Achieving the Impossible: A Successful African History Survey.......2005-08-29
Paul Nugent has written one of the most impressive single-volume texts on African history--with a good chance that it is the best. This book reads smoothly while covering a vast continental terrain, including north Africa; and explores issues, questions, episodes in great depth. Nugent is able to handle complexity without drowning the reader in it. Perhaps, though, the most impressive aspect of this volume is Nugent's careful judgment. He also offers new themes to consider. For maps, charts, statistics, lists, the book is also excellent. It took a long time for this to be produced says the author. It was time well-spent. From the 1950s to now, Africa has never been treated better. The book is fresh.

* Whishaw [1808-1879], a member of Gray's Inn, set out to produce a law dictionary in the tradition of Rastell, which would offer "the exposition of the common terms and phrases of the Law" (Preface p. vi) in a concise manner unlike the voluminous dictionaries that were being produced contemporaneously. Although intended as a simplification of terms and created for the young lawyer, this is by no means a dictionary merely for the novice. Whishaw included French, Latin and English words and phrases as well as "obsolete words" from "old legal, historical and antiquarian writers" and cited early law books and dictionaries in the entries (Cowell, Blount, Hale's Pleas of the Crown, etc.). This dictionary went into a later edition in 1832. In 1835 Whishaw published A synopsis of the members of the English bar. This important work remains uncommon institutionally and in the trade. Concern about the environment has led to a number of proposals for controlling the impact of agriculture. In Europe, for example, the European Union has begun to require that all Common Agricultural Policy measures be evaluated for their environmental impact. This has in turn led to a number of proposed standard agri-environmental indicators. This practical volume reviews the theoretical development and use of environmental indicators in the areas of biodiversity, pollution and policy analysis, to assess the impact of agriculture. The chapters were originally developed for a workshop held in The Netherlands in April 1997, as part of the EU Concerted Action, "Policy measures to control environmental impacts from agriculture," and they provide important insight on longterm issues in agricultural and environmental economics and policy.

The book is a collection of papers from a 1997 workshop. The main objective of the workshop was to integrate research results on pesticides, minerals, global warming, and landscape and nature into practical methods to identify and operationalize environmental indicators within the European Union (EU). Moreover, the editors emphasize in their introduction (preceding the individual contributions that are presented as chapters) that cross-national and long-term comparisons of environmental indicators require consistent methodologies.
Although this is certainly not the first time that the central idea of "...we need one consistent methodology to identify and operationalize indicators..." is expressed, the introduction to the book raises hope that, finally, a book is published that at least attempts to formulate such a methodology.
The book is divided into five parts: a general introduction to environmental indicators in the European Union, a discussion on biodiversity and landscape indicators, a discussion on pollution indicators, different perspectives on the relation between policy and sustainable development, and a discussion and conclusions.
The quality of the paper varies widely. Only few papers are well-written and contain clear practical illustrations. Several papers are too general to be translated into practical methods. Others are too wordy and too muddled to even finish reading them at all. In general, more accurate articles and books on qualitative and quantitative aspects concerning identification, selection, and operationalization indicators have been published.
What especially attracts attention while reading the various papers in this book is that there is no general agreement on how to identify and operationalize environmental indicators. Recalling that the editors hold out the prospect for a "consistent methodology," the discussion of the individual contributions is a disappointment. It is certainly not easy to integrate the wide variety of opinions expressed, but this book provides no new outlook at all on a consistent methodology. Moreover, the discussion refers more to external literature than reviewing contributions in the book itself.
The publisher's claim on the back of the book that "it is essential reading for agricultural and environmental economists and policy makers," therefore, is out of proportion. Although some chapters are well worth reading, "Environmental Indicators and Agricultural Policy" at best is a reasonable reference work on the current status of environmental indicators in the EU.
My advice: borrow, don't buy...

The agro-environmental advantages of a good crop sequence system are widely recognised. Crop rotation is considered to be a cornerstone of 'integrated farming', particularly in view of its ability to maintain soil fertility and increase productivity. This paper focuses initially on the implementation of a crop sequence indicator (using a Geographic Information System allowing successive land parcel plans to be superimposed) developed using the Indigo method [Bockstaller, C., Girardin, P., 1996. The crop sequence indicator: a tool to evaluate crop rotations in relation to the requirements of integrated Arable Farming Systems. Aspects Appl. Biol. 47, 405-408] and it then discusses possible improvements and adaptations of this indicator to pedoclimatic conditions that differ from the original ones. An illustration of both these aspects is provided by the example of Wallonia in Belgium. The results were mapped for the whole Walloon region, allowing many common rotation types to be assessed from an agro-environmental perspective. A system enabling the regional authorities to monitor and, above all, to promote ways of managing crop sequences that are compatible with environmental protection is put forward for the Agricultural Areas concerned.

Most biodiversity assessment methods tend to sample isolated areas of land cover such as closed forest or local land use mosaics. Contemporary methods of assessing biodiversity are briefly reviewed and focus on the relative roles of the Linnean species and plant functional types (PFTs). Recent case studies from central Sumatra and northern Thailand indicate how the range distributions of many plant and animal species and functional types frequently extend along regional gradients of light, water and nutrient availability and corresponding land use intensity. We show that extending the sampling context to include a broader array of environmental determinants of biodiversity results in a more interpretable pattern of biodiversity. Our results indicate sampling within a limited environmental context has the potential to generate highly truncated range distributions and thus misleading information for land managers and for conservation. In an intensive, multi-taxa survey in lowland Sumatra, vegetational data were collected along a land use intensity gradient using a proforma specifically designed for rapid survey. Each vegetation sample plot was a focal point for faunal survey. Whereas biodiversity pattern from samples within closed canopy rain forest was difficult to interpret, extending the sample base to include a wider variety of land cover and land use greatly improved interpretation of plant and animal distribution. Apart from providing an improved theoretical and practical basis for forecasting land use impact on biodiversity, results illustrate how specific combinations of plant-based variables might be used to predict impacts on specific animal taxa, functional types and above-ground carbon. Implications for regional assessment and monitoring of biodiversity and in improving understanding of the landscape dynamics are briefly discussed.

The environmental impacts of pesticides used on processing tomato crops at 10 experimental sites of five Mediterranean countries and on the Reunion Island were assessed over 3 years using two different methods. The indicator obtained using the environmental impact quotients (EIQ) of pesticides method was highly correlated with the amount of active ingredients used, whereas the indicator based on the pesticide environmental impact (IPEST) method was highly correlated with the number of treatments applied. Both methods showed that fungicides were largely responsible for the estimated impacts. The EIQ method showed that the impact was greater on non-human biota than farmworkers and consumers. The indicators obtained using these two methods were only slightly correlated with each other but both methods used together provided a more complete analysis of the impacts of pesticides.
