    Small states have learned in recent decades that capital accumulates where taxes are low; as a result, tax havens have increasingly competed for the attention of international investors with tax and regulatory concessions. Economically powerful countries including France, Britain, Japan, and the United States, however, wished to stanch the offshore flow of domestic taxable capital. Since 1998 the Organisation for Economic Co-operation and Development (OECD) has attempted to impose common tax regulations on more than three dozen small states.

    In a fascinating book based on fieldwork and interviews in twenty-two countries in the Caribbean, North America, Europe, and islands in the Pacific and Indian Oceans, J. C. Sharman shows how the struggle was decided in favor of the tax havens, which eventually avoided common regulation. No other book on tax havens is based on such extensive fieldwork, and no other author has had access to so many of the key decision makers who played roles in the conflict between onshore and offshore

    Sharman suggests that microstates succeeded in their struggle with great powers because of their astute deployment of reputation and effective rhetorical self-positioning. In effect, they persuaded a transnational audience that the OECD was being untrue to its own values by engaging in a hypocritical, bullying exercise inimical to free competition.

    Brittain-Catlin begins by observing that the Cayman Islands are the 5th largest banking center in the world, with over $700 billion in assets.

    These assets, however, are largely not physically held on the island - simply notations in accounting books for the purposes of reducing or eliminating taxes. Corporations taking advantage of this include GM, ExxonMobil, Ford, IBM, Wal-Mart, G.E. (reduced its 27% '99 tax rate to 16% in '03), Citigroup (saved $778 million in '03 taxes), Apple, Enron, Halliburton, Tyco, Global Crossing, Long Term Capital Management, Global Crossing, and Enron.

    "Transfer-pricing" manipulation is the main tax-avoidance mechanism afforded by offshoring. This involves corporations maximizing overseas production profits in a non-taxable offshore subsidiary.

    Unfortunately, Brittain-Catlin seeming dwells forever on his basic facts, and even spends considerable time exploring the philosophy of Kant. (I tried reading Kant long ago - Brittain-Catlin's version was no more interesting.)

    Offshore is a solid attempt to explain the fact that modern capitalism has become dependant upon the offshore, largely unregulated, international financial system. The cost of making tax-rate shopping a profit center in a corporation's strategic plan when revenues land back 'onshore' is paid by all of us. Essentially multi-nationals are competing to see who can pay the least tax. In the end, this behavior is to an economy what eating your seed corn is to farming. Brittain-Catlin is sounding an alarm hoping public policy makers and the public will heed.

    The author's prose is sometimes purple and his discursions into tangental topics is somewhat distracting, but on the whole, the book is worth reading for the very approachable manner in which it explains the history of offshore banking and how it ties into subjects such as BCCI, terrorism finance, drug money laundering, the 'private' bail out of the hedge fund LTCM, the capital flight that hammered Indonesia and other developing nations, and the collapse or corruption of companies such as Eron, Tyco, and Global Crossing.

    After reading this book, the business news achormen chattering about the 'mood' of international capital will begin to make some sense to you.

    This is one of the most poorly written books I have ever read. It seems to be a compilation of news clips, some history, with pages and pages of endless, obstruse, mind-numbing attempts to tie corporations, offshore banking centers and governments into some sort of socialogical, philosophical analysis. Totally boring, informationally just about useless, wordy, diffuse, and a true waste of money and time....even a one star rating is too much....if you want to learn about offshore...don't try it here.....

    "Offshore" is a compelling and disturbing glimpse into the dark underworld of global money and power. It is extremely well-researched and comprehensive, covering international dirty-dealing and capital from Enron to Parmalat to LTCM. Very illustrative and thought-provoking.

    A first-rate primer on International Capital and also a great read. Pay special attention to the segments on "the secret realm," where capital is free of all national identity and boundaries.

    In addition the writing is very fluid, clever and witty. An important book.

    5 out of 5 stars A Primer on Offshore Banking.......2005-08-31

    This is kind of two books in one.

    On the one hand there is an explanation of how corporations basically avoid taxes by setting up perfectly legal tax shelters around the world.

    The second part of the book is rather philosophical in tone, emphasizing the point of view that somehow these corporations shouldn't be doing this.

    Way back when the Beatles were popular, I remember being surprised when I heard that they were really employees of a corporation set up offshore somewhere. The taxes in England at the time were something like 90%. Hey, it made good sense.

    As I grew older I learned more about taxes, usually by having to pay them. But I also learned that there are limits to taxes at which it is more beneficial to find a way to not pay them than it is to make more money. Of course you want to stay on the legal side of the boundry, because jail is not a good thing -- ask Martha Stewart. Of course if she had done her stock trading with an account in Vanuatu or some place like that she almost certainly wouldn't have done jail time.

