a long time. Allan Serafino combines fantasy, adventure, mystery, and even a little bit of romance, in this compelling read. Young Hugh Falkins searches out an ancient Mayan mystery in the jungles of Mexico. The plot is exciting, the characters interesting, and the conclusion fascinating. Highly recommended -- and not just for young readers!

                        The sheer numbers of diagnoses and the sheer numbers of kids on ADD/ADHD meds scares the bejeezus out of me. It just doesn't make rational sense to me that these 'diseases' could appear out of nowhere in such numbers. Somebody has to stand up and question the road that ADD/ADHD adherents are leading our society down before we turn into a nation of pill-popping fools.
                        My 5 year old was labeled with ADHD. Nothing any of the professionals said could rationally explain to me how it was that my thoughtful, loving, intelligent but energetic kid could suddenly turn into this horror of a wild being the moment he stepped foot into their classroom that they claimed. It made no sense to me.
                        I am a good parent. Consistent and clear. Patient. Praising, but using consequences. All those things you should do. But Dr. Stein provided guidelines for another whole level of interaction that I could use with my son that brought results! And no, I did not feel invalidated or insulted as some reviewers did. Dr. Stein isn't saying 'you are a bad parent' -- he's saying, 'there's more you can do, and here's how'.

                        I highly recommend this book to any parent that is seeking an alternative to medications. Give the parenting guidelines an honest and sincere try and see if you don't get good results.

                        I have read over 15 books on ADD/ADHD and Ritalin and this one stands out. ADD/ADHD is mostly an utterly criminal myth perpetuated by pharmaceutical industries who look at your child as nothing more than an annuity stream, social workers looking for a new revenue stream, the educational system who believes the ideal student is the stoned, silent, lethargic student, and parents who swallow this line hook, line and sinker because they are looking to rationalize why little Johnny is driving them nuts and looking for a simple solution ("just a pill a day and all your problems go away...") and the publishing business (An amazon search on "ADD" turned up 6,500+ hits; You tell me this isn't an industry).

                        Did you know Ritalin is an amphetamine? Does anyone see the irony in pushing amphetamines to 5 year olds while arresting 15 year olds that take them?

                        Are you aware there has not been a single, FDA approved study on Ritalin and young children?

                        Are you aware that there are more diagnoses of ADD/ADHD each year than there are cancer, heart attacks, lung cancer, breast cancer, etc. COMBINED !!!! There is medical consensus on what causes all those things yet there is no consensus on exactly what ADD/ADHD is, no consensus on its cause, no consensus on what area of the brain is impacted, in short, no consensus on anything about ADD/ADHD, which should be the biggest red flag. When there is no facts, but plenty of opinions, you need to ask yourself it its even real in the first place. This book's first few chapters explore the facts and myths around ADD/ADHD. You owe it to your children to educate yourself before you become just another pusher.

                        Probably less than 5% of children diagnosed as ADD/ADHD warrant medication. The other 95% are pawns in a multi-billion dollar game. This book recommends some simple yet efective - and amphetamine free - parenting strategies that address the behavior patterns that cause children to get labelled ADD/ADHD. You owe it to your children to try these before you become just another drug pusher.

                        I read many of the reviews of this book before I made my purchase. In reading this and many other ADHD books, I agree that for a successful life, one must learn to control one's behavior or be eaten alive by society in one way, shape or form.

                        The strict disciplinary tact outlined by this book has helped tremendously in curbing my 6 year old's impulsive behaviors. The understanding of the use of affirmative and positive reinforcement as well as "boredom" as a consequence has truly helped our son as well as our parental sanity. This book may not be for everybody - but it is a Godsend for our family.

                        I am what most people would call ADD. I call it being me. I've read at least 20 different books on this subject and other books too that seem to touch on the subject such as "The Difficult Child" and I think (not sure if exact) the "Out of Sync Child". My son threw me for a loop with his personality. I've come to realize that he has a lot of my personality traits and has the mixture of male tendencies on top of that. He has the focusing problems at school and is my more emotional child. I've noticed that as he has gotten older outbursts are less. But I learned a long time ago to be firm with him. I'm just not firm to the degree that I should be. I knew that before I got the book. I had read it before, but forgotten about it. After checking it out again from the library and reading it, I decided to buy it and try it.

                        I don't condemn anyone who decides to give their child medication. I am just very careful of what is put into the body either mentally or physically.

                        There are so many different factors involved in why a child acts out. There are food allergies/sensitivities that run in families. Sometimes environmental sensitivities are present. Then you have class size, and the possibility of teacher and student conflicting personalities. Sometimes a learning disability such as dyslexia is present. That's just a few reasons and there are so many more.

                        I LOVE science but sometimes logic isn't used by scientists.
                        If something is a THEORY, then it means it is an educated guess. After reading some of the Drug Information Inserts, I discovered that a lot of time (whether for prescription drugs or over the counter ones), the scientists aren't sure how the drug works. They simply state how they BELIEVE it works. Read the wording sometime. You may have to ask for the drug information insert because they don't include them with prescription drugs. Basically it is assumed if the drug creates the effect wanted, then it probably works in the way that their theory suggests. Everyone's body is different and they cannot predict how your specific body will react.

                        Your sleep, diet, exercise, food, and your thoughts affect your brain chemicals. I know that has been proven.

                        After observing the side effects of antidepressants and other researched drugs on loved ones, friends, and other people, I just don't have a clear conscience about giving my son a drug for ADD. The drug is one THEORY that I'm not willing to try until I've tried other THEORIES, including the one in this book.

                        No one is perfect including scientists and doctors. Ultimately, the parent is the one who is responsible for their child. It is a awesome responsibility that overwhelms you at times. You have to take time to get to the root of your child's problems. Then you have to take time to deal with the it. There is never overnight answers or solutions. Also, you have to train kids to be independent and mature, or you and they will live with more regrets than any of you want.

                        I know that with me, I make my own choices and I have to be responsible for the consequences good or bad. I don't expect my son to be perfect. I just want him to grow up to be the well-rounded responsible adult that he needs to be. I think that with the approach from this book, my children and I will learn better new habits and drop bad old ones.

                        My son was diagnosed with ADHD in kindergarden. He was on medication until after I read this book when he was in third grade. This book has been a godsend. We use the techiques in the book, and he has been on the A/B honor roll for the last 3 years. His self-esteem and self-control has improved greatly. He consistently thinks before he acts. I would recommend this book to anyone with a child with ADHD, and I have recommended it to many of my students' parents
