Community Planning is an introductory textbook that provides a thorough examination of the comprehensive planning process as practiced in the United States today. The authors consider all aspects of the comprehensive plan: its elements, adoption, and implementation. The book:

The authors begin with a series of six chapters that offer a step-by-step approach to creating a comprehensive plan for a city, county, town, or village. Following that, they consider focused and specialized plans for particular geographic areas (neighborhoods or downtowns) or for particular planning topics (transportation, parks and recreation). The book concludes with a section that presents techniques of plan implementation.

Each chapter ends with separate boxes that consider, for that stage of development, the role of the planner and how citizens can participate in and influence the planning process. In addition, each chapter presents exercises designed to reinforce the learning in the chapter and offers questions for further discussion.

By using the framework of the comprehensive plan and walking the reader through the planning process, the authors clearly demonstrate what planners do, and how citizens can become involved in shaping the future of their community. The book will be an invaluable resource for students and faculty in planning departments across the country.

Planning in the 21st Century

Part of a growing series on land use planning published by Island Press, Community Planning is modestly titled. It provides much more than an introduction: it gives the reader a working acquaintance with community planning.

In the United States, the concept of comprehensive local planning dates back to the City Beautiful movement spawned by the 1892 Columbian Exposition in Chicago. In the late 1920s, the concept took off on a grand scale with the Standard City Planning Enabling Act published in 1928 by the U.S. Department of Commerce as a companion to its 1926 Standard Zoning Enabling Act. Both were the culmination of the work of a commission appointed in 1921 by Herbert Hoover, then Secretary of Commerce.

While the Department of Commerce's model acts were simply that-models-they provided helpful guidance to states. In 1926, local land use zoning had received the blessing of the U.S. Supreme Court in Village of Euclid v. Ambler Realty Co., which sanctioned the use of public regulatory power to specify how private land may be used. To enable and provide direction for local zoning and planning, states passed legislation patterned on the Department of Commerce models.

Now more than 70 years old, these models have been scrutinized and alternatives have been proposed-by the American Law Institute and the American Planning Association, for example-but virtually all state zoning and planning legislation harkens back to these two standard acts. They are premised on the idea that good government requires professionalism grounded in fact-based analysis and dispassionate forecasting.

Just as you can take a trip without an itinerary, you can zone without a comprehensive plan. Properly done, however, a comprehensive plan brings logic, foresight, and defensibility to zoning and other community decisions. Sometimes called a master plan or a general plan, a comprehensive plan is, as Kelly and Becker note, "a tangible representation of what a community wants to be in the future."

Today, full-blown comprehensive plans typically include inventories of existing conditions, statements of needs and goals, and implementation strategies. Comprehensive plans also broach topics such as population, housing, land use, economic development, public facilities and infrastructure, natural resources, and cultural resources. These are often described in some detail, accompanied with maps and information on historic trends and projections. The comprehensive plan may also detail more specific plans for special areas such as a city's downtown, or special topics such as open space and recreation.

Community Planning is contemporary in its orientation. Kelly and Becker frequently note the need for early and continued involvement of citizens and elected officials in community planning processes. Nevertheless, the book is in keeping with the rationalist, "good government" spirit that motivated the U.S. Department of Commerce's model acts. It provides a systematic, well-thought-out guide to the community planning process.

Kelly and Becker's book was written to serve as a text for introductory classes in planning at the undergraduate or graduate level, and it moves from the general to the specific of tangible plans, the nuts and bolts of developing and implementing plans. The book wraps up with practical information useful not just to students, but also to community leaders with no formal training in planning on what work to expect from planners and on ethical issues to consider in planning. To assist the teacher or the self-taught reader, each chapter concludes with exercises, discussion questions, and annotated suggestions for further reading. The book also has an extensive bibliography.

Over the past few decades, debates have arisen about the utility of comprehensive plans. Are they worth the effort? Is the process of planning really more important than the document itself? Does anyone actually use the plan? As federal subsidies for local comprehensive planning processes dwindled in the 1980s, the popularity of massive plans waned.

Kelly and Becker acknowledge this shift, and they also point out that planning is inevitably political: despite the best efforts of the government reformers, planning remains political with a small p. At its best, it transcends politics and builds consensus across political coalitions. At its worst, it can become so embroiled in local political issues that it loses its credibility and effectiveness.

Nevertheless, this book is testimony to Kelly and Becker's conviction that planning and comprehensive plans, properly done, can and should make a positive difference.

