            In 1975, the Front for the Liberation of Mozambique (Frelimo) led the country to independence after a ten-year guerilla war against Portuguese colonial rule. Peasants were essential to the victory, but once in power Frelimo evolved from a popular liberation movement into a bureaucratic one-party state whose policies proved to be as inimical to the peasantry as those of the Portuguese colonial regime. These policies not only characterized the socialist phase of Frelimo rule; they continued during the period of economic and political reform that took place in the 1990s under the auspices of the International Monetary Fund. Merle L. Bowen's book offers a fresh assessment of the impact that such policies, pursued by postindependence states and NGOs alike, have had on the peasantry and agricultural production in Africa.

            In contrast to accounts that blame the state, the elite, or the peasantry itself for the agricultural crisis in posHColonial Africa, Bowen argues that Mozambique's decline in production is rooted in policies established during colonialism and continued by Frelimo. By tracing shifts in policy over a longer period than previous studies and across changing regimes, Bowen provides solid evidence that the continuation of colonial policies under the Frelimo government alienated the peasantry and contributed to internal conflict.

            Bowen refuses to treat the peasantry as a homogeneous mass. Drawing on oral data, archival research, and published accounts, she charts the rise and fall of a stratum of middle class agricultural producers in southern Mozambique that she deems central to the problem of food production. Like those of the colonial government, Frelimo's anti-peasant policies are rooted in a desire to prevent this middle class from becoming politically and economically independent and thereby acting as a counterweight to state power. To address the agricultural crisis, Bowen calls for a reconsideration of Mozambican and IMF policies to support rather than suppress capital accumulation within this rural middle class.

            Through its careful consideration of the peasantry and the role of NGOs, The State Against the Peasantry offers a nuanced understanding of the development process that has taken place in Mozambique and other southern African countries since independence.

              Generations of historians have maintained that in the last decade of the nineteenth century white-supremacist racial ideologies such as Anglo-Saxonism, social Darwinism, benevolent assimilation, and the concept of the "white man's burden" drove American imperialist ventures in the nonwhite world. In Race over Empire, Eric T. L. Love sontests this view and argues that racism had nearly the opposite effect.

              From President Grant's attempt to acquire the Dominican Republic in 1870 to the annexations of Hawaii and the Philippines in 1898, Love demonstrates that the imperialists' relationship with the racist ideologies of the era was antagonistic, not harmonious. In a period marked by Jim Crow, lynching, Chinese exclusion, and immigration restriction, Love argues, no pragmatic politician wanted to place nonwhites at the center of an already controversial project by invoking the concept of the "white man's burden." Furthermore, convictions that defined "whiteness" raised great obstacles to imperialist ambitions, particularly when expansionists entered the tropical zone. In lands thought to be too hot for "white blood," white Americans could never be the main beneficiaries of empire.

              What emerges from Love's analysis is a critical reinterpretation of the complex interactions between politics, race, labor, immigration, and foreign relations at the dawn of the American century.

                  The term "race," which originally denoted genealogical or class identity, has in the comparatively brief span of 300 years taken on an entirely new meaning. In the wake of the Enlightenment it came to be applied to social groups. This ideological transformation coupled with a dogmatic insistence that the groups so designated were natural, and not socially created, gave birth to the modern notion of "races" as genetically distinct entities. The results of this view were the encoding of "race" and "racial" hierarchies in law, literature, and culture.

                  How "racial" categories facilitate social control
                  The articles in the series demonstrate that the classification of humans according to selected physical characteristics was an arbitrary decision that was not based on valid scientific method. They also examine the impact of colonialism on the propagation of the concept and note that "racial" categorization is a powerful social force that is often used to promote the interests of dominant social groups. Finally, the collection surveys how laws based on "race" have been enacted around the world to deny power to minority groups.

                  A multidisciplinary resource
                  This collection of outstanding articles brings multiple perspectives to bear on race theory and draws on a wider ranger of periodicals than even the largest library usually holds.                       Colonial State and Social Policy looks at the determinants of social policy in developing countries in general and Hong Kong in particular in an attempt to remedy inconsistent results, artificial dichotomies of quantitative and qualitative methodologies, and an obvious neglect of developing countries in the field of social policy research. Using an integrated approach of quantitative and historical analysis, the study tests out the variables as predicted by the dominant theories in the case of Hong Kong. Of the three major theoretical approaches that dominate research, the industrial society approach, the social democratic model, and the state centered theory, the state centered theory offers the best explanation of policy development. Meanwhile, historical analysis delineates four phases of social development which are marked by different approaches: residualism, "big bang" expansion, incrementalism, and privatization.The results of the study cast many doubts on the applicability of the concept of the "welfare-state regime," as the developmentalist state of Hong Kong has turned to social welfare to create a peaceful environment for its economic development and to enhance the legitimacy of the colonial system.

                        This is the second book I've read on debt management. Each had different areas of focus. Scott's here is debt portfolio management and the fundamentals of how loans work. He wants you to develop good financial habits and know exactly what's coming in and where it's going out, and he wants you to understand how interest rates add up, so you can cut through all the offers and pick the deal that's best for you. Consequently, there are worksheets to help you analyze your current position, and there's a lot of drilling on real-life examples of loans and what their true costs are. He gives you tables in the back of the book that make analysis fairly easy, but if you can handle a spreadsheet program that's a better way to go.

                        My view is that it only takes one good tip from a book like this to make it worthwhile reading. Mine was the bit about taking a longer lower-rate loan and then paying it off using higher installments, providing there are no prepayment penalties. In doing this you'll save a lot over a shorter-term higher-rate loan. The book also encouraged me to learn more about the financial functions in OpenOffice.

                        The book doesn't go much into credit repair, per se. Not much about how to deal with credit companies, details on how to clean up your credit reports, etc. That's why I think several books are the best way to get sharp on this stuff. But if you're in the credit ICU, this is not the first book you should read; perhaps the second.

                        Taking control of credit is no less than a survival skill in our economy. Even if one is not in crisis he should read books such as these occasionally. And if one is in crisis they can be a lifesaver.

                        The book itself is not bad, information is good, somewhat dated in parts, but good. The problem is, nothing new is in the book. All of the information can be found at one of several websites like quicken.com, or bankrate.com, etc. Most of the information is pretty common sense. If you have to get the book or don't want to look on the internet for the information, then at least go to the library and check it out and save your money.

                        Scott Bilker is a financial expert that turns the tables around to save money with credit. It is hands down advice on taking a radical approach as a consumer that is in charge of your money, not credit in charge of your money. Scott's book goes beyond traditional ideas in fianance and offers functional finance ideas that will move you ahead in your goal to be financially independent. It is a step in the right direction no matter where you are in your budgeting skills.                         What a refreshing,knowledgeable and easy to understand book. Many others have failed to teach us about debt and credit card management in a language we could relate to. This book not only teaches but guides you along the way. Intimidation of debt management and saving money is not a factor anymore, thanks to the author. It opened my eyes to many things I didn't know, or should already have knowledge of but could never understand. This book has encouraged me to take charge of my financial management and I now subscribe to the Debtsmart Newsletter, to keep the educational process going. I enjoyed the book tremendously and highly recommend it.

                        "Credit Card and Debt Management" is without a doubt the TOP OF THE LINE in its class. After having read through several debt management books, this one assisted me the most in debt reduction and managing personal finances. It's clear, concise and practical, with real world examples to learn from. As a member of the U.S. military who has had to relocate every few years, the use of credit cards has been essential in maintaining an enjoyable quality of life. This book has greatly assisted in balancing it all. Investing in "Credit Card and Debt Management" is money well spent!