    This book talks about what companies do to reduce their tax burden. And it's a pretty good primer on how to do it. His philosophical point of view is another matter. He seems to feel that there is something basically imporal about this. Be assured though, that the politicians and the tax authorities know all about this. Knowing that this will happen, they simply raise taxes a few percent.

        This book is well organized into sections that refute and answer many of the most common misconceptions and questions about the free market, capitalism and globalization. Explanations are concise, easy to understand, to the point, and most of the time, convincing as well. There are a few shaky circular reasoning fallacies, but these are negligible in light of the overall high quality of scholarship.

        In Defence of global capitalism was, for me, not just an argument for opening up borders and liberalizing economies. It was a statement about the direction of the world. It gives you a well documented, optimistic yet reflected view of the development of the world as a whole the past 50 years and similar prospects for the years ahead. It is a strong argument against the anti-globalist movement who tenaciously seems to argue that the world is slowly going down the drain.

        A must for anyone who want facts and numbers to support liberalist views.

        If you want to know how to rid the world of poverty and oppression, answers can be found in this powerful little book. No matter your politics or world view, you'll want to read In Defense of Global Capitalism for the way it is written. Presented as a series of short logical arguments, Norberg shows, in clear concise English and very simple charts, the correlation between economic freedom and prosperity, not just economic prosperity but longer lives, better nutrition, higher education, better working conditions and an improved environment. A smart book, easy to read and easy to understand; give it to a friend.

        Johan Norberg makes a detailed but clear dissection of the factors that are making the world a better place through increasing global free economy, and the reasons why liberal ("social") policy is not making things any better in countries ruled by populist governments or dictatorships. Honestly, one of the best books I have read in years and a must-read for people who want to understand what has to be done to get rid of poverty and oppression all over the world!

        5 out of 5 stars A libertarian view of free trade and economic freedom.......2006-07-11

        I was familiar with most of the issues and arguments and evidence presented in this book, but loved it because the book takes an unusual tact in defending capitalism and free trade. Most defenses focus on the good achieved by capitalist societies in terms of wealth and well-being, and this book does hit those topics. This book takes a different angle though that I found incredibly compelling which is to argue the issue from the point of view of liberty.

        What an individual does with their property is their business, and almost every issue's first defense in this books was to point out that protectionism, hyperregulation, and scores of other anti-capitalist positions espoused by the left worldwide are in fact all abridgements of individual liberty.

        Only after making those points does the author go on to refute (usually quite capably) the 'greater good' arguments that anti-capitalists use to justify their positions.

        One issue I was hoping would be better addressed was the protectionist view that wealthy countries are injured when trading freely with poorer countries. The author does go into that, but only touches that base briefly, and not resoundingly enough to sway the skeptical. Instead he argues principally from the perspective of someone interested in how to lift the world's poor out of poverty, which is a fine position, but convincing rich country protectionists is a necessary step along those lines.

                  Poetry Comics: An Animated Anthology by Dave Morice is breathes visual panache and a graphic novel style foray into classic poetry. These black-and-white comic-style panels have an avant-garde modern effect adding a unique twist, such as a rendition of Edgar Allen Poe's classic "The Raven" with an undertone theme concerning the superhero comic industry and its failings. A new way to look at grand old poetry, Poetry Comics is a unique and effective addition to traditional classroom instruction or homeschooling curriculum for poetry appreciation.

                  David Morice's Poetry Comics combines a love of poetry with a love of comics and it is a lot of fun. Classic poems (and some new ones) are treated like the scripts for comic books. Characters speak the lines (or story boxes narrate them) while comic book art illustrates the poem. Actually, most of time, the pictures comment on the poem or take it into an entirely new direction.

                  At its simplest one tree says to another, a real babe, as it offers an acorn, "I think that I shall never see a poem as lovely as a tree". Joyce Kilmer's famous poetic line becomes a pick-up line. The same sort of taking the poet at his word is the illustration of Ezra Pound's "In A Station of in the Metro": "The Apparition of these faces in a crowd; petals on a wet, black bough", that classic Imagist line, becomes a poet looking at a bunch of faces on the leaves of a wet branch-and it is kind of creepy.

                  Poetic revision is taken to a new level in Ben Jonson's "Celia" and Robert Herrick's "To the Virgins, to Make Much of Time". Both poems become Romance Comics. Celia loses her man to this chick in a black dress. "To the Virgins" takes us through a love affair, a car accident, a marriage, and lost love. And, of course, large tears role down many a cheek in both stories.

