This is a NAVAL POSTGRADUATE SCHOOL MONTEREY CA report procured by the Pentagon and made available for public release. It has been reproduced in the best form available to the Pentagon. The abstract provided by the Pentagon follows: This project consists of a Cost Benefit Analysis (CBA) of the costs, issues and effects associated with replacing the F-5E/F Tiger II aircraft with F/A- 18A/B. The three alternatives analyzed are (1) continued operation of the F-5E/F, (2) replacement of the F-5 with F/A-18A/B by 2008, and (3) installation of 4th generation pulse-doppler radar in the F-5E/F by 2008. The objective was to compare the three alternatives, choosing the alternative which provides the greatest net benefit and most efficient use of resources. The analysis involved data collection of operational costs per flight hour, total cost over the life of the program, and Contractor supported maintenance. Data for this research project were gathered from the actual maintenance contracts for both the F-5E/F Tiger II and F/A- 18A/B aircraft at Fallon, NV, Naval Aviation Systems Command, and OFC-20. Our results suggest that NAVAIR should continue to use the F-5E/F tiger II aircraft for the VFC- 13 adversary training mission through 2014.

Physical, safety or technological constraints induce that the control actuators can neither provide unlimited amplitude signals nor unlimited speed of reaction. The control problems of combat aircraft prototypes and satellite launchers offer interesting examples of the difficulties due to these major constraints.
Neglecting actuator saturations on both amplitude and dynamics can be source of undesirable or even catastrophic behavior for the closed-loop system (such as loosing closed-loop stability).
Such actuator saturations have also been blamed as one of several unfortunate mishaps leading to the 1986 Chernobyl nuclear power plant disaster. For these reasons, the study of the control problem (its structure, performance and stability analysis) for systems subject to both amplitude and rate actuator or sensor saturations as typical constraints has received the attention of many researchers in the last years.
The different techniques described throughout the book are particularly attractive for industrial applications not only in aeronautical or space domains but also in the context of biological systems domain. In current industrial control, PID technology is firmly established as the standard. Often, however, high control loop performance can only be obtained within narrow limits around a given steady-state operating point. If perturbations introduced by any reference or load change are outside these limitations then the actuators will constrain the system inputs. Other operational limits may also be imposed by additional variables within the plant producing output constraints. A typical method of dealing with input and output constraints, especially for PID control, has been the empirical design and implementation of an intuitive solution to an individual plant and its constraints. Such ad hoc solutions perform surprisingly well but often remain in the form of isolated practical know-how without a more general scientific basis. Control Systems with Input and Output Constraints develops this empirical approach by demonstrating how particular answers to particular industrial design problems can be systematized to cope with a wide variety of simple and more complex situations. Each class of design problems is presented in five parts: industrial situation; problem statement; currently available control structures; benchmark simulation to obtain typical transient response and nonlinear stability analysis to relate structure to response. Links to optimal control and model predictive control are also explored. These steps help the reader to learn how to choose or adapt a control architecture and design or analyse it on a systematic basis. "Female Quixotism" takes place over fifty years, from about 1750 to 1800. Dorcas Sheldon is an only child, who early on loses her mother. Raised and educated by her father, she is entranced throughout her life by British novels, particularly those of Samuel Richardson and Tobias Smollett. This 'turns her head,' if you will, making her believe that the passionate, spontaneous expressions of love and desire found in these novels are the only legitimate basis of love and marriage. She even goes so far as to change her name on her 18th birthday to Dorcasina, thinking it far more romantic. Her father and her neighbours, the Stanlys, along with her waiting maid Betty all try to argue Dorcasina to a more rational kind of love, but are forced to watch her repeatedly make a fool out of herself while men who are either interested in sport or money take advantage of her delusions.
Dorcasina's 'lovers,' particularly O'Connor, James, Philander, 'Montague' and Seymour all use Dorcasina's predilection for high-flown courting language and ridiculous sentimentality against her to achieve their own purposes. As Dorcasina gets progressively older, she begins to appear more and more ludicrous and shameless, a sore trial for her father, one of L____, Pennsylvania's most wealthy and respected inhabitants. Contrasted throughout the novel is one of Dorcasina's neighbours, Harriot Stanly, a bright young woman, who is sent away to study in a private school, with an injunction from her mother never to read a novel, citing Dorcasina as a prime negative example. In the fine picaresque style, following such romps as the immortal "Don Quixote," or Goldsmith's "The Vicar of Wakefield" and so on, "Female Quixotism" lampoons the heroine's wild notions of novels as patterns for life.
Ironically, unlike her male predecessors, Dorcasina and her sidekick, Betty do very little traveling, moving primarily in the novel between their house and a wooded grove in which many of her amorous misadventures begin. The novel's isolationism follows from it's uniquely early-American context. One of the more important issues that "Female Quixotism" handles is the question of marginal people in the new United States, and as in Charles Brockden Brown, one of Tenney's contemporaries, particularly Irish immigrants, while also tackling the Constitution's fictional notion of equality in terms of African-American slavery. Also as in Brown's novels, "Female Quixotism" takes place in an agricultural area outside of Philadelphia, the hub of national activity in the late 18th century. In many ways, "Female Quixotism" can be read as a commentary on the socio-political options and choices facing the new republic - in imagining a household without a male authority figure, "Female Quixotism" tests the viability and vulnerability of a Lockean government though a wholly domestic arena.
A fascinating, entertaning, and often pitiful heroine, cleverly managed anti-romantic storylines, and urgent historical questions make "Female Quixotism" a pivotal early American work of fiction. Tenney's novel is delightful and seriously engaging and should be read by anyone interested in the development of the 18th century novel in general, American fiction in particular, as well as the history of women's education.
