This book explores the politics of fiscal authority, focusing on the centralization of taxation in Latin America during the twentieth century. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.

Among the areas Farwell focuses on include:
1. Early childhood (and rough years they were)
2. West Point years(met many future Civil War generals there).
3. War with Mexico (many instances of bravery).
4. Prewar years at VMI (not well-liked by the cadets).
5. Marriages and family life (tragic yet happy years).
6. Religious faith (strong Christian).
7. Early Civil War service (mainly successful)
8. Emergence as a brilliant general (2nd Bull Run, Fredericksburg, Chancellorsville, etc.).
While Farwell is sympathetic to his subject, he pulls no punches when describing Jackson's weaknesses (uncommunicative to fellow generals, willingness to hold on to grudges, sometimes cold-hearted).
All in all, a fair and objective biography of a brilliant leader.

NOT VERY ACCURATE!!!.......2003-08-04
1) The book states that General Richard S. Ewell was killed at Second Manassas. In truth, Ewell was wounded, and lost a leg. This is false because Ewell took command of half of Jackson's Corps after his death, and his command led to disaster at Gettysburg.
2) The book states that Cavalry General J.E.B. Stuart was killed on May 12, two days after Jackson. In truth, Stuart did die on that date, but it was May 12, 1864, over two YEARS after Jackson's death.
3) The book suggested that Jackson was for slavery, and felt that the blacks were a bunch of murderous types. This is totally false! Jackson was very uncompfortable with slavery. But his beliefs were that everything was a part of God's will, and knew that slavery would be abolished, but in God's time. One thing not mentioned much is the fact that Jackson sent in funds to aid in the creation of a Sunday School for African Americans, and he regularly went there to see how things were going, and even joined in prayer services there.
In short, this book mostly conforms to the "Politically Correct" version of "Stonewall" Jackson. If you want the truth, read James I. Robertson's Biography, and see the film "Gods and Generals." Grade: D+