                  I love the variety of the drawing. Shakespeare's sonnet 18, "Shall I Compare Thee to A Summer's Day", becomes a sort of Monsters' Ball. Sonnet 130, "My Mistress' Eyes Are Nothing like the Sun", becomes an anatomy chart. "A Song" by Thomas Carew has "Frank and Ernest" type elephants who act like people. Remember the children's book?

                  Morice's pictures create narratives that transform some poems. In the new version of Robert Browning's "Fra Lippo Lippi", one mouse woos another while cats chase both. The hero of Edgar Allan Poe's "The Raven" becomes a faceless comic book reader who tries to live out his fantasies about Lenore through a super hero called "The Raven".

                  For the most part Morice gives us the words straight and creates new images. However, I love the sheer comic book fantasy of Walt Whitman as a super hero. Morice raids several poems to give us the story of "Whit-man": He is sitting in his chair drinking beer and watching TV when suddenly he springs into action to fly into outer space to meet an alien threat. I had no idea that that was the real story behind Leaves of Grass. However, "singing the body electric" should have given me a clue.

                  The T.S. Eliot "Love Song of J. Alfred Prufrock" drawings actually give us some literary scholarship. Did Eliot name J. Alfred Prufrock after a St. Louis Furniture store? The historical Prufrock Building and the real company calendar appear in Morice's strip.

                  In every sense, Morice's comics are a revision. He makes us think about each line, sometimes each word in a new way. Teachers would like this. But doesn't he do the sort of thing we used to hide from our teachers? Did you ever draw Steinbeck's "Red Pony" on the inside cover of your book? Or sketch Hester Prynne's Scarlet Letter while your teacher droned on? However, his publisher, Teachers and Writers Collaborative, apparently think this is educational. They asked Morice to write an introduction about the poem-cartoon combination as a natural one, William Blake and all that. I do really appreciate the "How to Make Poetry Comics" part in the back. I could never draw but that didn't stop me from making my own comics and if schools use this book to encourage kids to draw comics, well, ok.

                  Some of you may know that there have been earlier versions of Poetry Comics (two previous books and mimeographed editions that I used to find hidden in alternative magazine stores). All of them are now out of print. Morice reprints some old favorites and has drawn new ones like "The Raven" and John Ashbery's "The Trees".

                  This is the kind of book you read in the bookstore and then bring home and put in the living room. My kids like it. I also like looking at the cartoon Shakespeare on the cover. Shakespeare gets the Andy Warhol treatment. Multiple versions of the same portrait appear in different colors as if he were Warhol's Marilyn Monroe. Throughout Poetry Comics the muse gets funky.

                  In 1960, two young, little-known comedians released an album of largely improvised sketches in which a journalist interviews a 2,000-year-old man. The journalist was Carl Reiner; the crotchety Jewish Methuselah was Mel Brooks. The album was a hit, giving a huge boost to both of their careers. It was followed by three more records over the next 13 years, as well as numerous "2,000-year-old man" TV appearances by the pair. Now, after a 24-year hiatus, Brooks and Reiner have revived the 2,000-year-old man in honor of the millennium, soliciting his views on everything from voice-mail trees to rap music--from the Mars landing to infomercials. While the format doesn't have the breakthrough freshness it did in 1960--and while jokes about being old may have a more poignant edge now coming from these two--Brooks and Reiner are still very funny men, and The 2,000 Year Old Man in the Year 2000 is a welcome visit with them.

                  The 2000 Year Old Man was actually born in 1950, when Carl Reiner bought a $138 Revere tape recorder, plugged in the microphone, and instead of saying, "Testing, testing," turned to Mel Brooks and asked, "Is it true that you were at the scene of the Crucifixion some 2000 years ago?" As Brooks' imagination took flight, the old man uttered his first remembrance of things past with a moan of "Oooooooohboy." And then: "I knew Christ, Christ was a thin lad, always wore sandals. Hung around with 12 other guys. They came in the store, no one ever bought anything. Once they asked for water."

                  Carl Reiner and Mel Brooks ad-libbed their first interviews between the miraculous ancient sage and the reporter covering his history-making arrival in the United States. The 2000 Year Old Man knew everyone from Jesus to Shakespeare, Cleopatra to Paul Revere. He was there when men discovered women, and he dated Joan of Arc. The feisty raconteur had been married several hundred times. He had 42,000 children -- "and not one comes to visit me." The Jewish Methuselah had something to say about everyone and everything -- from religion to soul kissing, from taxes to nectarines: "Half a peach, half a plum. It's a hell of a fruit!" Brooks never knew what Reiner was going to ask, and Reiner only knew that he would never get the same answer twice. Reiner calls it "writing with the mouth."