We used this text in our planning course last fall and it was excellent! Eric Kelly is a genius when it comes to writing planning books. This book is a must have for all college planning students. I highly recommend it!

        Priscilla has done a wonderful job with this book! It is very informative, with step by step instructions for each brush stroke technique as well as gorgeous photos of each phase of the design. All that you have to do is follow her detailed directions, and practice, and you too can turn out stunning artwork! Everything you need to know is included in this book! It's just fun to page through and look at, as she is a very talented artist!

        Mrs. Hauser's book is a wonderful step-by-step guide to learning basic brush strokes of decorative painting and complete information on supplies whether you paint in acrylic or oils. She has covered different brushes and what they do, and supplies for whichever medium you decide to do and always what and why you need them. I love this book!!

                        In the foreword to Women in Love, new mother Linda Villarosa describes "the proverbial moment of truth," when, leaving home one day with her baby in the stroller, an older woman smiled and said, "Don't you live three doors up? You live with the woman who wears the earring in her nose." How easy it would have been to nod and walk on, letting the neighbors think that her lover and coparent, Vickie, was just a roommate. But that would have been "to deny the reality of our family ... erase all the nights Vickie has shaken off sleep to bring me the baby to nurse, blunt the tears of joy she shed in the delivery room." Eventually Villarosa brought herself to say, "The woman with the nose ring is our baby's other mother," and her neighbor replied simply, "Oh, you're lesbians, isn't that nice."                         This book is an in-your-face statement of the love and "normalcy" existing in lesbian families. The women are all different, at different stages of their lives and of their developments of their families. The women speak in interviews with the sincerest of passion and pride for their children. This is a touching piece of work that I go to over and over. The photographs are stunning. I highly recommend this book!!!

                        A can't miss for lesbian moms, lesbians considering parenthood and anyone who wants to experience the joy and love of life expressed again and again by these women who are bringing children into the world. The diversity of the women portrayed and their ever-varying paths to motherhood creates a wonderful view of lesbian moms and all lesbians in America today. This is a must have for a lesbian home with children. Stunningly photographed pictures of nearly a hundred lesbian families will enthrall all. Great gift, coffee table book.

                        This book is written not just for a gay audience, as you might initially suspect. It offers touching stories that women, who happen to be lesbian, face in raising their families. The photos are beautiful and capture the emotion and love that these special families feel for one another. Well done.

                        This is a rare book, and Jesse Reklaw is clearly a rare sort of guy. He adapts and illustrates these dreams once a week for his "Slow Wave" page, and for a few small newspapers, and each one is a lovingly crafted work of art. Frequently hilarious, often disturbingly insightful, and always completely far out, this book and the years of work it represents is clearly a very special labour of love.

                        This book is great for a coffee table timefiller, but don't be mislead into thinking it as superficial. These little works bear a second or third reading over time. The disturbing night-works of the contributors are full of details and angles that'll have you twisting your neck trying to get into the minds of the dreamers depicted here. Buy it. Love it.

                        Jesse Reklaw's Dreamtoons is a strange mix of dry humor and strange situations. Everyone dreams, and those who are fortunate enough to remember some of their more insane dreams seem to have found Jesse. His illustrations are clean and add a lot to the dreams. His editing means no more run-on dream sequences, just great entertainment. I sometimes found myself thinking "Someone just made that up", and then remembered some of my dreams. Yes, they did just make that up, but they happened to be unconscious and drooling at the time. For 8 bucks, you have very little to lose, and a lot of great entertainment to gain. I've read it 3 times now and still enjoy many of the cartoons.

                        That's what I did. Jesse's deadpan cartoon renditions of people's wacky, surrealistic dreams are hilarious. Don't read this book in bed if your spouse is trying to sleep (although you must admit, it'd be thematically correct).

                        Send Jesse Reklaw a description of one of your dreams, and he might make it come to life . . . in his weekly comic strip "Slow Wave."

                        "Slow Wave" is available in several underground newspapers and on his web site. This book collects the first few years' worth of strips.

                        Despite being limited to four panels, Reklaw manages to convey the essence of his collaborators' dreams. Some are disturbing; some are very funny;, all have the twisted logic and unsettling creativity of authentic dreams. Reading them is not only a pleasure, but oddly reassuring: It's nice to know that other people have dreams just as, if not more, bizarre as mine.

                        For maximum effect, savor the strips a few at a time.
