The abstract provided by the Pentagon follows: This thesis examines the depot maintenance processes of naval H-6O helicopters. Budget and political climate issues are discussed. Aircraft Service Period Adjustment (ASPA) deferral rates, Standard Depot Level Maintenance (SDLM) turnaround time, depot maintenance direct labor and material costs, and projected backlog using depot requirements and funding are examined. Data analysis indicates a need for significant process improvements or radical changes to depot processes. The Integrated Maintenance Concept (IMC) will consolidate organizational and depot level maintenance at fleet locations. IMC offers several advantages over traditional depot maintenance methods. Using regression analysis, the direct costs of SDLMs conducted at the Pensacola Naval Aviation Depot from 1987 to 1995 were used to estimate direct costs of depot maintenance based on: aircraft age, the projected level of depot maintenance, and employment (operational versus training). Within the scope of this research, a weak correlation existed between the direct labor costs and aircraft age and employment as explanatory variables; direct material costs showed a higher correlation: for total direct costs, these two variables explained 34.4 percent of the variation. Incorporating additional explanatory variables, such as flight hours prior to SDLM, may improve the model. Finally, recommendations are made to facilitate the transition to Integrated Maintenance, emphasizing data collection requirements and data analysis techniques to better estimate maintenance and funding requirements.

Many factors characterizing flying tempo and item repair and transit time influence the level of fleet readiness. Readiness-Based Leveling (RBL) considers these factors as it seeks to maximize aircraft readiness as it allocates spare reparable items between bases and a depot. The purpose of this research was to demonstrate the validity of using response surface methodology (RSM) within the context of RBL in an effort to quantify the influences these factors have on aircraft readiness. RSM applied designed experiments and least squares regressions in developing a series of empirical models quantifying correlations between one uncontrollable and seven controllable factors and RBL's output. Verification tests indicated the empirical models represented -- to a high degree -- the quantitative relationships present between the inputs and output of RBL. Although valid conclusions cannot be made from the models (a substitute input was used in place of a usual D041 input), the methodology as demonstrated is valid.

The objective was accomplished by evaluating the existing system and using technical functional and operational analyses to determine the feasibility of improving USN practice in contract methodology and language for future CLS implementations in general and on the T - 45TS program in particular. Using archival research, interviews, and site visits, this study identifies the current system and state of the art commercial best practices in service contracts and contracting/quality control oversight applicable to USN CLS implementation. Broad findings include: competitively bidding a contract without owning the engineering data rights may be costly in the long run; that infusion of best commercial practices and international quality standards vice strict compliance with government practices provides an opportunity to decrease life cycle costs through reduced oversight and state of the art management techniques and processes. Further findings and recommendations on specifically improving the T - 45TS program are included in the areas of; Improving Contract Practices Personnel Qualifications, and Training.

The abstract provided by the Pentagon follows: The field of structural health monitoring (SHM) attempts to reduce labor and cost by allowing technicians to monitor selected properties of an aircraft's structure to detect impending failure. This research examines methods to detect damage to a thermal protection system (TPS) tile using representative 2024-T3 aluminum plates. Plates are subjected to modal analysis in single and joined conditions in an attempt to provide the capability of sensing damage to a tile on the surface of a vehicle while the sensors remain on the superstructure of the airframe. Jointly, the development of a means to model the system using finite element techniques is explored. It is found that the finite element modeling technique produces correlating modal frequencies within a 7.19% worst case average when compared to the physical tests. This leads to the ability to compare mode shapes and frequencies to detect damage in a system.

The abstract provided by the Pentagon follows: This research investigated the fatigue response of precracked 558 x 177.8 x 6.35 mm (22.0 x 7.0 x 0.25 in) 2024-T351 aluminum panels repaired with single-sided partially bonded, unidirectional, eighteen ply boron/epoxy reinforcements. Disbonds were introduced into the bondline of each repair during the adhesion process using teflon inserts. Five different disbond configurations, with varying disbond locations and sizes, were tested. Each repaired panel was subjected to constant amplitude cyclic fatigue loading with a maximum stress of 120MPa. Results from the different configurations were compared against one another and against repaired panels with no debonds to assess the effect of disbonds on repair life. Results from the experimentation showed that even in the case of very large disbonds (20% of total bond area), the bonded repairs significantly extended the lives of the cracked panels. Disbond configurations with disbonds located away from the crack in the aluminum panel, performed comparably to the repaired panel with no disbonds. Disbond configurations with disbonds covering the crack in the aluminum panel yielded slightly lower lives than those obtained from repaired panels with no disbonds. Cyclic fatigue loading caused no increase in size of the artificially induced disbonds. Cyclic disbond growth was observed in the immediate vicinity of the crack. Finite element analysis using the Three Layer Technique was performed to assess the ability of current modeling techniques in predicting the life of cracked thick aluminum panels repaired with composite patches.