                  Most of the targets Reiner and Brooks skewered between 1961 and 1974 on record albums are still with us, including food, cigarettes, the power of advertising, selling America to Japan, neglected children, fear of homosexuals in the military, inadequate health care, fad diets, violent films and pretentious filmmakers. In this millenial update of the cult comedy classic, the 2000 Year Old Man offers his unique wit and wisdom on everything from the Mars landing to shopping malls; homeopathy to the invention of the infomercial; his own dietary secrets, from eating a swirl to his time-tested Seven-Day Diet; and pet peeves, from rap music to "If you know the extension, press one..."                   I've said it before, I'll say it again, Mel Brooks is a comedical genius. This book is a great short read. Whether you're new to this 2000 year old man or you're a long time fan this book is hilarious. Much of it is rewording of the old acts that Mel did with Carl Reiner. They make fun of everyhting from the new miracle diets to God to sex. There's even a section called See Moses Run. The humor is if anything very Jewish which is great, if you understand Judaism.
                  If you like Brooks humor, buy this book. It's good for a gift if you get it along with the accompanying CD under the same title as the book or the Complete 2000 Year Old Man 4 disc set.

                  Yeah, It is a short read. Yeah, I bought it for US$2.50 equivalent. Yeah it is a lot of rehash.

                  I Paid a little less than 2 dollars for this book at a discount book store and that is just about what it is worth! Some of the jokes aren't funny ! I whited out all the inappropriate references which where unfunny and frequent! Don't buy this book unless you prefer filthy and unfunny humor books! Mel brooks and Carl reiner can be very funny when they get there mind out of the gutter. That is why I bought this book! I wish I hadn't

                  Yes, a lot of it is rehashed from the original routines on the records, but it's still pretty funny stuff - and if the title page made me laugh then it must be pretty funny!

                  You do have to be a Mel Brooks fan in order to appreciate this book. If you're not, then you just won't like it, no matter how much I or anyone else recommends it. But if you are, then be prepared for some fall-down roll-on-the-floor howls.

                  True, it's about a two hour read for most -- five for me but I tracethe words with my finger as I read. On the plane, I laughedaloud. There was some whispering and the woman next to me changed her seat. Some of it may be recycled shtick but it still seems fresh. Most I've never seen/heard and I have listened to the Old Man CDs. I'd say there's fifty belly laughs, ten chortles, one guffaw, three titters and a smile. It will give you a few hours of delightfully outrageous grumpy old Jewish man humor. I should know. Buy it. Read it. Laugh. Eat your oatmeal and let me alone already. END

                  Borrowing the format of the grown-up guest who comes to class to tell you something new and wonderful, Mel Brooks and Carl Reiner introduce their 2000 year old man to young students in a free for all Q & A. Actually this 2000 year old man is only 40-something because he dates from 1960's TV, created then by this new picture book's two authors, themselves zany, hilarious performing artists and writers. In this book, set in a classroom, young children ask the old, old, old man wide ranging questions about his experiences at school and at home. The clever, humor comes from unexpected connections or a play on words. Many answers were funny, but it is unclear whether young readers would find them so. Hopefully they will perceive them as silly and lighthearted and will be absorbed into the spirit of crazy fun. The book inspires learning because it shows what imagination can do with common knowledge. Most children studying cave men do not consider playing with the facts; this comedy puts perspective on historical information and contemporary living, the mark of successful satire. The final question slips in moral advice about not cheating. The tone is gentle and silly; it proves you can have fun and still be a mensch. The color illustrations capture the modern classroom and the ancient caveman's milieu. The historical scenes are lively and bursting with action. There is no Jewish content in the words or pictures; it is simply a book by two Jews. However, the book includes a CD (differing marginally from the text, but is essentially the same thing), that is funnier. It delivers not only the words, but also their timing and inflection, and herein lies its Jewish value. This CD captures the rhythms and Yiddishkeit accent of the famous Jewish standup comics whose style entered mainstream American humor. This is one of our culture's great gifts to our national arts. Contemporary youngsters who do not know the Jewish origin of this comic delivery can experience it here. The CD is a piece of living history. Recommended for all ages. Reviewed by Ellen G. Cole

                  This book follows almost word for word the 2000 year old man audio collection. I have been laughing with the 2000 year old man for 25 years and even my 15 year old son loves the Mel Brooks/Carl Reiner comedy exchange. This is a great intro for younger kids. If you like this, try the CD's, you'll laugh for hours (or years).

                        Take Carl Reiner, add Mel Brooks, stir and simmer with the added flavoring of the 2000 year old man comedy routine, and what do you get? One of the funniest books you will ever read!

                        I laughed out loud at least once on every page, from page XV til the end. This book is especially welcome in this year of record snows, rising gas prices and impending war.

                        Buy this book if you want to laugh.
